Confirm appointments recommended by Mayor Houston (Steve Lockhart and Don Johnson) or provide appropriate direction to StafT. FINANCIAL STATEMENT: None DESCRIPTION: As a result of advertisements placed in local newspapers, 7 people applied for 2 openings on the City's Planning Commission by the December 22, 1994, deadline. On January 9, 1995, Mayor Houston requested that the City Council confirm the appointment of Steve Lockhart and Don Johnson to the Planning Commission. At that meeting, by a majority vote, the Council directed that the appointments be continued to this meeting in order that the Council could have an opportunity to review the applications submitted by all interested individuals. To assist"in Dublin's future growth and make it a city where business and residents vant to work and live to improve the city's image. 2. What is your knowledge of and experience in planning and Zoning? In my early education, I studied the building arts and architectural drawing. I bave working knowledge of construction. 3. How do you feel about Dublin's future growth? Future growth is essential for our city to give quality services to its residents. Revenue must continue to grow. 4. What should the city's position be regarding growth? The City should have well planned, controlled commercial, retail and residential growth. 5. What type(s) of housing do we need? Dublin needs a full range of housing - low to high income, a artments, condominiums and individual homes. ~.' ; ~ 6. What do you think are the major regarding future planning? Most DUblin residents are concerned e concerns of Dublin residents about the congestion caused by growth (traffic) and added cost of utilities (water, sewer, etc.). 7. What, if anything, should be done to enhance Dublin's business districts? We must make sure current owners maintain the appearance of their building. The City must keep its streets, sidewalks and Right-of-ways presentable. 8. What, if anything, should the city council demand of developers in future developments? Future development must pay for all improvements. i.e. streets, sewer, water utilities etc. None of the growth cost should be passed on to current residents. 9. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I have no problem in making unpopular decisions. In my past business experience, I have had to make difficult decisions. 10. What is the most important contribution you can make as a member of the Planning commission? An understanding of business, the ability to negotiate, analyze and apply common sense which will assist in the planning process. What should the city's position be regarding growth? The city should support and pursue reasonable growth to ensure continued prosperty in its sphere of influence. 5. What, if anything, should the city council demand of developers in future developments? Developers must pay their own way- the finacial burden cannot fall on the existing residents. 9. HoW do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? Having been involved in business managment for 28 years, r've had to make decisions that were unpopular to some but were best overall. As long as the issue is researched and everyones concerns conciderd~ .the decision will'with -stand the test of time. 10. What is the most important contribution you can make as a member of the planning commission? A business-like approach to planning the future'of our city. My background has been in long range forecasting and goal setting. I have a sincere desire in seeing our city develope in a sound and organized manner. Why are you interested in being on the Planning commission? Serving on Dublin's Planning Commission would allow me to take an active role in planning Dublin's future and maintaining its high standard of living and quality of life. 2. What is your knowledge of and experience in Planning and Zoning? I have spent the last 12 years in the real estate industry and have a comprehensive understanding of real estate law including all aspects of the Subdivision Map Act and CEQA. During my career, I have had to conform to municipal codes and zoning ordinances and have worked extensively with the planning staffs from a variety of cities and counties. 3. How do you feel about Dublin's future growth? Dublin is constrained from growing to the north and south. Because of the sensitive environmental constraints to the west and the topography of the eastern boundary, the most logical direction for growth is to the east. I strongly feel that future growth should be well planned and managed to the degree that we have the infrastructure and services to support it. 4. What should the City'S position be regarding growth? Growth is a regional issue with regional ramifications. I believe that it is imperative for Dublin to work closely with all of the cities within the Tri-Valley. Growth is inevitable and cannot be shut off. If not planned appropriately, rapid growth will cause too large of a strain on existing services and infrastructure. 5. What type(s) of housing do we need? All cities are required by the State to provide a housing element for their General Plan that incorporates a broad range of housing. I personally feel that for a healthy economy and business base that there must be a balanced mix of all housing types. 