The fiscal impacts of Hacienda Crossings Entertainment Center were
addressed as part of a fiscal analysis performed for the project. The City
Council reviewed the fiscal analysis as part of the PD Rezone and
Development Agreement applications in January of 1995. In summary,
the fiscal analysis concluded that this project is consistent with the fiscal
policies in relation to provision of infrastructure and public services of the
City's General Plan and the Eastern Dublin Specific Plan and General Plan
Amendment.
This application for a Master Sign Program Site Development Review is for the 53 acre Hacienda Crossings
EntertainmentCenter. This approval would cover all aspects of the Center, out parcels and entertainment area
excluding Regal Theater and the two pylon signs previously approved by the City Council. The proposed Master
Sign Program is set forth on Exhibit 1. Hacienda Crossings Entertainment Center was approved at the southeast
comer of Hacienda Drive and Dublin Boulevard.
BACKGROUND:
The Hacienda Crossings project (formerly Santa Rita Commercial Center) has included a PD Rezone to a
General Commercial Planned Development, a Development Agreement between the City of Dublin, Alamedii

County and Opus Southwest (originally Homart), and two parcel maps. Auto Nation has an approved p ojec~
the eastern 20 acres of the original 75 acre site and Opus Southwest is the new developer of the 53 acre .
commercial center. On January 23, 1995, the City Council approved a Mitigated Negative Declaration or the
Project. On January 31, 1995, the City Council approved the P.D. Rezone and Development Agreemen. Two
Parcel Maps have been approved on the project site; one separated the Auto Nation Site from the proposed
commercial center; the other separated the center into four lots. At the public hearing on the PD Rezone, the
City Council approved conditions that require approval of the Site Development Review Application for this
project be made by the City Council at a public meeting.
In June, 1997, the City Council approved the Site Development Review application for R~gal Theater, a 20
screen theater plus an Imax. On October 7, 1997, the City Council approved the Site Development Review for
the Retail and Entertainment Village portion of the project. On October 21, 1997, the City Council approved
the Site Development Review for two restaurants, Claimjumper and Mimi's Cafe. :
ANALYSIS:
Master Sign Program Design:
The architects for the retail portion of the project, SGP A, have prepared the Master Sign Program for the entire
Entertainment Center. Staff and the City's design consultant, Larry Cannon of Cannon Design Group, worked
closely with SGP A in the development of the Master Sign Program. The Master Sign Program is
comprehensive and custom designed for the Center.

Master Sign Program:
Exhibit 1, "Sign Guidelines" contains the designs and sign criteria for the Center. The Guidelines are logically
organized with the criteria and specific information in the front. The exhibits in the Guidelines contain the
specific designs of the wall and freestanding signs as well as a location diagram for the entire site showing the
placement of the freestanding signs. In summary, the signs for the Center are as follows:
Free Standing Signs:
On EXhibit A of the Guidelines (Exhibit 1), a site plan is provided that shows where all the freestanding signs
will be allowed. The chart below summarizes the number and size of the signs:

Comer Monument Sign:
Opus Southwest is in the process of refining the corner design adjacent to their development (at the intersection
of Dublin Blvd. and Hacienda Dr.). The City Council will be approving the conceptual comer design as part of
the Amerisuites Hotel Site Development Review scheduled for the December 16, 1997, City Council Meeting.
When the comer design is refined, Opus would like to have a Hacienda Crossings identification sign on the
comer. Condition of Approval No.3 sets forth that the sign could be a maximum of ~ feet high, and a
maximum size of 20 square feet per side. Staff would review the sign as part of the final plans for the comer
design at the time of permit issuance. If the sign were larger than these standards, it would return to the City
Council for approval.

Wall Signs:
In addition to these freestanding signs, wall signs would be permitted for all of the tenants of the Center except
those tenants along Dublin Boulevard (rear walls of tenants). Rather than the wall signs, the low, freestanding
tenant monument signs (see chart above) are planned along Dublin Boulevard. These low monument signs will
be more compatible with the residential development across Dublin Boulevard than wall signs. Additionally,
the low monument signs will enable a dense tree planting along the rear of the buildings on Dublin Boulevard
which would not have been possible if wall signs were planned.
In the Entertainment Village, the Guidelines provide a method to vary from the Standards for wall signs if a
unique sign design is proposed. Uniqueness criteria has been provided to give direction to the tenant on what
type of sign is encouraged (p.17, Exhibit 1). Since the Entertainment Village is intended to be an exciting,
pedestrian-oriented village environment, Staff and SGP A felt that signage creativity should be encouraged.
Based on the Standards and Uniqueness Criteria in the Guidelines, staff will review and approve building
permits for signs when they are proposed. This is type of approval is consistent with the City's Zoning
Ordinance.
Consistency with the General Plan, Eastern Dublin Specific Plan and Zoning Ordinance:
The proposed Master Sign Program Site Development Review application is consistent with the City of Dublin
.General Plan, the Eastern Dublin Specific Plan and General Plan Amendment and Zoning Ordinance.
Development of the proposed shopping center will implement goals of the Dublin General Plan and Eastern

