FINANCIAL STATEMENT: Sufficient funds for the disposal of regulated waste including e- waste has been included in the Operating Budget. Estimated cost is approximately $200. DESCRIPTION: The City generates electronic waste as a result of its annual computer replacement schedule. The City practice is to keep most desk-top computers in service at least three years following the year that they are installed. Sometimes a longer retention period has occurred. Environmental laws require that the City safely dispose of this equipment. Chapter 2.36 of the Municipal Code allows the Purchasing Agent to dispose of worn and obsolete equipment. In the past Staff has typically presented an item on the City Council agenda prior to disposal. The City Staff have evaluated the equipment for its suitability both in City facilities as well as for possible donation to other entities. Due to the age of the equipment as well as software licensing agreements it was determined that donation of this equipment is not suitable. Although the City clears all hard drives before declaring a system surplus, current best practices recommend as a security precaution, that a professional recycler providing a certification of destruction for hard drives. AERC certifies that the hard drives are recycled with a metal recycler and not used as a computer component. In the case of hard drives with sensitive data the drive will be shredded at an additional cost of $6. Public Works currently uses AERC for recycling of batteries and fluorescent tubes, which is material that must also be disposed of in a controlled manner. The AERC collection will be scheduled to include both Public Works' and Information Systems' materials, which is an efficient use of their services and results in only a single pick-up charge. Under State law, authorized recyclers are compensated by the State for environmentally-friendly recycling services. These recyclers must process electronic waste, conforming to State environmental regulations. AERC is a State certified recycler located in Hayward. AERC will accept all of the City's electronic waste, including computers, monitors, printers, batteries, and compact disks. AERC will provide the City with a certificate of destruction ensuring that the electronic waste was recycled per environmental standards and that computer hard drives and software compact disks are not reused.
