NANCIAL STAT~NT: There are no costs to the City or other agencies at this time since no
improvements or operational changes are proposed.
DESCRIPTION: A bus shuttle service was initiated between the East Dublin BART
Station and the Koll Center Park and Ride Lot in August 2006 by the Livermore-Amador Valley
Transportation Authority (LA VT A). The shuttle was initiated in order to reduce parking demand at the
existing 1,700 parking space BART lot (which is typically filled to capacity) and to better use space at the
Park and Ride lot, which currently sees minimal use. Physical improvements to the site included
installation of schedule placards by LA VT A and directional signing by the City. In addition, the City
worked with the 511 Rideshare Program to add the Park and Ride Lot to the Program.
The shuttle service is part of a new route (Route 50) serving both the BART station and the Park and Ride
Lot. The route begins on the Pleasanton side of the BART station, traverses the Hacienda Business Park,
and then crosses 1-580 via Tassajara Road to a stop at the Park and Ride Lot (also serving the Koll Center),
finishing on the Dublin side of the BART station. The service utilizes nine-passenger vans and runs on a
fifteen-minute headway during commute hours (7:00 a.m. to 9:30 a.m. and 4:00 p.m. to 7:00 p.m.). Cost
of the service is partially offset by the Hacienda Business Park, and there is no charge to users.
Discussion with LA VT A staff in April 2007 indicated an estimated ridership of approximately a dozen
riders utilizing the service between the Park and Ride Lot and the BART Station during both the morning

and afternoon commutes. This is consistent with City Staff visits to the site, which showed 6-7 vehicles
parked in the immediate vicinity of the bus loading zone and another 7-8 located nearby. Since these
vehicles are parked closer to the bus loading zone than to the adjoining office buildings, it is probable that
the vehicles belong to carpoolers or shuttle users as opposed to employees at the site.
In contrast, use of the Park and Ride lot in August 2006 (prior to initiation of the shuttle) was close to non-
existent, with one to zero vehicles observed in the lot. While the current use of the lot falls well short of
the 200 spaces available on the lot, there has been a greater increase in the use of the site over the last six
months than during the previous eight years.
The installation of additional directional signing on the Gateway Medical and Ulfert's sites is being
coordinated by Staff with the owners of those properties (several signs are located on private property).
Of the 11 signs shown for incorporation, 3 have been installed and coordination with the affected property
owners is under way for the remaining signs.
Staff will continue coordination efforts with LA VT A and the 511 Rideshare Program as may be
appropriate to increase use of the lot and the shuttle service. In addition, Staff will continue to advertise
the Park and Ride Lot/Shuttle on the City's website in an effort to increase ridershipluse ofthe facility.
Staff recommends that the City Council receive the report.