Dublin Specific Plan. The process of Site Development Review" is consistent with the requirements of the
Zoning Ordinance and Eastern Dublin Specific Plan. Additionally, requirements of the Eastern Dublin Speci.
Plan for design review will be satisfied by this review of the design of the Project by the City Council.
Environmental Review:
This project is a component of a larger project ("the Santa Rita Commercial Center Project"), which also
includes a rezoning and a Development Agreement that the City previously approved on January 31, 1995. The
Santa Rita Commercial Center Project, in turn, was within the scope of the Eastern Dublin Specific Plan and
General Plan Amendment, for which a Program EIR was previously certified (SCH No. 91103064). A
Mitigated Negative Declaration (SCH 94113020) already has been approved for the Santa:Rita Commercial
Center Project which, together with the Program EIR, adequately describes this project for the ~urposes of
CEQA. Since the Mitigated Negative Declaration was adopted, the City has identified no changes in the Santa
Rita Commercial Center Project or in the circumstances under which the Santa Rita Commercial Center Project
is to be undertaken or any other new information which requires revisions to the Mitigated Negative Declaration
or to the Program EIR.
Conclusion:
The City Council's approval this evening would allow for a comprehensive Master Sign Program for Hacienda
Crossings. Approval of the Master Sign Program will work towards completing a new exciting entertainment
retail center for the City.

Staff recommends that the City Council conduct a public meeting, deliberate, and adopt the Resolution
approving the Master Sign Site Development Review for the Hacienda Crossings Entertainment Center.

1.0 Purpose
The purpose of the signage program is to ensure that the integrity of the signage for Hacienda
Crossings is presented with diversity and creativity while maintaining standards that achieve
consistency throughout the project.
These Guidelines are established for Tenants at Hacienda Crossings to provide a coordinated
graphic system that communicates information in a distinctive and aesthetically pleasing
manner. The visual consistency that the criteria creates minimizes confusion and promotes
an image of quality which unites all of the individual establishments within Hacienda Crossings.
The Guidelines establish minimum standards that are reasonable and equitable while providing
sufficient flexibility to accommodate the Tenant's need to be recognizable and marketable,
to reflect each retail chain Tenant's graphic prototypes, and to encourage tasteful innovation.
It is the responsibility of each Tenant to submit design drawings of the proposed signage to
the landlord and to the City of Dublin for approval prior to the installation of any signage.
The use of professional environmental graphic designers and professional signage companies
to determine design detailing and sign placement is highly encouraged. Deviations from these
Guidelines will only be considered if the overall purpose is to exceed the quality standards
set forth herein. The Guidelines and requirements for the submittal process is detailed in
Section 3.0, Signage Review, Approvals, Permits and Installation.

2.0 Definitions
Building Elevation
Vertical exterior wall surface of a building.
Entertainment Village
Area within the Hacienda Crossings project which contains
Retail and Restaurant use Tenants and is denoted as the
Entertainment Village on the Site Plan Exhibit A.
Fascia
Vertical wall surface of a canopy.
Freestanding Pad
A building within a building complex not attached to the Major
Retail Tenants and containing no more than two (2) uses.
Graphic Logo
The symbol image of a company; mayor may not include words
or letters.
Landlord
Owner/Developer of the buildings within the Hacienda
Crossings project.
Major Retail Tenant
Single use Retail Tenant in a building.
Monument Sign
Freestanding sign which contains signage identifying Tenants
within the Hacienda Crossings project.
Permanent Banner
Permanent Signage on light poles within the Hacienda Crossings
project.
Primary Business Frontage Building frontage associated with a main Tenant entrance.
Pylon Sign
Freestanding sign located along Freeway 1-580 which contains
signage identifying the Major Retail Tenants, Hotel Tenant, Gas
Station Tenant and Theater Tenant of the project.
Signage Area
The square footage of individually applied letters for Tenant
identification is defined as the area contained within the smallest
rectangles that will' enclose each grouping of letters and/or
Graphic Logo. The area of each side of two-sided signs shall be
added together in calculating the signage area of these signs.

