CITY COUNCIL MEETING DATE: July 23, 1996
SUBJECT:
Amendment to City Council Rules related to the meeting date of
City Council meetings. Report prepared by: Administrative
Services Department Staff
EXIllBITS ATTACHED: L Resolution Replacing Rules for the Conduct of the Meetings of
the City Council

RECOMMENDATION:~~ Adopt resolution to change the City Council meeting date.
FINANCIAL STATEMENT:
There is no financial impact associated with this item.
DESCRIPTION: During the Annual Goals and Objectives meeting held on February
21, 1996, the City Council requested that staff review options related to televising City Council meetings
on Tri-Valley Community Television (CTV). Staff is currently developing costs and benefits associated
with these options and will report to the City Council on August 13, 1996. It is anticipated that depending
upon the televising option selected by the City Council, the actual televising of Council meetings would
"'~. begin either on the first meeting in September or October.
Tri-Valley CommUnity Television (CTV) currently serves the cities of Livermore, Pleasanton and
Livermore. In reviewing the options related to televising Dublin City Council meetings, it appears that a
conflict in meetings dates exists with one of the other cities. Currently, the City of San Ramon conducts
City Council meetings on th~ same evenings as the Dublin City Council: the second and fourth Tuesdays
of each month. Due to the commitment to the City of San Ramon, CTV would be unable to tape Dublin
City Council meetings on these evenings.
In order for the City of Dublin to televise its City Council meetings, the City must change the evening on
which the Council currently meets. It is recommended that the City Council consider changing its
meeting date to the first and third Tuesdays of each month. This would necessitate exchanging meetings
dates with the City's Planning Commission, which currently meets on the first and third Tuesdays of the
month. Staff has evaluated the impact to the Planning Commission. Further, staff has reviewed the
committee obligations of each City Councilmember (see attached City Council Committee Listing). It
appears that the proposed change to the City Council meeting schedule would not cause a conflict with
existing obligations.
In order to prepare for the televising of City Council meetings, staff recommends that the City Council
adopt the attached resolution authorizing a change in the City Council meeting schedule from the current
second and fourth Tuesdays to the first and third Tuesdays of each month. In order to provide adequate

notice to the Planning Commission and other affected parties, it is recommended that this change beyome
effective on or about September 3, 1996. If the City Council changes the Council meeting date to the first
and third Tuesdays, staff would also recommend that the Council cancel the August 27, 1996 meeting;
otherwise, staff would have only two days to prepare the Council agenda for the September 3, 1996
meeting. .. .
