FINANCIAL STATEMENT: Costs associated with the reorganization are included in the adopted Fiscal Year 1995-96 Budget. DESCRIPTION: On June 28,1995, the City Council adopted the FY 1995-96 Budget. Included in the adopted budget is the reorganization of the existing Building and Planning Departments into a Community' Development Department. The reorganization results in the creation of a new position: Community Development Director. This PGsitic>n will oversee planning, building inspection and zoning activities. The new Community Development Director will report directly to the City Manager. The new position win enable the City to enhance inter-departmental coordination and adequately prepare the City for development in Eastem Dublin. Examples of.work that may be assigned to the Community Development Director include: 1. Planning and directing the activities of the Community Development Department including aU planl1ing, building inspection, zoning and environmental review services; supervising and coordinating these activities with those of other City departments and agencies. 2. Developing and directing the implementation of goals, objectives, policies, procedures and WQf"k standards for the Community Development Department; prepares and administers the department's budget. 3. Providing information, policy recommendations and staff support to the City Council, Planning COmmi$$ion and various committees and commissions concemed with land use, community development and rei'" issues. 4. Monitoring developments related to planning, building, land use, grant and bond programs, coc:i$ enforcement and related development matters; evaluating their impact upon City' operations and recommending policy and procedural modifications. 5. Developing and preparing modifications for and administering the City's GeneraIPfan. DireCtir1g. and supervising the administration and enforcement of the environmental impact review process. 6. Selecting, training and evaluating personnel; providing for training and professional dev_lopment; responsible for department morale and productivity. 7. Selecting and overseeing contract staff; negotiating and administering service contracts. 8. Conducting and directing analytical planning and related studies; developmgoand reviewing reports. of findings, altematives and recommendations; preparing a variety of periodic and special reports regarding department activities. 9. Making presentations before the City Council, Planning Commission andvarious committees and commissions; representing the City in meetings with representatives of governmental agencies, prof.-onal, business and community organizations, and the general public. The cost to fill the new classification during FY 1995-96 is approximately $84,003. This repRtsent$ personnel costs (salary/benefits) for a nine month time period due to time associated with conducting the recruitment. The funding also includes related supplies, travel, and training expenses necessary to support the new position. Sufficient funds have been included in the FY 1995-96 budget. The job description typically includes key elements, knowle(:t~. skills, abilities and requirements of the position. In developing the proposed job description and salary,...,ge for this position, staff surveyed other local agencies. Staff has prepared a job description for community Development Director which is comparable to other job specifications and which address the City's current needs (Exhibit 1). Also in~luded in the City's Personnel System Rules is a salary plan for full time employees. The salary plEIn indicates the minimum and maximum salary for each position. Based on a survey of other local agendes and a review of the City's current salary ranges, staff has developed a salary range for the Community Development Director position (Exhibit 2). Finally, included in the City's Personnel System is a resolution which establishes managementpositiQns exempt from the competitive services. This position is a department head position, thus exempttrom competitive service and the Personnel Rules. A separate resolution has been established to~be various benefits related to these exempt positions (Exhibit 3). Staff recommends that the City Council review the proposed job description and salary range and adOpt the attached resolutions. e e RESOLUTION NO. -95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************** AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Personnel system, the City Council adopted Resolution No. 30-84 and subsequent amendments which comprise the City's Classification Plan; and WHEREAS, resulting from the creation of a new position: Community Development Director, an additional job classification is required; and WHEREAS, the adoption of a job classification is required for all authorized positions. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the new job classification and job description for the position of Community Development Director as set forth in Attachment A. BE IT FURTHER RESOLVED that this document shall become part of the official Classification Plan for the City of Dublin. PASSED, APPROVED AND ADOPTED this 11th day of July, 1995. CANDIDATE QUALIFICATIONS Key Elements 1. Plan and direct the activities of the Community Development Department including all planning, building inspection and zoning activities. 2. Effectively develop, plan and implement department goals and objectives on schedule; recommend and administer policies and procedures. 3. Direct the preparation of agenda items for City Council, Planning Commission and other committees and commissions involving land use and development activities. 4. Act as City liaison and confer with public officials, developers, business and citizen groups and the general public on matters related to the City's development regulations and policies. 5. Select, train and evaluate personnel; provide for staff training and development; responsible for the morale and productivity of the department. 6. Review proposed development projects for their financial feasibility and compliance with the City's applicable development policies and plans. 7. Prepare and present clear and concise written and oral reports. 