RECOMMENDATION: ) Authorize staff to advertise for bids.
FINANCIAL STATEMENT: $105,150 is included in the Capital Improvement Program for the
project. The project budget contemplates receiving one half of the
construction cost or $52,575 in matching funds from the Murray
School Bell Tower Fundraising Campaign. To date, $21,650 has
been raised. If additional funds are not forthcoming at the time that
the' City is ready to award the bid, a budget transfer may be
necessary.
DESCRIPTION: The original construction of the Murray Schoolhouse, built in 1856,
included a bell tower and bell. The renovation of the Schoolhouse completed by the City in 1995-96, did
not include restoration of the missing bell tower. The Dublin Rotary Club in partnership with the Dublin
Historical Preservation Association (DHPA) have proposed a project whereby they will provide matching
funds to the City for the reconstruction of the bell tower on the Murray Schoolhouse.
In conjunction with the DHPA and Dublin Rotary Club the City is pursuing the reconstruction of the bell
tower. The project will be bid with plans and specifications prepared by Staff and from a pro bono design
provided by JOhn Abranches. As part of the bid package the City has included technical specifications to
ensure quality materials and workmanship are achieved on the project. A portion of the work will include
a design-build component as the drawings, although detailed, do not include structural engineering
calculations and specific connection details. The City's building department has provided the specific
code requirements for the calculations and this information is included in the bid package. The project
contractor will be required to prepare detail drawings that explain how the structure fits together and
structural calculations for City approval.
As presented in Attachment #2, the project schedule includes time to complete the design, aspect of the
project as well as construction. The schedule allows for two periods of review from the City that may be
necessary if after the first review there are comments that require revisions or additional information to the
design. However, if there are no required revisions to the plans, construction could start earlier than the

schedule indicates. With two periods of City reView, construction is anticipated to begin in late
September 2002 and will conclude in December 2002. The 70-day period allows for the special milling of
lumber to match existing and the unique character of the structure.
The project budget is derived from three quotes that were provided by contractors during the City's 2001-
2002 budget process at an estimated cost of $105,150 for design and construction. A portion of the
project will be funded via the Murray School Bell Tower Fundraising Campaign spearheaded by Dublin
Rotary Club in' conjunction with Dublin Historical Preservation Society. To date the Campaign has
generated $21,650 to supplement the City funds.
RECOMMENDATION:
It is the recommendation of Staff that the City Council authorize Staff to advertise the Murray School Bell
Tower Project for bids.
