A fiscal study of the project's impacts was .conducted as part of the
Environmental Impsact Report. The report ,concludes the project as
proposed., and with the mitigations recommended in theBlR, would
result in a revenue surplus for the City. However, if changes are
made to the project which require the fiscal impacts be re-evaluated,
the fiscal study may need to be,Updated. A condition of approval has
been attached to the Planned ~pment Prezoning resolution to
require updates .to studies where the City detennines it necessary.

The project was considered by the City Council at the July 9, 1996 meeting, and after holding a public hearing,
the Council adopted Resolutions: 1) certifYing the project EIR; 2) making findings, stating overriding
considerations, and adopting a mitigation monitoring program; 3) adopting a General Plan Amendment; 4)
adopting provisions and conditions of the Planned Development PreZoning; and 5) authori7jng initiation of an
application for Annexation.

The proposed Planned Development Ordinance would assign a ccPD Overlay Zone" designation to the
project site and add the site to the City's Zoning Map (see Exhibit A). The PD zoning designation will ""
allow the flexibility to implement development as described in the Land Use and Development Plan, which
was conditionally adopted at the last Council meeting. The Planned Development includes Residential.,
Commercial, Public, Semi-Public, and Open Space land use designations for the 50O.:t acre project area.
Four distinct types of residential neighborhoods are proposed for the Schaefer Ranch project site, ranging
from attached duet units on 4,500 square foot lots, to custom estate residences on lots ranging from 2 to
40acres
This land use diagram, and the Resolution establishing the findings, conditions and provisions of the PD
Prezoning, are contained in the Staff Report from the July 9, 1996 City Council Meeting (packground
Exhibit 3)~ which is available at the Planning Department.
In general, the land uses and provisions proposed for the Schaefer Ranch project site are appropriate for
the area, with the conditions established under the Resolution approving the PD Prezoning and Land Use
and Development Plan. The proposed'land uses and densities are consistent with the Dublin General Plan
as amended, and with the land uses analyzed in the Schaefer Ranch Fmal E1R.
Staffrecommends that the City Council: waive the second reading and adopt the Ordinance amending the
Zoning Ordinance to allow a PD Prezone (Exhibit A).

AMENDING THE ZONING ORDINANCE
TO PERMIT THE PREZONING OF REAL PROPERTY LOCATED ON THE NORTH SIDE OF
THE 1-580 FREEWAY, AT SCHAEFER RANCH ROAD, IN ALAMEDA COUNTY, ADJACENT
TO DUBLIN'S WESTERN CITY LIMITS

The City Council of the City of Dublin does hereby ordain as follows:
Section 1
Chapter 2 of Title 8 of the Dublin Ordinance Code is hereby amended in the following manner:
On the 500.28-acre property generally known as the "Schaefer Ranch" project site, located
along the the north side of the 1-580 freeway, at Schaefer Ranch Road, in Alameda County,
adjacent to Dublin's Western City limits, more specifically described as the following Assessor's
Parcel Numbers: ,85A-1000-001-14, 85A-1000-001-16, 85A-1000-001-17, 941-0018-002-02,
941_0018-002-03,941-0018-005-00, 941-0018-006-00, 85A-1000-001-18, 85A-1000-001-09,
85A-1 000-001-11, 85A-1000-002-04; approximately 500 acres are hereby prezoned to a
Planned Development District Overlay Zone, with land use districts as generally shown on the
Land Use and Development Plan and as further defined in the Planned Development General
Provisions, adopted for the site with approval of PA 94-028 Schaefer Ranch Project Prezoning,

This ordinance shall take effect and be enforced thirty (30) days from and after its passage.
Before the expiration of fifteen (15) days after its passage, it shall be published once, with the
names of the Councilmembers voting for and against same, in a local newspaper published in
Alameda County and available in the City of Dublin.
