Potential undetermined Staff and Maintenance
costs associated with the coordination of the
installation of the artwork.
DESCRIPTION : Correspondence has been received from Lynne
Baer, Consulting Director of the Dublin Fine Arts Foundation (DFA),
with a proposal to place a permanent work of art in the courtyard of
the Dublin Civic Center (Exhibit A). The proposed work of art would
be created by Katherine Keefer and is named Gail. As described in
Exhibit B, ~ is a life-size figure of a woman seated on one of
the benches in the inner courtyard. .She is reading a book. ~
would be ceramic with low-fire glazes and therefore, colorfast,
weatherproof and durable. She would be secured to the existing bench
with silicone so that she could be removed if necessary.
With regards to the artist, Katherine Keefer has exhibited her work in
Dublin as part of "Whimsy or What", the temporary sculpture exhibition
in 1992. Her ceramic reclining figure, JQhn, which resembled a city
worker at leisure caught everyone's attention.
It is recommended that the City council consider the proposal from
DFA. If the council is in favor of the proposed ~iece of art, Staff
will prepare an agreement between DFA, the art~st and the City for
approval by the Council at a future meeting.

Dear Mayor Snyder and City Council Members;
The Dublin Fine Arts Foundation is pleased to present
for your approval a permanent work for the Dublin Sculpture
Park.
In searching for temporary loans of works to replace
the two standing men by viola Frey for the Center Courtyard,
we were unable to find sculptures that worked as well as the
two men or that seemed appropriate for the interior area. In
conversations with Foundation board members as well as other
residents of DUblin, the overwhelming opinion was that human
or animal figures enliven this particular space. The
decision was made to talk with artists to commission a
permanent work that was reasonable and appropriate for the
space.
Katherine Keefer has exhibited her work in Dublin as
part of "Whimsy or What", the temporary sculpture exhibition
in 1992. Her ceramic reclining figure, JQhn, which
resembled a city worker at leisure caught everyone's
attention. In her proposed sculpture, Gail. Katherine has
created a life size figure that is approachable, delightful,
and colorful that will be appreciated by all the residents
of Dublin.
I have enclosed Katherine's statement, biography and
her sketch of the work. The ceramic figure, ~, will be
placed on the bench in the seating area towards the back of
the courtyard. As Katherine states: ". . .a figure that
people can interact with if they chose . . . a subtle but
colorful, definite presence seated by the flower container."
The Foundation appreciates the continued support of the
city council in our efforts to integrate art into public
spaces of the community. We feel this sculpture will
enhance the courtyard and be a positive addition to the
Dublin Sculpture Park.

Proposal for City of Dublin
GAIL
I am proposing a lifesize figure of a woman, seated on one of
the benchs in the inner courtyard at Dublin Civic Center. She
is reading a book. I like working with the human figure because
it is a form that we all immediately relate to. When doing
a figure I like to pick someone I know, a friend, and in this
case, this 1s my friend Gail who works at a library.." I wanted
a figure that people could interact with if they chose and not
one that screams lIlook at me", a subtle but colorful, definite
presence seated by the flower container.
t1Gail" would be ceramic with low-fire glazes and therefore,
colorfast, weatherproof and durable. I have had figures out
for many years in garden settings with very little appreciable
wear. She would be made in three parts (1) legs, (2) skirt,
(3) blouse, arms and head, and then expoxied together in place
after making any necessary height or fitting adjustments to
the bench. The epoxy is PC-?, a marine epoxy that does not
soften in the rain, and can be sanded and painted. She would
be secured to the existing bench with silicone so that she could
be removed if necess~ry.
