DESCRIPTION: In May 1992, the city Council adopted Chapter 5.20 of
the Dublin Municipal Code regulating Alarm Systems. section
5.20.130 directs the Police Department to act upon and resolve the
problems with false alarms in the city of Dublin.
Attached is a copy of a report, titled " Overview of Alarm Systems
Ordinance."

OVERVIEW OF ALARM SYSTEMS ORDINANCE COMPLIANCE AND
STATISTICS
In May 1992 the city council adopted Chapter 5.20, of the Dublin
Municipal Code regulating Alarm systems. Section 5.20.130 directs
the Police Department to act upon and resolve the problems with
false alarms in the City of Dublin.
Subscriber violators were notified via telephone of the current
false alarms (residence and commercial) documented by Dublin police
and informed of the consequences should additional violations occur
within the next 90 day period. As this ordinance was adopted in
the middle of the year, seven months of 1992 were compared with the
same 7 month period of 1993. The table below reflects the number
of subscribers that were notified by Dublin police that two false
alarms had occurred.

Compliance with the alarm ordinance by all users is reflected in
the decrease of violators requiring notification by Dublin police
Services via telephone or letter per the ordinance.
Of the 22 violators in 1992, four subscribers were sent a written
notice stating that three ( 3 ) false alarm violations had been
documented and a written warning of potential monetary assessment
against the owner or subscriber could occur if there were further
false alarm violations.
In 1993, 12 violators w~re given notice via telephone of the alarm
ordinance violations, ~nd only four(4) subscribers were sent
written notice after further false alarms. There were no monetary
assessments for either year.

In comparing Alarm Statistics, for seven months in 1992 as compared
with the same seven months of 1993, Dublin Police responded to the
following activated alarms calls for service.

Compliance with the Alarm system Ordinance by businesses and
residents of Dublin, has not been an adversary process. All
subscribers and alarm companies have been very sympathetic and
willing to work with the Dublin Police Services to rectify any
ongoing problems.
The ordinance requires alarm companies to notify Dublin Police
Services of all new alarms installed. Without canvassing all the
commercial and residential areas regarding newly installed alarms
we do not have a mechanism for determining how many new alarm
systems have been installed (especially by the homeowners).
