AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 21,1997 SUBJECT: Expenditure Plan Development Committee's Project List for the Reauthorization of Measure 'B' Report prepared by: Lee S. However, if the Reauthorization of Measure 'B' initiative is passed by the voters, it is desired that Dublin receive benefits from funding for transportation improvements. . DESCRIPTION: Recently, the 40-member Expenditure Plan Development Committee (EPDC) for the Reauthorization of Measure 'B' selected projects recommended to be included in the Reauthorization of Measure 'B'. This list is now being submitted to the Measure 'B' Steering Committee. The Steering Committee representatives from the Tri-Valley (Planning Area 4) are Ayn Weiskamp of the Livermore City Council, and Alameda County Supervisor Scott Haggerty. The only highway project on the EPDC list from Planning Area 4 is SR84 with a funding level of $1 05 million. The SR84 project is to include an I-580/SR84 interchange, widening and improvements on existing SR84 from 1-580 to the southern Livermore city limits, and safety improvements on SR84 from the south Livermore city limits to 1-680. These improvements will primarily alleviate traffic congestion in the City of Livermore and are not expected to have significant regional impacts as SR84 south of the Livermore city limits (to 1-680) will not be widened to accommodate a larger volume of traffic. In Planning Area 3 (Southern Alameda CountytFremont), the EPDC proposed that funding be designated for 1-680 improvements from the Sunol grade to Santa Clara County. However, no funding was specified for 1-680 improvements in the Tri- Valley Area. .------------------------------------------------------------------- COPIES TO: ITEM NO. ~ g:agenmisc\measb.doc I' " Staff believes that the following three highway projects in the Tri-Valley Area should be included in the . Measure 'B' Reauthorization's project list: 1) Widening of Eastbound 1-580 from Tassajara/Santa Rita to the I-580/SR84 Interchange (east of the I-580/Airway Boulevard interchange). The cost estimate is $20 million. 2) The addition ofa Southbound 1-680 HOV Lane in the Tri-Valley Area to the Sunol Grade, at an estimated cost of $15 million. 3) Improvements to SR84, including the I-580/SR84 interchange and widening/safety improvements between 1-680 and the City of Livermore at a funding level of $70 million. All of the above projects are considered urgent in the Tri-Valley Area to mitigate present safety and traffic congestion problems. Traffic congestion will only worsen with the increased amount of development coming into the area. Staff recommends that the project list in the Tri- Valley Area be modified to include the abovementioned projects in order for the City to support the Measure 'B' Reauthorization ballot. Staff recommends that City Council review Staff s recommendations and authorize the Mayor to send the attached letter to the Cities of Livermore and Pleasanton, and Supervisors King and Haggerty. . . October 22, 1997 TO: Supervisor King Supervisor Haggerty Livermore City Council Pleasanton City Council SUBJECT: Measure IB' Reauthorization Project List Dear: The City of Dublin appreciates the efforts of the Expenditure Plan Development Committee (EPDC) to develop a Measure IB' Reauthorization Project and Program List; however, the EPDC has only selected one project in the Tri-Valley Area 4: the improvement of SR84, including an interchange at 1-580/SR84. Most of the improvements for the selected SR84 project are within the City of Livermore and do not have a significant regional impact, although they would improve safety issues on SR84 and relieve some congestion within the City of Livermore. The City of Dublin believes that the Measure 'B' Reauthorization funding should be designated for regional facilities that will have a beneficial impact for the entire Tri-Valley Area. The City also believes that improving the safety issues on the regional highway system should be given higher priority. In light of this, the City of Dublin cannot support the single-project Measure 'B' Reauthorization at this time. The Dublin City Council could support the Program if the following three projects were included: 1) Widening improvements to southbound 1-680 at the Sunol Grade at a cost of $15 million. The existing southbound 1-680 Freeway is the second most congested freeway systems within the Bay Area. Due to this fact, Planning Area 3 (South Alameda County/Fremont) is designating over $30 million for improvements on 1-680 from the Sunol Grade to Santa Clara County. The Dublin City Council believes that it is appropriate for the Eastern Alameda County (Tri-VaIley Area) to include this southbound 1-680 widening project. 2) Widen Eastbound 1-580 from Tassajara Road to the 1-580/SR84 interchange (past Airway Boulevard) in the amount of $20 million to alleviate congestion in this area. 3) Improve the safety issues, add a truck lane on SR84 and improve the interchange at 1-58011-680 in the amount of $70 million. These three projects will significantly improve the freeway system within the Tri-Valley Area and . will also improve the safety issues. The City Council would appreciate your help and assistance in modifying the existing Measure '8' Reauthorization list. By improving congestion and safety problems, not only on SR84, but also on 1-680 and 1-580, the Dublin City Council can support the Measure 'B' Reauthorization initiative.
