RECOMMENDA TION: FINANCIAL STATEMENT: The EDAB Program for FY 1994-95 will cost $4,730. DESCRIPTION: Alameda County is asking the City of Dublin to participate in the financing of the countywide Alameda County Economic Development Program. Fourteen Alameda cities and the County are being asked to participate in this joint agreement to help fund the efforts of the Economic Development Advisory board (EDAB) in their efforts of promoting the County. HISTORY EDAB has been the primary provider of economic development services over the last four years for both the County and cities of Alameda County. The City of Dublin has participated in the funding of EDAB with the last agreement ending in July of 1994. This was the end of a four year agreement and now the County is asking Dublin for its continued support of EDAB. ANALYSIS There are a number of regional issues that are best addressed by an organization such as EDAB. The State also likes to use organizations such as EDAB as opposed to city economic development personnel to help in their dissemination of information. The Department of Commerce will also use county economic development organizations to coordinate proposals for companies looking to locate in the State. , Services offered by EDAB have been outlined in the material entitled "1994-95 Organizational Focus" that is included with this staff report. Resource for County demographic information. 2. Technical research information i.e. business license fee comparisons, water rates etc. 3. Lead generation from area advertising 4. Site visit coordination of Dept. of Commerce leads. 5. Political voice on Alameda County issues. FINANCIAL IMPACT The County has been fronting the cost to support EDAB since the completion of the last agreement that ended in July of 1994. EOAB has invoiced the City for $4,730 that covers Fiscal Year 1994-95.(Exhibit 6) Dublin's assessment of $4,730 was formulated under a per capita formula that was agreed to by City Managers attending a February 16th meeting. Of the choices on how to assess the participating cities, the per capita basis was the least expensive formula for Dublin, as outlined in Exhibit 4. Alameda County will be contributing an annual amount of $92,000 to the program and a breakdown of the 14 city contributions is outlined in Exhibit 5. The City budgeted $5,950 for contract services in FY 1994-95 to cover this expense. EDAB proposes to assess Dublin the same amount in FY 1995-96 with Dublin paying extra for any services contracted through EOAB that are not core services. A list of EDAB Core Services is outlined in Exhibit 6. RECOMMENDA TION Staff recommends using budgeted contract service funds to support the efforts of the EDAB program for FY 1994-95 in the amount of $4,730. Please have your council execute the contract and reLurn it to our office for our placement before the Alameda County Board of Supervisors. As in the past years, members of my staff are prepared to be available as a resource for your council should it wish to discuss both the achievements of EDAB and the 1995 business plan. Also enclosed is our invoice for 1994-95. You may recall that I agreed to advance funds to support the program based upon a commitment by the managers in July that the program should be maintained while our staff worked together to complete the refocus and reorganization plan. For 1995-96 we agreed that managers will have until May 1 relative to any modifications to the level of services based upon our February Manager's meeting discussion. Again this would allow the program to make necessary adjustments in staff levels as the fiscal year begins and for the Board of Supervisors to incorporate those in its final budget for EDAB. Again I want to thank you for your continued commitment to maintaining our regional Economic Development program. The last few years have demonstrated the benefits to our joint partnership and I anticipate future successes to come through the reorganization and refocusing of EDAB services. (510) 272.6984 FAX (510) 272.3784 EXHIBIT 1 e e AGREEMENT REGARDING JOINT PARTICIPATION IN AND FINANCING OF THE COUNTYWIDE ALAMEDA COUNTY ECONOMIC DEVELOPMENT PROGRAM Pursuant to Government Code Section 6500 and following, effective , 1995, this Agreement is entered into by the following parties: Alameda County, a political subdivision of the State of California; City of Alameda, a municipality of the State of California; City of Albany, a municipality of the State of California; City of Berkeley, a municipality of the State of California; City of Dublin, a municipality of the State of California; City of Emeryville, a municipality of the State of California; City of Fremont, a municipality of the State of California; City of Hayward, a municipality of the State of California; City of Livermore, a municipality of the State of California; City of Newark, a municipality of the State of California; City of Oakland, a municipality of the State of California; City of Piedmont, a municipality of the State of California; City of Pleasanton, a municipality of the State of California; City of San Leandro, a municipality of the State of California; City of Union City, a municipality of the State of California. RECITALS AND PURPOSES: A. The Alameda County Mayors' Conference and Alameda County Board .of Supervisors have jointly agreed to participate in and finance the Countywide Alameda County Economic Development Program as described in the 1994/95 Organizational Plan designated as "Exhibit A" and incorporated herein by reference. EXHIBIT 2 B. In order to ene this program to address the cA:al threats to Alameda County's economIC competitiveness and quality of li~ach party has agreed to finance and participate in the program, beginning FY 94/95. AGREEMENT 1. Alameda County shall assume a significant coordination role in implementing the Countywide Alameda County Economic Development Program. 2. An Economic Development Advisory Board consisting of public, private and non- profit agency representatives, specified in "Exhibit B" incorporated herein by reference, shall oversee and direct the work of the program. 3. The parties shall direct appropriate City and County staff to fully participate in the special councils, committees, task forces and technical advisory groups to be convened on a permanent or ad hoc basis to advise and assist the Advisory Board and program staff, including the Economic Development Directors Council. 4. The parties shall share in meeting costs allocated in the 14 Cities and the County for participation in the program in accordance with the Schedule of Annual Cost Sharing incorporated herein and described by reference as "Exhibit C" The County of Alameda shall contribute an annual amount of $92,000 to the program. The 14 Cities shall contribute a total of $215,000 annually to the program in the proportions stated in Exhibit C The indicated amounts for the Cities are based on a per capita distribution. 5. A separate fund shall be established for the sole and exclusiv.e purpose of receiving financial contributions for the Alameda County Economic Development Program. The County Auditor-Controller shall oversee disbursements, which must be authorized by the signature of the County Administrator. A strict accounting of funds and report of all receipts and disbursements shall be made. Upon completion of the purposes of this Agreement, any surplus money on hand shall be returned in proportion to the contributions made. 6. In accordance with the Implementation and Financing Plan, the Alameda County of Supervisors (Board of Supervisors) shall enter into a contract to carry out the stated objectives of the program. The Board of Supervisors shall require its contractors to provide a hold harmless and indemnity guarantee for the benefit of all parties to this agreement. 7. The Economic Development Program shall issue monthly updates and briefing reports through the Advisory Board to the Board of Supervisors, the Mayors' Conference and the City Management Association. In addition, the Advisory Board shall submit an annual program assessment and update of program goals and objectives to the Board of Supervisors and the Mayors' Conference as part of their annual budget request. 8. Any modifications to this agreement regarding financial contributions, fundamental purposes, or basic organizational structure must be jointly agreed to in writing by the parties. It is anticipated that programmatic changes may be necessary from time to time in order to carry out faithfully and adequately the purposes of thi.eement. Such modifications, pro_d that the parties do not thereby incur any additional financial liability, may be agreed to jointly in writing by the Board of Supervisors and Mayors' Conference. 9. This agreement shall be effective upon execution by all parties, and may be executed in counterparts.
