FINANCIAL STATEMENT: Funds for an Economic Development Manager, Economic Development Brochure and Traffic Impact Fee Study have been included in the 1994-95 adopted budget. The cost for off-site freeway signage and parallel road south of Dublin Boulevard are identified in the 1994-99 Five Year Capital Improvement Program after 1994-95. Additional costs which cannot be identified at this time may result as some of the recommendations are pursued in more depth. DESCRIPTION: In October 1993, the City council authorized the formation of a Task Force for the purpose of making recommendations necessary to implement a local economic development plan, address business issues, and determine if a City Business Commission or other advisory body should be formed to implement these recommendations. The Dublin Chamber of Commerce and the Mayor appointed Task Force members in accordance with the Council's direction. The appointment process took approximately two months and the first meeting was held on January 18, 1994 at the request of the Task Force members. The Task Force held six meetings between January and June 1994 to review those issues which were part of its charge. The Task Force solicited information directly from segments from the business community and received indepth presentations from representatives from both the private and public sector on subjects which affect the City of Dublin'S economic base and business climate. Based upon this input and the experiences of the individual Task Force members, the Task Force members completed its charge by developing the attached Report which includes a variety of recommendations designed to maintain and strengthen the City's economic base and business climate. The City Council also requested that the Task Force recommend what organizational structure(s) should be developed to implement the Plan, including a review of the Business Commission concepts proposed by Councilmember Houston and Councilmember Burton. The Task Force was to consist of a total of ten (10) members, five (5) members appointed by the Dublin Chamber of Commerce and five (5) members appointed by the City of Dublin. The Task Force was to report to the City Council within six (6) months of its first meeting. Between October 1993 and December 1993, the City and the Chamber of Commerce worked closely to select a broad cross section from the business community. The following Task Force members were appointed by the City and the Dublin Chamber of Commerce. The work plan included the following primary components. 1. Assessment of the Strengths and Weaknesses of Dublin's Business Climate 2. Preparation of an Action Plan to promote Economic Development and enhance business in the City of Dublin 3. Preparation of a strategy to implement the Action Plan including a review of those organizational structures/changes recommended to implement the Action Plan. This included a discussion of various alternatives including a Business Commission. 4. Preparation of a Final Report to the City Council with the Task Force's recommendations 3 I I I I I I I I I I I I I I I I I I I The Task Force developed an economic profile for the City. Dublin's economic profile includes the following characteristics . Dublin's Commercial Building occupancy is compeUtive with other Cities in the Tri-Valley. . Dublin's retail and sale tax base is larger on per capita basis that neighboring cities. . Dublin lacks larger Class A Office Space to attract larger office users. . Dublin lacks adequate vacant infill parcels to attract larger commercial/industrial users. . The Santa Rita Property which is located within the City, as well as other commercially designated properties which are outside the City but within the City's Planning area will provide opportunities for Dublin to attract diverse commercial industrial users in the future. The Task Force identified three major issues to enhance the City's Business Climate and Economic Development Base: 1) Dublin Image/Access; 2) Processing/Enforcement/Fees; and 3) Land/Building Availability. These issues were used as the basis for the development of a Dublin Business Action Plan which identifies various specific solutions and actions to implement those solutions. The solutions recommended by the Task Force for Council consideration are as follows: Improve the appearance of commercial properties. Improve signage identifying Dublin and directing visitors to Dublin. Establish a Pro-active Business Attraction Program. Work with the Chamber of Commerce to proactively promote existing businesses. Improve access from 1-680 to Downtown Dublin. Continue efforts to streamline the Planning/Building Permit Process. Publicize and promote the City's accomplishments with respect to Customer Service and its streamlined permit process. Assure that the costs of starting and maintaining a business in Dublin is competitive or less than other Tri-Valley cities. Coordinate the planning of Eastern Dublin with the existing business areas within the City. Proactively communicate with existing business/land owners and the Chamber of Commerce to identify means to improve traffic circulation and modernize older buildings. Provide the Chamber of Commerce with current information regarding land and rental space availability. In order to implement these specific recommendations, the Task Force believes there should be a City Staff person who is responsible to the City Manager for implementing these programs. The City Council should consider funding an additional position to accomplish the Task Force recommendations. 