AGENDA STATEMENT CITY COUNCIL MEETING DATE: September 26,1995 SUBJECT: Revision of Multi-Hazard Functional Plan for Compliance with Standardized Emergency Management System Guidelines Report Prepared by: Rose Macias, Community Safety Assistant EXHIBITS ATTACHED: 11) Resolution Adopting Revised Multi-Hazard Functional Plan /2) Multi-Hazard Function Plan (under separate cover) 3) Emergency Management Operations Plan (under separate cover) RECOMMENDATION: ~ Adopt the revised Multi-Hazard Functional Plan as the City of Dublin's Emergency Response Plan FINANCIAL STATEMENT: There is no cost associated with this item. aESCRIPTION: On April 24, 1995, City Council adopted the Standardized Emergency Management System (SEMS) Guidelines as the framework for the City of Dublin's emergency planning, training and response efforts. The SEMS Guidelines provide for the standardization of key elements in emergency management and disaster response. This was the first step in bringing the City of Dublin's emergency planning in line with the intent of the State's legislation under Senate Bill 1841. .. Subsequently, pursuant to State legislation and Dublin Municipal Code, Sec. 2.44.080, the City needs to adopt a Multi-hazard Functional Plan (MHFP) that complies with the intent of the SEMS Guidelines. The MHFP is designed around a set of key response functions that are described in Annexes to the Basic Plan. This plan describes the emergency response functions that will need to be accomplished and who will be responsible for those tasks. Language relative to the use of SEMS, its concepts, functions and levels has been added to the MHFP. The MHFP uses the five essential SEMS functions as its organizational format. These five functions are patterned on the Incident Command System (ICS) and include: · Command/Management · Operations . Planning · Logistics . SEMS delineates five organizationaVresponse levels which are: " ...~ · Field response level - emergency response personnel and resources carry out tactical decisions and activities in direct response to an incident or threat. . · Local Government Level - manage and coordinate the overall emergency response and recovery activities within their jurisdiction. · Operational Area - encompasses the county and all political subdivisions located within the county including special districts; serves as the coordination and communication link between the local government level and the regional level. · Regional level - because of its size and geography the state has been divided into six mutual aid regions, the regional level manages and coordinates information and resources among operational areas within the mutual aid region, and also between the operational area and the state level. · State level - manages state resources in response to the emergency need of the other levels; also serves as the coordination and communication link between the state and the federal disaster response system. The designation of functional responsibilities within the MHFP attempts to maintain City staff in roles which approximate their day-to-day functions while translating these duties into emergency roles. The City of Dublin's MHFP details emergency functions for both the Field Response and Local Government level. Additional information relative to the Local Government level response, which will be carried out from a centralized Emergency Operations Center, is described in a standard operating procedure. This procedural manual is known as the Emergency Management Operations Plan (MOP). The MOP provides additional details on who, when and how the emergency management function shall be carried out. This manual is provided for informational purposes and does not require any Council action. . The revised Multi-Hazard Functional Plan complies with the intent and concepts of SEMS and staff recommends that Council adopt this revised plan as the City of Dublin's emergency response plan. . RESOLUTION NO. - 95 . A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* ADOPTION OF MULTI-HAZARD FUNCTIONAL PLAN WHEREAS, the City of Dublin is aware of the hazards in and around the City of Dublin, and alert to the possibility of a major disaster; and WHEREAS, this plan, similar to the plans of other cities in California, contains provisions for all necessary emergency response services by the City; and WHEREAS, this plan follows a standardized approach to disaster response as established by the Standardized Emergency Management System Guidelines; NOW, THEREFORE, BE IT RESOLVED that the City of Dublin adopts this Multi-hazard Functional Plan as its emergency response plan. .
