HomeMy WebLinkAboutStaff Analysis 7/2/79 STAFF ANALYSIS - JULY 2, 1979 SIGN APPEAL - WILLOW TREE REST AURANT The appeal of Amcoe Sign Company of the disapproval of a new, illuminated parapet mounted, 136 sq. ft. freeway oriented sign on the existing Willow Tree Restaurant at 6513 Regional Street Dublin. ST AFF RECOMMENDATION: Deny the appeal. Business identification signs should not be oriented toward freeways. BACKGROUND: The staff policy on Site Development Reviews in the Dublin area has been to disapprove business identification signs facing the freeways except for freeway oriented businesses such as the Howard Johnson motel. In general this policy has been adhered to, however, some of the development along parcels fronting the freeways has been built under the Conditional Use Permit process which did not control signs beyond Zoning Ordinance area limitations. In addition, an occasional Board of Supervisors grant of appeal has allowed a few signs to face freeways in the area. The Willow Tree Restaurant was approved under Site Development Reviow S- 600 on the southern end of Regional Street a cul-de-sac. The property is zoned C-I (Retail Commercial) which permits the restaurant use and has a vacant ISO' to 200' strip of M-I (Light IndustriaO, zoned land between it and 580 freeway to the south. At the time of approval only a small freestanding sign fronting on Regional Street and two small (35.6 sq. ft.) parapet mounted non-illuminated signs were requested and approved. The owner now feels that he needs more signing and requested two new larger, illuminated signs one on the north side facing up Regional Street toward Dublin Boulevard and one on the south side facing the freeway. The one on the northside was approved, the one on the south side was denied and has been appealed. SIGNING CONSIDERATIONS: Freeway oriented signs should be reserved for businesses which need to be located from the freeway such as motels. With other businesses, freeway directed signs function more as advertising signs. .
