PROJECT DESCRIPTION:
Background
During the January 2004 Strategic Planning Workshop, the City Council developed Mission, Vision, and
Value Statements for the City of Dublin and adopted a Ten year Strategic Plan with six primary strategies.
The City has used these strategies to develop the Goals and Objectives for each fiscal year.
During the Planning Commission Goals and Objective meeting on January 10,2006, the Commission had
expressed concern over the look of Dublin Boulevard, which is the only street that passes through the
entire City. The Planning Commission wished to have more input on how Dublin Boulevard will be
developed in future. The Commission expressed that the look and feel of Dublin Boulevard was an issue
that warranted further examination and discussion among the Commissioners. Therefore, at the end of the
meeting, the Planning Commission voted to include a Study Session on Dublin Boulevard in the
Community Development Planning Goals & Objectives.
The Fiscal Year 2006-2007 City Council Goals and Objectives include, as a high priority goal, a Study
Session with the Planning Commission to discuss how Dublin Boulevard will look and feel from Schaefer
Road to Fallon Road.
Study Session
At the April 24, 2006 Planning Commission Study Session, Staff will provide a presentation with visual
aids including a Dublin Boulevard Map and Photos exhibit along with a PowerPoint presentation
including photos of existing and approved development along Dublin Boulevard. The presentation will
identifY the 7 distinct areas along Dublin Boulevard, including their characteristics, opportunities and
challenges in light of the various completed and ongoing Planning efforts.

The presentation will include the following areas along Dublin Boulevard:
a) The Historic District which is addressed by the Historic Specific Plan and the recently adopted
Historic Park Master Plan.
b) The New Dublin Downtown Area, which now encompasses the former West Dublin BART
Specific Plan area, the Dublin Downtown Specific Plan, the Village Parkway Specific Plan, the
San Ramon Road Specific Plan and the Downtown Core area. The new downtown area will be
addressed in the Dublin Downtown Specific Plan for which Planning efforts will soon commence.
c) The area along Dublin Boulevard between 1-680 and Dougherty Road constituting commercial
properties developed around the 1970's.
d) The Scarlet Court Industrial Area for which Phase I of the Scarlett Court Specific Plan (Design
Guidelines) has been prepared.
e) The Dublin Transit Center area which is tailored around the BART station constituting
residential and mixed use projects. Camp Parks, just north of the Dublin Transit Center area, is a
large site with potential for future development.
f) Hotel, office, commercial, mixed use and residential developments including the Ameri Suites
hotel, Sybase campus, Hacienda Crossings and Waterford projects between Arnold Road and
Tassajara Road.
g) The area between Tassajara Road and Fallon Road that includes recently approved residential
and commercial projects, as well as vacant properties that offer potential for future development.
Staff will present information on these areas with regards to the type of existing and approved
development along Dublin Boulevard at the Study Session.
RECOMMENDATION:
Staff recommends that the Planning Commission receive Staff presentation.