3.0 Signage Review, A~provals, Permits and Installation
. All signage shall be reviewed for conformance with these Guidelines and overall design
quality. Approval or disapproval of signage submittals shall remain the right of the
landlord and the City of Dublin.
3.1 Landlord A~roval
. Tenants shall submit for approval one (I) reproducible copy and three (3) additional
copies of detailed signage drawings indicating the location, size, copy layout, materials,
colors, illumination and method of attachment. At least one (I) drawing of the signage
must be in color. Provide material and color samples if requested by the landlord. The
plans must include the building elevation, the location of signage on the building, a site
plan indicating the location of the Tenant within the project, and construction
specifications and details of the proposed signage.
. If the plans submitted to the Landlord are not acceptable or require revisions, they must
be resubmitted unless they are approved 'with conditions.'
. After plans are approved by the Landlord, one (I) set of the approved submittal shall be
retained by the Landlord, one (I) set of the approved submittal shall be returned to the
Tenant, and one (I) set of the approved submittal shall be submitted to the City of
Dublin by the Tenant.
3.2 City of Dublin A~roval
. Four (4) sets of plans, including the stamped and approved set from the landlord, are to
be submitted to the City of Dublin Building Department. All mounting details for signage
must be submitted to this department. All electrically illuminated signage shall require
an electrical permit.
3.3 Permits
. All permits for signage and their installation required by the City of Dublin shall be
obtained by the Tenant or its representative at Tenant's expense prior to installation.
3.4 Installation
.
All signage shall be constructed and installed at Tenant's expense.
Tenants shall be responsible for the installation and maintenance of their signage.

. The Tenant's Signage Contractor shall be licensed by the state of California, and shall
carry workman's compensation and public liability insurance against all damage suffered
or done to any and all persons and/or property while engaged in the construction or
erection of signage.
. Tenant's Signage Contractor shall repair any damage caused by his work. Damage to
structure that is not repaired by the Contractor shall become the Tenant's responsibility
to correct.
. Signage not installed and operable in accordance with previously approved plans shall be
corrected by the Tenant upon request of the landlord. If not corrected within 30 days,
signage may be corrected by the landlord at the Tenant's expense.

4.0 General Construction Specifications
. Signage must be constructed and installed to meet or exceed all applicable codes and
City requirements.
. Not withstanding the following signage Guidelines, Tenants may utilize standard
corporate Logos and/or prototypical signage Graphics, subject to the approval of the
landlord and the City of Dublin.
. All electrical signage shall bear the Underwriters laboratories (Ul) label of approval.
. All exterior signage shall be secured by concealed fasteners or, if exposed, fasteners of
stainless steel, nickel or cadmium plated. All raceways, transformers, electrode boxes,
switches, wiring, conduit and access hatches shall be concealed.
. Tenant's electrified signage shall be connected to the Tenant's house panel and controlled
by a time clock or energy management system. Signage shall be illuminated from dusk
to I :00 AM at a minimum.
. All penetrations of the building structure required for signage installation shall be neatly
sealed and water tight. Color and finish of attachments and sealants shall match adjacent
exterior finishes.
. Surfaces of all signage are intended to be flat without bulges, oil-canning or other
deformities. Any welded seams on signage faces should be finished smooth.

