Adopt Resolution Denying General Plan Amendment Study FINANCIAL STATEMENT: Costs for the Study would be borne by the Applicant. DESCRIPTION: The 27.44-acre site is located at the southwest corner of Hacienda Drive and Dublin Boulevard (Attachment 4). The General Plan and Eastern Dublin Specific Plan both designate the 27.44-acre site for Campus Office use. In February 2001, the City Council approved the Commerce One Project that allowed for the development ora four building, 780,000 sq.ft, campus office complex on the site. In August 2001 Alameda County Surplus prOperty Authority informed the City that they were no longer in contract with Commerce One for purchase of the site. The City has now received a letter from IKEA requesting that the City Council consider an IKEA Store on the site (Attachment 1). Analysis: in order to locate a retail development on the site, changes to the General Plan, Eastern Dublin Specific Plan and Zoning Ordinance would be required. City policy requires that the City Council approve the initiation of a General Plan Amendment Study prior to City Staff accepting a development application that would include a General Plan Amendment for a project. Adopt Resolution Approving the Initiation of the General Plan Amendment Study; or 2. ("IKEA") Dear Mayor and Council Members: As you are aware, 1KEA has been q[jite successful since entering the Bay Area market in 2000, and we are very eager to open a store in the Tri-Valley area as soon as possible, IKEA had previously been negotiating on a site south of 1-580 at Et Charro Road, but because infrastructure improvements were not going to meet [KEA's timing, we decided to search for another suitable location. IKEA PropertY, Inc. has identified such a Ioc~ion. We are currently negotiating with the Surplus Property Authority of Alameda County ('County") to acquire the 27.44 acre parcel owned by the County within the City of Dublin, identified as Assessor's Parcel No. 986-0005-026, located at the northwest ~)rner of !-580 and Hacienda DriVe. It is IKEA's intent to build a 340,000:.IKEA4W~re.cm a portion of the site and to develop, either ourselves or by others, a cor~,retail project on the balance of the site. FOR PROPERTY OWNED BY ALAMEDA coUNTy SURPLUS PROPERTY AUTHORITY WHEREAS, a General Plan Amendment Study has been requested by Ikea Property, Inc., and. Alameda County Surplus Property Authority for an undeveloped 27.4 acre site located at the southeast corner of Dublin Boulevard and Hacienda Drive; and WHEREAS, the property is currently designated'as Campus Office in the General Plan which does not permit retail development; and WHEREAS, a General Plan Amendment to a General Commercial land use designation would be required to facilitate retail development; and WHEREAS, additional entitlements including a Eastern Dublin Specific Plan Amendment, rezoning, site development review and other associated permits would need to be processed before development could occur; and WHEREAS, Section 65358(a) of the State of California Government Code states that an amendment to the General Plan shall be in a manner specified by the legislative body; and WHEREAS, the initiation request has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and WHEREAS, the staff report submitted one recommendation that the City Council approve the. initiation of a General Plan Amendment Study for the proposal; and WHEREAS, the City Council did hear and consider all such reports, recommendations, and testimony hereinabove set forth and supports the initiation of a General Plan Amendment Study for the 27.44-acre Alameda County Surplus Property Authority site.
