Advance of Community Development Block Grant Funds for Mape
Memorial Park Renovation. Report by: Diane Lowart, Parks &

DESCRIPTION: At the November 4, 1996 meeting of the Dublin City Council, the
Council awarded the contract for the Map~ Memorial Park Renovation to Valley Crest Landscape, Inc.
As the contract amount exceeded the available budget, the Council directed Staff to pursue the availability
of additional Community Development Block Grant funds for the project.

::;.'In order to request an advance, the City needs to identify additional items that would qualify for funding
. under the Community Development Block Grant Program and submit a written request to Alameda
County Housing and Community Development.
The Mape Memorial Park Renovation project qualifies for Community Development Block Grant funding
under the section dealing with removal of architectural barriers. Staff has detennined that there are two
main areas of the park renovation project that deal with removal of architectural barriers: 1) the
replacement of the existing play area with a handicapped accessible play area; and 2) the replacement of
the existing picnic area with a handicapped accessible picnic area Below is a summary of the eligible
costs related to these items:
1. Handicap accessible surfacing in playlot area $ 8,341.00
2. Handicap accessible ramps into playlot areas $ 87?00
3. Handicap accessible drinking fountain $ 1,000.00
4. Handicap accessible picnic tables (1 total) $ 1 ,526.00
5. Handicap accessible paved access to and between picnic area near creek (loop pathway) $ 8,961.00
6. Handicap accessible surfacing in picnic areas to existing turf between table pads $ 3,309.00
7. Handicap accessible play equipment $37.470.00
TOTAL $61,482.00

Although the restroom buildi~as been designed to accommodate .dicapped persons, it does not
qualify for Community Devel~nt Block Grant funds because it do~t entail the removal of existing
material and architectural barriers which restrict the mobility and accessibility of elderly or handicapped
persons. In other words, if Mape Memorial Park had an existing restroom facility that was not accessible
to elderly or handicapped persons, Community Oevelopment Block Grant funds could be used towards
renovating the existing facility, or constructing a new restroom facility with elderly or handicapped
accessibility .
The City will be receiving approximately $70,000 of Community Development Block Grant funds for
jurisdiction improvement projects for the next Fiscal Year 1997-1998 (the actual fund amount will not be
known until Spring of 1997). The advance of $9,732 will leave approximately $60,268 for funding other
eligible City, or outside agency projects.
It is recommended that the Council direct Staff to request an advance of Fiscal Year 1997-98 Community
Development Block Grant funds in the amount of $9,732 for the Mape Memorial Park Renovation
project.