5.0 General Pro~ge Guidelines - All Tenants
5.1 Permanent Banners
General: Certain exterior light poles may be constructed to allow for the addition of
Permanent Banners. The inclusion of this feature will be at the discretion of the
Landlord. Permanent Banners shall be properly maintained. Torn, loose or
faded Permanent Banners shall be repaired or replaced within 30 days.
Quantity: The total number of Banners allowed within the project site shall not exceed
forty (40) Banners.
Location: Banners shall be located within ten (10) feet of a pedestrian walkway.
Size: Banners shall be a maximum of ten (10) feet high and a maximum of three (3)
feet wide. Banners shall have a maximum area of thirty (30) square feet. The
overall maximum allowable area for all Banners within the project shall be 1,200
square feet. See Exhibit P for additional information.
Content: Banners may display the name of the project, civic events, seasonal events,
Tenant names and/or Tenant Graphic Logos.
Materials: Banners shall be fabricated of silkscreened or painted fabric, painted metal, or
baked enamel metal.
5.2 Miscellaneous Tenant Identification Si~ge
General: In addition to other signage allowed, all Tenants shall be allowed to provide all
required address, entry, exit and disabled accessibility signage required by code
and local ordinances. A standard format shall be used for the Permanent
Identification Signage which indicates hours of operation, suite or street
address, and open/closed signage.
Quantity: The quantity of Miscellaneous Tenant Identification Signage shall be limited to
signage as required by code and local ordinances and as outlined above.
Location: Miscellaneous Tenant Identification Signage shall be affixed to a storefront
window or door. Location shall be as shown in Exhibit Q.
Size: Maximum height for Miscellaneous Tenant Identification Signage letters shall be
2" with the exception for open/closed signage and suite/address identification
which shall not exceed a 6" letter height.

Content: Miscellaneous Tenant Identification Signage may consist of required suite or
street address, open/closed signage, entry and exit signage, hours of operation
signage, credit card usage and disabled accessibility signage. All Tenants shall
affix suite or street address on at least one business storefront entry door.
Materials: Miscellaneous Tenant Identification Signage shall be applied to inside surface of
storefront glass using one of the following colors: gold. aluminum, silver,
copper leaf or white.
5.3 Prohibited Si~e
The following signage shall be prohibited within the project:
. Flashing, moving or scintillating light bulbs or effects.
. Window signage, other than Permanent Window Graphics permitted elsewhere in these
Guidelines.
. Signage employing luminous painted paper or cardboard signage.
. Stickers or decals hung around or behind storefront glazing.
. Vacuum formed plastic lettering.
. Signage employing exposed raceways, ballast boxes or transformers.
. Tenants shall not place any signage on the rear of their buildings, except for service,
receiving and exit door identification signage including receiving hours permitted, and
except as allowed elsewhere in these Guidelines. Letter height for these signs shall be
limited to 8" in height. Total signage area shall be limited to 8 square feet
. A~frame "sandwich" signs.
5.4 Conditions of Lease
Each Tenant is responsible for the design, fabrications, installation, maintenance and cost of
electricity for their own signage.
The Tenant or Landlord shall be responsible to provide the signage company responsible for
the fabrication and installation of the signage a designated circuit from the electrical panel to
the signage. Special circumstances and penetrations through walls and structures will be
addressed on a case by case basis.
Within 30 days of termination or conclusion of a lease, the Tenant is responsible for the
removal of their signage. The storefront wall or fascia shall be patched and painted and
returned to its original condition as it was prior to the installation of the Tenant's signage.

Signage Guidelines are categorized by type of signage and type of Tenant.
6.1 Pylon Si~ge Guidelines
General: Pylon Signage shall identify the name of the project, the City of Dublin and the
Major R.etail Tenants within the project.
Quantity: Two (2) Pylon Signs shall be allowed within the project.

6.3 Major Retail Tenants Sig!!~ge Guidelines
6.3.1 Wall / Fascia Signage
Quantity: Major Retail Tenants shall not be restricted as to the quantity of signs allowed
for each Tenant. Rather, the signage shall be limited by area and size as
indicated below.
Location: Wall/Fascia Signage shall be located in the zones designated in the attached
Building Elevation Exhibit H in these Guidelines. In no case may a sign extend
above the roof parapet. Signs are not allowed on or against any roof surfaces.
Wall/Fascia Signage shall also be allowed in other locations on the primary entry
building elevation, subject to approval by the Landlord and the City of Dublin.
Major Retail Tenants shall place signage only on the primary entry elevation,
with the exception of sides of the building which face a parking area or public
street, and where storefront display windows are incorporated into the building
elevation. On sides of buildings which meet this criteria, Wall/Fascia Signage will
be allowed, and such signage shall be included in the overall allowable area of
signage for the Tenant as outlined in Table I below. Maximum letter height shall
be one half ('12) the maximum letter height allowed in Table I below.
Group A: Tenants with rear elevations of their buildings facing Dublin Boulevard (north)
including Tenants MI. M2, M3, M4, M5 and M6, shall not be allowed signage on
the rear elevation of their buildings.

Tenant Sign may utilize the Tenant's typeface and/or Graphic Logo.