6. What do you think are the major concerns of Dublin residents regarding future planning? Residents of Dublin are generally in favor of growth and most have benefitted from it. Their desire is to see well planned developments and responsible decisions from city officials. people do not want to see their streets and schools overcrowded or the quality of police and fire protection dissipate. .. . e 7. what, if anything, should be done to enhance Dublin's business districts? Businesses provide jobs for residents, income for local government and opportunities for everyone. Businesses need to be free of over regulation and tight governmental restrictions. Providing businesses with the ability to grow and expand is imperative for Dublin's future. B.' What I if anything, should the City Council demand of developers in~uture developments? The City Council should require that developers mitigate their share of the impacts created by proposed projects. However, developers and new development should not be viewed as the cure all for solving the City's existing problems. New home buyers and new businesses should be encouraged and not burdened or penalized with exdessiye permits and fees designed to solve problems that are not .sol~ly created by new growth. 9. ,How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? ,",l, '. ,I..consider myself to be open-minded and will weigh all aspects of a decision before reaching a conclusion. If a consensus of opinion exists and the conclusion is rational, I will support it. Being the Director of Land Acquisition and Forward Planning for a national home builder, I have a strong background in and extensive knowledge of planning and zoning issues. WHY ARE YOU INTERESTED IN BEING ON THE PLANNING COMMISSION? My interest in becoming involved with the City of Dublin Planning Commission stems from a desire to contribute to the community which I have been a resident of for the last 15 years. I have very strong qualifications for this position and would like to contribute to the community with my skills in this area. 2. WHAT IS YOUR KNOWLEDGE OF AND EXPERIENCE IN PLANNING AND ZONING? My knowledge and skills in this area have been developed as a result of my professional endeavors as the development and projects manager for a major bay area developer for the last 12 years. My professional life evolves around working on a daily basis with community development agencies throughout the bay area. I am vastly knowledgeable in the area of community planning and development and have worked with virtually ever city in the bay area. 3. HOW DO YOU FEEL ABOUT DUBLIN'S FUTURE GROWTH? My sentiments on the future growth of Dublin are, from a professional standpoint, that Dublin faces a challenge of being the ground area between two tug of war teams desperately struggling to pull the other over the line. My parable relates to the fact that geographically Dublin is the crossroads between two rapidly developing areas with an abundance of real estate and opportunity, while Dublin, short of annexation, is confined by geography and lack of real estate development opportunity. Dublin, by virtue of geography, must keep up with the development and maintenance of infrastructure required to be the sometimes unwilling crossroads and yet share the smallest portions of economic benefit from the relationship with surrounding communities. Annexation and expansion with an eye on public infrastructure benefit are critical to successful growth. 4. WHAT SHOULD THE CITY'S POSITION BE REGARDING GROWTH? Dublin's position on future growth must be the same as any well planned ,well managed community. This means that growth as defined in the general plan and growth that provides benefit to the community and its needs is important. I don't want . e to sound altruistic with my answer to this question but rather stress that this is precisely the type of clear cut, purposeful, direction the city must pursue to assure that Dublin survives the potential disasters befalling other communities with less clear cut goals. Dublin must put a clear emphasis on rehabilitation of it retail tax base and couple annexation and expansion with benefit directed to support of the "crossroad public infrastructure" it must provide by virtue of geography. 5. WHAT TYPE (S) OF HOUSING DO WE NEED? The types of housing needed in Dublin fall into two basic categories. Community economics-dictate that some must fall into the median level economic spectrum while a higher end type of housing will also form a portion. There are two basic development opportunities available from a real estate perspective in Dublin. The first type would be elevated density which can provide housing opportunity for the median income level needs and, by virtue of density and private improvements, provide higher fee structure benefit for the physical area consumed and impact created. This type of development is typical in situations where small infill limitations occur such as the Village Parkway area. The second type would be a lower density, higher end housing offering an opportunity for move up and across residents which would allow "food chain" mechanics to occur in the community and provide stable effective improvement. The emphasis in this development situation would be on public infrastructure considerations coupled with services and areas of community beneficial use. This type of development would require an aggressive annexation and capitalization effort. 