FINANCIAL STATEMENT: Estimated cost to City $5,000 DESCRIPTION: At the September 2,2006 meeting of the Dublin City Council, Tim Sbranti, along with Kendall Cooper and Dublin Unified School Superintendent Stephen Hanke, representing the Dublin Pride - Integrity in Action Committee, made a brief presentation to the Council regarding the program developed by the Committee (Attachment 1). The Dublin Pride - Integrity in Action program was designed to promote established character traits on a citywide basis, and was launched in the Dublin Unified School District in September. Although it is being launched in the Dublin public schools, this is envisioned as a community-wide program. The make up of the Dublin Pride - Integrity in Action Committee consists of Mayor Lockhart, Councilmember Hildenbrand, various representatives from the Dublin Unified School District, local service organizations, community members, the business community, and the faith community. Parks and Community Services Commission Chair Sue Flores is also represented on the Committee. Over the next several months, the Dublin Pride - Integrity in Action Committee will be approaching governmental agencies, private schools, local service organizations, community members, the Chamber of Commerce, and the faith community to determine ways that would facilitate active participation in the program. ------------------------------------------------------------------------------------------------------------- COpy TO: Dr. Stephen Hanke, DUSD Superintendent Page 1 of3 ITEM NO. 7. 3 G:\COUNCIL\Agenda Statements\2007\3-6 Integrity In Action.doc C- The Council agreed that the City should promote this program in some manner and referred the item to the Parks and Community Services Commission for study and recommendation as to how the City could become involved in the program. The Parks and Community Services Commission considered the Dublin Pride - Integrity in Action program at two meetings of the Commission; on November 21,2006 and February 21,2007. As a result, the Commission recommends City support of the program in the following ways. 1) Street Banners - Fabricate and install banners on selected City Street Banner Poles incorporating Integrity in Action Logo Discussion: The City's banner program incorporates a variety of banners which are rotated throughout the year. With the exception of the banners celebrating the City's 25th anniversary which will be hung for an entire year, banners are typically hung for one to two months. The Integrity in Action banners could be included in the rotation of banners at an estimated cost of $3,000. 2) Facility Banners - Fabricate and install banners in City facilities; banners could incorporate the Integrity in Action Logo and/or the monthly character traits. Discussion: Banners advertising the Integrity in Action program have been hung in all of the Dublin Schools as well as the District Offices. To show City support of the program, banners could be hung in each of the following City facilities. Senior Center, Swim Center, Stager Community Gym, Heritage Center, future Shannon Center, Library and Civic Center at an estimated cost of $1 ,200. 3) Integrate the theme into City events and programs Discussion: Parks and Community Services Department Staff have identified the following ways that the Integrity in Action Program could be incorporated into Department programs: · Senior Center - the "Positive Character Traits" could be promoted in the following ways: 1) post traits in each room; 2) ask patrons to promote traits through "random acts of kindness"; 3) develop comment cards where patrons could be recognized for showing extraordinary character. · Heritage Center - incorporate the "Positive Character Traits" through proposed monthly workshops; highlight traits at concerts as applicable. · Youth Programs - incorporate the "Positive Character Traits" in afterschool and summer recreation programs; provide "Soul Shop" training to Recreation Leaders (estimated cost of $800). · Youth Sports - create special sportsmanship or integrity awards for youth sports leagues (t-ball and basketball) as well as Green Gators Swim Team. 4) Incorporate the theme into City publications Discussion: Where space allows, the "Positive Character Traits" could be highlighted in The Guide and the class write-ups could be modified to identify these traits. The program could also be promoted through the Senior Center newsletter. In addition to Parks and Community Services programs, the Integrity in Action program is also being incorporated in other City programs as follows: 1) Citizen of the Year and Young Citizen of the Year - Nomination should describe the achievement, contribution and impact made to the community by the nominee and clearly reflect one or more of the 10 Dublin Pride - Integrity in Action Program Characteristics. 2) Dublin Pride Week - The April character trait of "do your best" has been incorporated into the logo of the t-shirt given to Dublin Pride Week volunteers. Page 2 of3 The total estimated cost to incorporate the Dublin Pride - Integrity in Action program in City programs as discussed above is $5,000. Funds have not been budgeted in Fiscal Year 2006-2007. If the Council would like to proceed with the purchase of street banners, facility banners and staff training in this fiscal year, a budget change is necessary (Attachment 2). The alternative would be to direct Staff to budget for these items in the Fiscal Year 2007-2008 Budget. RECOMMENDATION: and take the following action: Staff recommends that the City Council receive the report from Staff 1) Provide Staff with direction on implementation of the Dublin Pride - Integrity in Action program; 2) Adopt budget change or direct Staff to include funds in the Fiscal Year 2007-2008 for the program. The th'eme for the new Dublin Pride character-based awareness campaign is "Integrity in Action~'. The campaign identity will be built around the letter "i". I is for integrity. I is for who I am. I is also at the center of the word "Pride". In a play on words, the "action" comes from motivating each individual to take it upon themselves to make a difference by embodying the word integrity. The "i" in the proposed logo creates a character that represents an individual shining with pride - an example of who we all can be. The "halo" of 'Ts" shining around the head of the character represents a consciousness of the individuals in the community that will benefit from the awareness of one individual. Visually, it becomes a recognizable icon symbolic of the campaign. it can be used as part of the word "Integrity" as well as a stand-alone graphic element. The design will carry. through and will give the entire campaign an identity with instant recognition. Laminated signs will be made every month for every classroom with the featured character trait of the month. Teachers would then make sure to direct students' attention to the trait of the month and give age-~ppropriate examples for the students on how their actions in the c1assl'Oom can help them emulate the desired trait. '~'..'.}:1 The goal is that at every school's monthly staff meeting, the principal will r~view the upcoming trait, of the month and that there can be brief discussion on how that trait can best be promoted by . individual teachers and on a school-wide basis. 1.1, (ornfnunity Avvareness - j;;.., .~' .../v \\ To gain visibility in the community, it will be important to create an awareness of the Dublin Pride - Integrity in Action theme. Banners, signage and other items in front of every school in the district, the Dublin Public Library, the Dublin Senior Center and Emerald Glen Park will help raise community awareness and be a foundation for future city-wide campaigns. C:;i;;n:jf The Chamber of Commerce will also be likely to engage the business community once the visibility has been increased from the city and the school district. Local service organizations will do the same, but the district and the city need to take the lead. .d,." 'It'.,f e!