6.3.3 Undercanopy Blade Signage
Quantity: Each Major Retail Tenant shall install one (I) double-sided Undercanopy Blade

Location: Each Major Retail Tenant Undercanopy Blade Signage shall typically be mounted
to the underside of canopies or soffits perpendicular to the front building
elevation. See Exhibit J.
Size: Major Retail Tenant Undercanopy Blade Signage shall be a maximum of twelve
(12) square feet; a maximum height of 2'-0" and a maximum depth of 8".

6.4 Entertainment Village Tenant Signage Guidelines
General: The Entertainment Village consists of Retail and Restaurant Tenants within the
area outlined in the Site Plan Exhibit A. All Tenants within the Entertainment
Village are to have a coordinated signage program. The following guidelines will
apply to typical Wall/ Fascia Signage within the Entertainment village. Unique
signage which does not strictly adhere to these guidelines shall be encouraged
within the Entertainment Village area. Examples of unique Wall/ Fascia Signs
which do not meet the guidelines outlined below are indicated in Exhibit R.
The following criteria shall be utilized for assessing "unique signage":
A. The sign must be visually compatible with the building forms of the
Entertainment Village.
B. The sign must be visually compatible with other visible signage within the
Entertainment village in terms of size, shape, color, and lighting.
C. The sign must be unique visually--not simply larger.
D. The sign should reflect the special nature of the Tenant and/or the goods
and services they provide.
E. A three-dimensional rendering and/or 3-D mock-up of the sign may be
required prior to approval for any sign which projects more than 8" from
the face of the wall/fascia.
6.4.1 Wall / Fascia Signage
Quantity: One (I) Wall/Fascia Sign shall be allowed per each business frontage facing a
street, pedestrian plaza and/or parking lot, up to a maximum of three (3) such
signs.
Location: Wall/Fascia Signage shall be located in the zones as indicated on Exhibit K. The
zone is defined as the area contained within the width of the Tenant Frontage
and the height of the distance between a minimum of 12" above the canopy,
awning, or glass line of the building facade. and a minimum of 12" below the top
of parapet of the building facade, as indicated on Exhibit K. At corner tower
elements 24" minimum space to edges shall be maintained._Wall/Fascia Signage
may not extend above the parapet of the building and may not project from the
building face more than 8", unless approved by the Landlord and the City of
Dublin. Wall/Fascia Signage shall also be allowed in other locations on the
business frontage, subject to approval by the Landlord and the City of Dublin.
Size: Wall/ Fascia Signage on building frontage facing a street or parking area:
Wall / Fascia Signage area allowed for business frontage signage facing a
street or parking area shall be fifty (50) percent of the zone defined above,
or at least forty (40) square feet, except no sign shall exceed 100 square
feet. Maximum letter height of Wall / Fascia signage facing a street or
parking area shall be 3'-0". Refer to Exhibit K for additional information.

Size: The maximum square footage of image area shall be five (5) square feet per
window with a maximum height of IS". The aggregate square footage of
all Window Signage shall not exceed twenty (20) square feet for each
Tenant.
Content: Sign content shall be limited to the Tenant's name and/or Graphic Logo.
Materials: Graphics shall be one of the following colors: gold, aluminum. silver. copper
leaf or white. Window Signage shall not be illuminated. Other colors and
designs shall be allowed subject to approval by the Landlord and the City of
Dublin.
6.4.4 Tenant Awning Signage
General: Entertainment Village Tenants shall be allowed awnings and Tenant Awning
Signage. All Awning Signage shall be approved as outlined in Section 3.0 by the
Landlord.
Quantity: One (I) Tenant Awning Sign shall be allowed on each Tenant awning.
Location: Letters identifying the names of Entertainment Village Tenants may be located
on the front vertical edge of the awning. Tenant Graphics and/or Logo may be
located on the sloped surface of the awning. See Exhibit N for location.
Size: Maximum height for letters on the front vertical edge of the awning shall

business frontage facing a street, pedestrian walkway or parking lot, up to a
maximum of three (3). One (I) sign must be located on the primary business
frontage.
Location: Wall/Fascia Signage shall be located on exterior building wall or canopy fascia
elements. Wall/Fascia Signage shall be a minimum of 4'-0" above the adjacent
finish grade.
Size: The Wall/Fascia Signage area allowed for the primary business frontage
identification signage shall be one (I) square foot of signage area per linear
foot of business frontage or at least thirty (30) square feet, except that no
sign shall exceed I 00 square feet. Maximum letter height shall not exceed
4'-0".
The signage area allowed for the secondary business frontage identification
signage shall be one half (Y2) square foot of signage area per linear foot of
business frontage or at least fifteen (15) square feet, except that no sign
shall exceed fifty (50) square feet. Maximum letter height shall not exceed

