DESCRIPTION: On July 26, 1990, the Americans with Disabilities Act (ADA) was signed into law by the President. In simplest terms, the purpose of ADA is to provide equal opportunity and access to employment to qualified individuals with disabilities. The ADA contains five titles which cover employment, public services and transportation, pUblic accommodations, telecommunications, and miscellaneous provisions. In accordance with the requirements of the ADA, the city of Dublin has adopted the following: 1. An Action Plan to comply with the Title I mandates relating to employment; 2. A Transition Plan which details physical barriers in city facilities; and 3. A complaint Procedure. Title I of the ADA prohibits discrimination by employers, against qualified individuals with disabilities in all aspects of employment including hiring, advancement and discharge of employees, and benefit prov~s~ons. Under Title I, the City is required to make reasonable accommodations with regard to the known disability of a qualified applicant. On February 22, 1993, the Dublin City Council adopted the Compliance Plan. This Plan sets forth recommendations disabled with regard to employment. In addition, the Plan means to review and evaluate requests for accommodation. ADA Title I to assist the establishes a In accordance with this Plan, the city has initiated a comprehensive review of existing jOb specifications to identify essential job functions. Identifying essential functions is a key aspect in determining if a disabled person is able to perform a particUlar job. Attached are the revised specifications for the position of Community Safety Assistant. Revisions to the community safety Assistant jab specifications include the creation of a new category "Key Elements" and minor revisions to the "Preferred" and "Required" qualifications (i.e., flexible schedule - ability to attend day, evening and weekend meetings and events; ability to use a personal computer). The attached Resolution proposes amending the city's Classification Plan to update the Community Safety Assistant jOb specifications pursuant to the Americans With Disabilities Act. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ************************* AMENDING THE CLASSIFICATION PLAB WHEREAS, in accordance with the Personnel System Rules, the city Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan: and WHEREAS, in accordance with the Americans with Disabilities Act (ADA) the city must comply with Title I relating to employment issues; and WHEREAS, the city has adopted the city of Dublin ADA Title I compliance Plan which makes recommendations to assist the disabled and establishes a means to review and evaluate requests for accommodations; and WHEREAS, the city has reviewed and updated the job classification for Community Safety Assistant pursuant to the ADA; and WHEREAS, the adoption of a job classification is required for all authorized positions. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the revised job classification for the position of Community Safety Assistant as set forth in Attachment A. BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the city of Dublin. PASSED, APPROVED AND ADOPTED this 25th day of April, 1994. KEY ELEMENTS 1. Assist in analyzing, developing, implementing and monitoring crime prevention, disaster and related preparedness and community safety programs. 2. Develop and prepare Plan modifications, correspondence. reports, newsletters, promotional materials Disaster Preparedness and related program 3. Make public presentations (e.g. Neighborhood Watch meetings, communi ty safety programs, Merchant Alert program meetings, etc) before various citizen groups, committees, city Council, commissions, and staff. Presentations may be scheduled in the day and/or evenings and on weekends. 4. Attend and participate in local and regional meetings regarding disaster planning and crime prevention activities, including day, evening and weekend meetings. 5. Assist in compiling and analyzing statistical, economic and other data relating to crime prevention and disaster preparedness. 6. Develop, coordinate and maintain emergency plans, procedures, and checklists needed for the city's disaster response plan. 7. Assist ci ty Staff in developing, updating and implementing the city's Disaster Preparedness plan. 8. organize and conduct research studies. CANDIDATE QUALIFICATIONS Reauired: EITHER 1. a. Training and experience equivalent to a Bachelor'S Degree from an accredited college or university with major course work in Criminal Justice Administration or closely related field plus one year of experience with programs involving crime prevention, disaster preparedness or related activities. OR b. An Associate Degree with major course work in criminal Justice Administration or closely related field plus three years of experience with programs inVOlving crime prevention, disaster preparedness, or related activities. I 2. Possession of a valid California Driver's license. e e 3. High level of interpersonal skills to work with business and community representatives, city staff and other city customers. 4. Ability to communicate verbally and in writing. 5. Knowledge of applications. research methods and statistical analysis 6. Ability to attend day, evening and weekend meetings and events (flexible schedule). Preferred 1. Some prior peace officer experience desirable. 2. A Master's Degree in Criminal Justice Administration or closely related field may be substituted for six months of required experience. 3. Completion of POST Basic Certificate desirable. 4. Ability to use a personal computer. 5. Ability to transport,. set up and operate various audio/visual equipment (i.e., projectors, overheads, etc.) GENERAL PURPOSE OF POSITION: The Community Safety Assistant is an entry level professional position. The position will provide assistance in the analysis, development, implementation and monitoring of crime prevention, disaster and related preparedness, and community safety programs. MAJOR DUTIES and RESPONSIBILITIES: Duties may include, but are not limited to the following: Assist in developing program elements in the areas of crime prevention and disaster preparedness; develop and prepare reports, newsletters, Disaster Preparedness Plan modifications, promotional material and related program correspondence; make public presentations (e.g., Neighborhood Watch meetings, community safety programs, Merchant Alert program meetings, etc.) before various citizen groups, committees, city Council, commissions, and staff; attend and participate in local and regional meetings regarding disaster planning, crime prevention and disaster preparedness (presentations and meetings may be scheduled in the day, evening and/or weekends); develop, coordinate and maintain emergency plans, procedures and checklists needed for the city's disaster response plan; assist city employees and Department representatives in obtaining information necessary for components within the city's Disaster Preparedness plans; organize and conduct research studies; operate video equipment and perform other duties as required. e e KNOWLEDGE, SKILLS, and ABILITIES: Knowledge of crime prevention techniques used in various neighborhood watch and community safety, preparedness and prevention programs; procedures residents and business owners can take to prevent crimes, prevent and prepare for disaster; and public relations skills. Ability to communicate effectively both in writing and verbally; make effective presentations at public meetings; establish and maintain cooperative working relationships with those contacted in the course of work including working with the operating departments to review and update the Disaster Preparedness Plan; assist with coordinating disaster simulation exercises; monitor community disaster preparedness issues; prepare and present comprehensive but succinct written and oral reports; compile and analyze statistical, economic and other data relating to crime prevention and disaster preparedness; work a flexible schedule; operate video and computer equipment; and schedule various activities. EDUCATION AND/OR TRAINING: Training and experience equivalent to either a Bachelor's degree from an accredited college or university with major course work in Criminal Justice Administration or closely related field plus one year of experience with programs involving crime prevention, disaster preparedness or related acti vi ties. OR An Associate Degree with maj or course work in Criminal Justice Administration or closely related field plus three years of experience with programs involving crime prevention, disaster preparedness or related activities.