8. Attend and make presentations at various meetings including off-site, day, evening and week-end. 9. Plan, organize, implement and complete highly complex projects, studies and policy-formulation processes on schedule. Required 1. Bachelor's degree in Public Administration, Urban or Regional Planning or related field. 2. Five years of supervisory experience in development servicesl community development, including three years of administrative responsibility. 3. Knowledge of principles and practices of urban planning, zoning and building inspection. 4. Knowledge of public and business administration including organization and methods analysis; personnel administration; and budget preparation and administration. 5. Knowledge of federal, state and local laws and trends pertaining to land use and development issues. 6. High level of interpersonal skills to deal with others. 7. Ability to communicate effectively in writing and verbally. 8. Valid California driver's license to be secured and maintained as a condition of continued employment. Preferred 1. Master's degree in Business or Public Administration. 2. Familiar with personal computers and appropriate software. General Purpose of Position: To plan, direct, organize and review the activities of the Community Development Department including planning, building inspection and zoning programs; and to provide highly responsible professional, administrative and technical staff assistance to the City Manager. Supervision Received and Exercised: Reports to and receives administrative direction from the City Manager. Exercises direct supervision over Department professionals, technical and clerical staff. Major Duties and Responsibilities: Duties may include but are not limited to the following: Planning and directing the activities of the Community Development Department including all planning, building inspection, zoning and environmental review services; supervising and coordinating these activities with those of other City departments and agencies. Knowledge, Skills and Abilities: This position requires knowledge of the following: principles, practices and techniques of urban planning, growth and economic development; administrative principles and methods including goal setting, program development and implementation, budget preparation; statistical research methods and forecasting; trends effecting public planning and development; federal, state and local laws related to planning, building, land use, environmental and related development matters; personnel administration including principles of supervision and training; contract administration; and basic building, code enforcement, grant funding, bond and alternative financing principles, practices and methods. This position requires the ability to: plan, organize, direct, review and evaluate varied community development activities; select, train and motivate assigned staff and contract professionals; develop, implement and interpret policies, procedures, goals, objectives and work standards; analyze complex problems, evaluate alternatives and make creative recommendations; exercise sound, independent judgment within general policy guidelines; establish and maintain effective relationships with those contacted in the course of work; represent the City effectively in meetings with others; prepare clear and concise written reports, correspondence and related written material; Experience, Education and Training: The position requires a Bachelor's degree in public administration, urban or regional planning or in a related field. A Master's degree in business or public administration is highly desirable. The position also requires five years of supervisory experience in development services/community development, including three years of administrative responsibility. License and Certification: Position requires a valid California Class C driver's license to be secured and maintained as a condition of continued employment. e RESOLUTION NO. 15-95 e A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN **************** ESTABLISHING A SALARY PLAN FOR FULL-TIME PERSONNEL IN ACCORDANCE WITH THE PERSONNEL RULES WHEREAS, the City Council has adopted a Salary & Benefit Plan pursuant to the Personnel System Rules; and WHEREAS, the City Council adopted Resolution No. 17-94 and subsequent amendments which establish a Salary Plan for full-time personnel in accordance with the Personnel Rules; and NOW, THEREFORE, BE IT RESOLVED that the following salary provisions shall be established in accordance with the City of Dublin Personnel System Rules. BE IT FURTHER RESOLVED that any previous enacted salary provisions contained in Resolution No. 17-94 and subsequent amendments shall be superseded by this Resolution. ARTICLE I: SALARY PROVISIONS SECTION A: REGULAR EMPLOYEES EXEMPT FROM FAIR LABOR STANDARDS ACT (FLSA) OVERTIME PROVISIONS Employees covered under this Section shall be paid a monthly salary within the following ranges with the exclusion of any Performance Pay Adjustment granted in accordance with the Personnel Rules. IN TEE EVENT THAT IT IS DEEMED BY TEE CITY MANAGER TO BE IN TEE BEST INTEREST OF TEE CITY, TEMPORARY APPOINTMENTS OF NO MORE THAN 6 MONTHS, WHERE TEE WORK ASSIGNMENTS ARE SUCH THAT TEEY CAN BE COMPLETED WITH LESS THAN A 40 HOUR WORK WEEK, MAY BE APPROVED BASED UPON THE HOURLY RATES. AYES: NOES: ABSENT: ABSTAIN: Mayor ATTEST: City Clerk H Drive/Salary/RESO$95.DOC e e RESOLUTION NO. -95 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************** AMENDING RESOLUTION NO. 142-90 ESTABLISHING MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE AND PRESCRIBING LEAVE BENEFITS FOR THE POSITIONS WHEREAS, the City Council has adopted a Personnel Ordinance; and WHEREAS, section 4(e) of the Ordinance exempts Department Heads and other management positions from the Competitive Service; and WHEREAS, the exemption from Competitive Service also exempts these employees from the Personnel Rules, including the description of leave benefits; and WHEREAS, the City Council has adopted Resolution No. 142-90 and subsequent resolutions which establish management positions and prescribe leave benefits for those positions; and WHEREAS, due to the creation of the new Community Development Director classification, it is appropriate to amend Resolution No. 142-90. NOW, THEREF0RE, BE IT RESOLVED that the city Council of the City of Dublin does hereby amend Resolution No. 142-90 as follows: A.