General:

business frontage facing a street or parking lot, on each building within the Gas
Station Pad Site, up to a maximum of three (3) Wall/Fascia Signs per building.
A maximum of three (3) Wall/Fascia Signs displaying the Tenant name, and/or
the Graphic/Logo, shall be allowed on the gas pump canopy. Graphic/Logo
signs located on gasoline pumps shall be allowed and are not to exceed 8" in
height. These signs shall be excluded from the allowable sign area.
Location: Wall/Fascia Signage may be in any location on the building, a minimum of 4'-0"
above the adjacent finish grade.
Size: The maximum letter height for Wall/Fascia Signage shall be 2'-0". The
maximum overall height for Wall/Fascia Signage shall be 4'-0". The
combined wall signage area for each Gas Station Pad Tenant shall not
exceed 200 square feet. Individual letters and/or Graphic Wall/Fascia
Signage may not project from the building face more than 6".

6.6.3 Single Tenant Monument Signage
Quantity: Tenant shall be allowed two (2) freestanding Single Tenant Monument Signs for
the purpose of advertising gasoline prices and displaying the Tenant name
and/or Graphic Logo.
Location: See Exhibit A for location on site.
Size: See Exhibit E.I for maximum signage area and letter height of sign facing
Hacienda Drive. Maximum signage area for this monument sign is thirty
(30) square feet per sign face.
See Exhibit E.3 for sign within project. Maximum sign area for this
monument sign shall be twelve (12) square feet per sign face.
Content: Sign shall consist of Tenant name, gasoline prices and/or Graphic Logo only.
Materials: Monument Signage shall be fabricated as specified in Exhibit E.I.
6.7 Hotel Tenant Si~ge Guidelines
General: Hotel use Tenant H I shall be allowed building signage as outlined below.
6.7.1 Wall / Fascia Signage
Quantity: Hotel Tenant shall be allowed one .( I) Wall/Fascia Sign per elevation. except
that no Wall/Fascia Signage shall be allowed on the north elevation (facing
Dublin Boulevard).
Location: Wall/Fascia Signage shall be located on the building wall or fascia of canopy.
Signage shall be a minimum of 2'-0" from an adjacent surface or detail edge.
Size: Wall/Fascia Signage shall be limited to a maximum letter height of 4'-0".
Maximum total signage area for the Hotel shall be 400 square feet total.
See General Construction Specifications for measurement of signage area,
including Logos. The total signage area shall include all Wall/Fascia Signage.
Content: Signs shall consist of Tenant name and/or Graphic Logo only.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING P A 97-003, HACIENDA CROSSINGS MASTER SIGN PROGRAM
SITE DEVELOPMENT REVIEW
WHEREAS, Opus Southwest has requested approval of a Master Sign Program Site
Development Review for Hacienda Crossings; and
WHEREAS, the Master Sign Program for Regal Theater and the Pylon Signs was previously
approved on June 17, 1997; and .
WHEREAS, the Planned Development that was approved for this site requires that. the
application for Site Development Review be approved by the City Council at a public meeting; and
WHEREAS, the Site Development Review for the site is a component of the Santa Rita
Commercial Center Project. That project is within the scope of the Eastern Dublin Specific Plan and
General Plan Amendment, for which a Program EIR was certified (SCH 91103064). A Mitigated
.Negative Declaration (SCH 94113020) has been approved for the Santa Rita Commercial Center Project.
That Mitigated Negative Declaration together with the Program EIR adequately describes the total
project for the purposes of CEQA; and
WHEREAS, there have not been any identified changes in the Santa Rita Commercial Center
(now known as Hacienda Crossings) Project or in the circumstances under which the Santa Rita
Commercial Center Project is to be undertaken or any new information which requires revisions to the
Mitigated Negative Declaration or to the Program EIR; and
WHEREAS, the City Council held a public meeting on said application on December 2, 1997;
and
WHEREAS, proper notice of said public meeting and a ten day public review period was given
in all respects as required by law; and
WHEREAS, the staff report was submitted recommending the City Council approve the Site
Development Review application subject to Conditions of Approval prepared by Staff; and
WHEREAS, the City Council did hear and use their independent judgment and considered all
said reports, recommendations and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby find
that:
A.
The approval of this application (P A 97-003) is consistent with the intent/purpose of
Section 8-104 and 8.84.130 (Site Development Review and Master Sign Program) of the
Zoning Ordinance.
B. The approval of this application, as conditioned, complies with the policies of the General
Plan, with the Eastern Dublin Specific Plan and with Planned Development Regulations
forPA94-001. EXHIBIT 2