1) 2) 3) 4) 5) 6) 7) 8) 9) 10) 11 ) The Task Force also reviewed the issue of the creation of a permanent advisory body to assist the City Council, Staff and business community in this effort. The Task Force does not feel at this time that a standing commission is warranted and that the City Council should consider reconvening a Task Force on an issue-by-issue basis as the need arises. The Task Force wishes to express its appreciation to the City Council and the Chamber of Commerce for havinQ the opportunity to participate in this effort. It is the hope of the Task Force Members that these recommendations can be implemented to better the Dublin business community. 4 I I I I ,I I I I I I I I I I I I I I I Economic Profile I I I I I I I I I I I I I I I I I I I I. ECONOMIC PROFILE The Task Force with the assistance of City Staff, the commercia] real estate brokerage community, and P G & E developed an economic profile of the City of Dublin. This profile provided the Task Force members with a better understanding of the make-up of Dublin's Business Community, its development potential and sales tax base as compared to other communities in the region. A. Dublin Business Composition A survey of businesses was conducted by P G & E to determine the business make~up of the region and individual cities within the region. As shown in Exhibit B, P G & E identified a total of 1,171 businesses in the City of Dublin as compared to 9,594 for the region. Those businesses which responded to P G & E's survey indicated they employed a total 12,428 persons for Dublin and 102,939 for the region. Dublin's two primary business categories were: 1) retail which represents 30% of the total businesses in Dublin; and 2) business services which represents 21% of the total businesses in Dublin. Dublin's retail businesses as a percentage of total Dublin businesses compared favorably to the region. Retail businesses made up only 25% of the region's total businesses. Government services are also a major source of employment in the City of Dublin compared to the region. As shown below, three (3) of the City's major employers are governmental agencies. Dublin's Sales Tax Base Sales tax is an important consideration in evaluating the City's economic base because it is one indicator of the health of the retail economy in any given community. Sales tax for California cities is also one of the most ~ignificant City revenues used to finance City services. Growth in total taxable transactions for the Tri-Valley (excluding Danville) has grown at approximately the rate of inflation during the last two fiscal years. Although several new retail centers have been constructed in the Valley recently, their construction has not yet resulted in any real growth (adjusted for inflation) in the total taxable transactions in the Valley. Dublin's total sales tax has been relatively flat from 3rd Quarter 1990 through 3rd Quarter 1993 (see Table II). During the most recent four (4) quarters, the average sales per capita were as follows. I With respect to the make-up of Dublin's retail sector, the following three types of businesses generated the most retail sales in Dublin during Fiscal Year 1992-93: Motor Vehicle Dealers Department Stores Radial Appliance Stores 19.5% 15.6% 6.0% These three business categories alone accounted for 41.1 % of the City's total sales tax. C. Land/Building Availability The Task Force received presentations from three members of the commercial real estate brokerage community. Dan Straface, Straface & Riele Commercial Real Estate, on the retail market; Jim Field, ComCore Commercial Real Estate Services, on the commercial office market, and Mark Dowling, Grubb & Ellis Co, on the industrial market. 