PROJECT DESCRIPTION:
Background
On January 18, 2005, the City Council approved a Stage 2 Planned Development Zoning and Site
Development Review for Dublin Transit Center Site B-2, Avalon Bay Communities, of which the
Campbell Green is a part. In approving the Site Development Review for the project, which includes 305
apartment units and a 1 acre open space area known as the Campbell Green (formerly Village Green), the
City Council excluded the design of the Campbell Green from the approval citing concerns with the layout
and functionality of the open space area. The City Council directed Staff to provide several alternative
designs of the Campbell Green at a future City Council meeting.
On June 21, 2005, Staff brought before the City Council 3 alternative designs for the Campbell Green. At
that meeting, the City Council provided Staff with direction on which design the City Council preferred
(Attachment 1). Staff returned to the City Council on February 21,2006, with a formal amendment to the
Site B-2 Site Development Review which included approval of a stainless steel play dome as the play

structure at the west end ofthe Campbell Green (Attachment 2). In approving the alternative design of the
Campbell Green, the City Council expressed a concern that the surface of the play dome (stainless steel)
would get too hot for children to play on when installed in direct sunlight and asked Staff to address this
concern with the Applicant, Avalon Bay Communities.
ANALYSIS:
Staff has worked with the Applicant to try and find a solution that would reduce the amount of heat
absorbed into the stainless steel play dome. A shadow study was undertaken by Staff in order to
determine to what degree the play dome would be exposed to direct sunlight. The study revealed that the
play dome would be in direct sunlight for most of the year. Staff then discussed with the Applicant the
possibility of planting additional trees around the play dome in order to provide adequate shaded for the
play dome; this alternative was not feasible due to existing easements for underground utilities in the area.
Another alternative considered was the application of a powder coated finish to the surface of the play
dome. Powder coating is the application of dry paint to a surface; it produces a coating which is relatively
hard, abrasion resistant and tough. Although not designed to be heat reflective, the properties of a powder
coated finish naturally reflect some light and therefore would reduce the amount of heat absorbed into the
play dome. Despite the positive attributes of powder coating, it was determined not to be a practical
solution for the following reasons:
1. The purpose for choosing the stainless steel play dome was that the material, stainless steel,
presents a sculptural element to the structure while at the same time providing an apparatus on
which children can play. Powder coating the stainless steel surface looses the sculptural element
effect of the play structure.
2. Stainless steel is an expensive material that is best presented in its natural state (not powder coated
or painted).
3. The powder coating would not be as durable in an after market application and would be subject to
wear and tear making it unattractive in 3-5 years.
4. To address the wear and tear on a powder coated finish, the Applicant would be subject to on-
going maintenance of the play structure at additional cost over the life of the structure.
Since the originally approved stainless steel play dome is not appropriate for the location proposed, Staff
worked with the Applicant to find alternative play structures which would provide both a sculptural
element and an opportunity for play activities. Two alternative play structures, a concrete sculpture of a
tortoise and a concrete sphere which replicates a glacial stone are being presented to the City Council for
consideration (Attachment 3).
In reviewing the alternative play structures, Staff evaluated the tortoise and the sphere based upon the
sculptural design as well as the play function. Both alternatives are comparable to the stainless steel play
dome in form and function and both provide a play structure that has a sculptural element. Rather than
recommending one structure over the other, Staff is asking for the City Council's input on which play
structure is preferred for the Campbell Green.
RECOMMENDATION:
Staff recommends that the City Council: 1) Receive Staff Presentation; and 2) Provide Staffwith direction
on which play structure the City Council prefers for Campbell Green and direct Staff to process a Site
Development Review Waiver as appropriate.