C. The approval of this application, as conditioned, is consistent with the design review
requirements in the Eastern Dublin Specific Plan and the City of Dublin Zoning
Ordinance and its provisions regarding Maste~ Sign Programs.
D.

The approval of this application, as conditioned, is in conformance with the Mitigation
Monitoring Program for the Santa Rita Commercial Center Project Mitigated Negative
Declaration.
E. The approval of this application, as conditioned, is in the best interests of the public
health, safety and general welfare as the development is consistent with all laws and
ordinances and implements the Eastern Dublin Specific Plan.
F. The Master Sign Program (MSP) for Hacienda Crossings contributes to.IDl effective and
attractive identification of the shopping center and its businesses by providing clear,
legible and succinct signage that will identify and direct automobile and ped~strian traffic
to the site.
G.
The design quality of the site, improved with this MSP, and the surrounding area will be
superior to the quality that would result under the regulations and standards of Section
8.84.110 "Regulations for Wall Signs and Projecting Signs"; and 8.84.120, "Freestanding
Sign General Regulations". All existing and proposed signage will conform to the
overall design and layout of the shopping center. All signage will correspond well with
the building elevations and have been designed to clearly identify the businesses within
the shopping center. The signs reflect the overall design theme of the site.

All of the existing and proposed signs have been designed to be compatible with the style
and character of the existing improvements on the site and they are well related to each
other.
1. All existing and proposed signage is visible, legible, does not cause glare or disrupt the
flow to pedestrian or vehicular traffic and conforms with the Design Criteria in Section
8.84.060, of the Zoning Ordinance.
J. The proposed MSP considered site layout, vehicular access, circulation, parking,
setbacks, height, walls, public safety and similar elements to ensure that the MSP design
assists in the provision of a desirable environment for the shopping center development.
K. Architectural considerations, including the character, scale and quality of the design, the
architectural relationship with the site and other buildings, building materials and colors,
screening of exterior appurtenances, exterior lighting, and similar elements have been
incorporated into the MSP, where appropriate, in order to insure the compatibility of the
wall signs and freestanding signs with the shopping center's design concept and the
character of adjacent buildings and uses.
BE IT FURTHER RESOLVED THAT THE Dublin City Council does hereby approves P A 97-
003, Master Sign Program Site Development Review for the Hacienda Crossings Commercial Center, as .
generally depicted by materials labeled Exhibit 1 of the Staff Report, as well as the color elevations,
stamped approved and on file with the Dublin Planning Department, subject to the following conditions:

1 All signage shall comply with the provisions established in this PL Ongoing
Master Sign Program approval. Modifications to the adopted Master
Sign Program and/or to the specific conditions stated, may be
considered by the Zoning Administrator upon application for a Sign
-- Site Development Review pursuant to Section 8.84.130 "Site
Development Review" Minor modifications to the Master Sign
Program, may apply for a Site Development Review Waiver under
the provisions of Section 8.104.100 of the Zoning Ordinance.
2 All signs not specifically provided for or prohibited in Exhibit 1 shall PL Ongoing
be governed by the provisions of the City's Zoning Ordinance.

shall be limited to the name of the Entertainment Center. The sign
may be a maximum of six feet high with a maximum sign area of 20

sign for consistency with any design approved for the intersection.
Deviations from these maximum dimensions shall be approved by the

4 All signs shown on Exhibit 1, shall be well-maintained in an PL Ongoing
attractive manner and in accordance with the approved plans.
5 The tenant's obligation to conform with the approved Master Sign PL Ongoing
Program shall be incorporated into the individual tenant lease
agreements as a binding requirement.
6 The Applicant shall comply with all applicable regulations and B BLDG
requirements of the Uniform Building Code and the State of
California, Title 24 provisions.
7 This approval shall be subject to Zoning Investigator review and PL Ongoing
- determination as to compliance with the conditions of approval. Any
violation of the terms or conditions ofthis permit may be subject to
the issuance of a citation.