6. WHAT DO YOU THINK ARE THE MAJOR CONCERNS OF DUBLIN RESIDENTS REGARDING FUTURE PLANNING? I believe the concerns of Dublin residents towards future planning are in the areas of school impact, public safety, and the intrusion of surrounding communities on the already highly impacted public infrastructure. The average Dublin resident is inter- community minded and would probably approach expansion and development with a cautious optimism at best. 7. WHAT, IF ANYTHING, SHOULD BE DONE TO ENHANCE DUBLIN'S BUSINESS DISTRICTS? The revitalization that is presently occurring is critical to the survival of the retail and services portion of Dublin as a community. In addition to the economic mechanics, which provide an important tax base, it is essential that retail and service businesses on a community basis survive and remain healthy. The spirit, identity and "community health" are closely related to the viability and vitality of a communities retail and service businesses. 8. WHAT, IF ANYTHING, SHOULD THE CITY COUNCIL DEMAND OF DEVELOPERS IN FUTURE DEVELOPMENTS? --. e Lets get something straight, and that is the misconception that developers pay for anything required by City Councils. The only one that pays is the consumer. The question should be, what should the City Council demand from developments. The answer to this question is satisfaction and mitigation of impacts that occur, as defined within a reasonable relationship, as a result of the development. That further, the development conform to the general plan and provide benefit to the community on the large part. . 9. HOW DO YOU FEEL ABOUT MAKING A DECISION FOR THE OVERALL GOOD OF THE COMMUNITY, BUT UNPOPULAR WITH SOME NEIGHBORS? My answer to this is quite simple. There is only one possible decision that anyone can make when is public service, the decision that benefits the majority of the people you are trying to serve. 10. WHAT IS THE MOST IMPORTANT CONTRIBUTION YOU CAN MAKE AS A MEMBER OF THE PLANNING COMMISSION? I would bring to the Planning Commission 20 years of experience and training in community development. I have worked hand in hand with most of the cities and agencies in the bay area. I have seen good planning and I have seen bad. I am acutely aware of what constitutes a reasonable relationship and what doesn't in terms of impact. I am intimately acquainted and vastly experienced in the mechanics of development. I was a resident of Dublin before is was incorporated. I am interconnected with the community. I want to give of my skills in what I see as an important transitional period iiJthe communities history and success. Why are you interested in being on the Planning Commission? I desire to be involved in the decision making process of this community where I both live and work. My current law practice finally a10ws me this time and opportunity to become involve where business constraints in the past have precluded this participation in community development in the past. 2. I have in the past represented clients in matters relating to land use, development and zoning and I have gained an abiding respect for the rights of jurisdictions to properly regulate development and growth of their communities that is in the public interest. 3. How do you feel about Dublin's future growth? .We should be careful to evaluate growth and development of this area and the tri-val1ey by focusing the potential impact of such growth on our resources and impose appropriate mitigation meansures on the growth so that it is not done "at any cost." Growth that is managed and in keeping with regional coordination with the Tri-Valley. 4. What should the city's position be regarding growth? Growth that is in the best interests of this community should be welcomed. We should place reliance on our long range objectives specified in our General Plan and adopt such projects that are in keeping with said General Plan and the Town's ultimate objectives as a community. 5. What type(s) of housing do we need? We should strive to supply sufficient housing for every level of employmen opportunity present in our community or desired to be available in our community. The potential adverse impact on our residents and businesses relating to traffic problems that has resulted and will continue to result from new projects in our community, in particular, the development of BART in this area and t~e build~p of the OSC Shopping Area on Dublin Blvd. 7. What, ~f anyth~ng, should be done to enhance Dubl~n's business districts? Continued insistence on upgrading both signing and landscaping standards appropriate for the individual sites. Also, additional study should be stepped up for the traffic and parking problems in the immediate areas of freeway entrances and exists as they flow into the business areas on Dublin Blvd. 8. What, if anything, should the city council demand of developers in future developments? The project should be in the best interests of the community, and, once approved, council should insist on a quality of development that is recognized as such in the finished project. 9. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? Quite satisfied with the decision as long as the opportunity was there to explain to those affronted by the decision the basis of the decision and the necessity of making the decision that meets the larger needs of the community. 10. What is the most important contribution you can make as a member of the Planning commission? I am a long time resident that has raised my Son and placed him through this community's school system.