1. Retail Market At the end of Calendar Year 1993, retail building space had a vacancy rate of approximately 10%. This compared favorably to Livermore, Pleasanton, and San Ramon as shown in Table IV below. The average retail space vacancy in Dublin is relatively small at approximately 1,700 square feet. Office Market Dublin has approximately 2.5 million square feet or 5% of the office/industrial space inventory in the Valley. Mr. Field provided the Task Force with information indicating that the combined vacancy rate for office, office flex, warehouse, and light industrial building space was approximately 10%. He indicated that although vacancies in Dublin office space had increased in the mid to late 1980's, due to the construction of large new office buildings in Pleasanton and San Ramon, more recently vacancies were beginning to decline and the market was beginning to tighten up. Dublin's office space primarily consists of Class B structures with little Class A office space. Dublin does have the advantage of a great location adjacent to the 1.580/1.680 Interchange and no improvement assessments on office space unlike Hacienda Business Park. 3. Industrial Market Dublin has approximately 1.7 million square feet of industrial space of which approximately 8.8% was vacant as of February 1994. The vast preponderance of these vacancies were smaller vacancies under 10,000 square feet. 4. Land Availability Dublin has relatively few vacant infill parcels for commercial development as indicated in Table V below. There is a total of 37.45 vacant acres. This acreage consists of a total of 22 different parcels resulting in average parcel size of approximately 1.7 acres. Therefore, there is little potential to attract and develop larger commercial industrial projects on these infill parcels. TABLE V - SUMMARY OF VACANT COMMERCIAUINDUSTRIAL PARCELS NO. Table VI below identifies the amount of acreage by land use category on the Santa Rita Property. Before these properties can be developed, the I relevant aspects of the Specific Plan Mitigation Monitoring Program for the area must be . accomplished. OBSTACLES, ISSUES, AND DRIVING FORCES The Task Force received a presentation from the Dublin San Ramon Services District Staff (see Exhibit C) regarding the availability and cost of sewer and water and a presentation from BART Staff regarding the timing and configuration of the Dublin/Pleasanton BART Extension. The Task Force held a brainstorming session where individual Task Force members contributed to the development of a list of strengths and weaknesses of Dublin's Economic Base/Business Climate. (See Exhibit D) This list was based upon individual members' perception and/or personal experiences. This list of Strengths and Weaknesses was also based upon findings by two subcommittees of the Task Force that interviewed several commercial property owners and business park/office property owners. From this list of strengths and weaknesses, the Task Force developed the following list of obstacles and issues which positively or negatively impact Dublin's Economic Base/Business Climate. A. Business Accessibility 1. Poor Freeway access for retail 2. 1-580/1-680 ramps needed for retail 3. Good Freeway access currently exists for industrial users 4. Hopyard/l-580 exit critical to SierrafTrinity Business Park 5. Businesses need better signage B. Business/City Identity 1. Customers from out of the area don't know where Dublin is located. 2. Alameda County Economic Development Staff are not aware of what Dublin has to market. 3. Dublin's identity is primarily that of a retail center. 4. Dublin does not have a reputation as an office center even though there is office space in the City. 5. Dublin is perceived as pro~business and pro-development. 10 I I I I I I I I I I I I I I I I I I I C. Development Processing The Task Force discussed the fact that some of the issues identified below were based upon either personal experience that occurred a number of years ago or hearsay without having direct personal experience. It was also discussed that significant changes have been made by the City in the last several years to improve customer service and development processing. The Task Force agreed that whether real or perceived, the following issues should be listed. 1 . Some building contractors view Dublin as a difficult place to perform their work. 2. Building code regulations are too rigorously enforced. 3. Enforcement of State handicap & other State regulations by local building department sometimes presents a problem. 4. The Design Review Process is not clear to applicants. 5. The time it takes to review development plans is too long. 6. Some projects require too much time to receive approval. 7. Staff is given too little flexibility to approve projects at the Staff level. 8. Increasing development fees charged by all levels of government are impacting business. D. Availability of Building Product/Space 1 . Dublin lacks the right type of buildings for many new businesses. 2. Dublin has little Class "A" office space to offer. 3. Dublin does not have enough building space at lower rents in the under 2,000 sq ft and 8-15,000 sq ft ranges. 4. Much of Dublin's potential growth area is not yet ready to add to the City's building inventory (Timing). The issues listed above were prioritized and consolidated by the Task Force into three primary issues. 1 . Dublin Image/Access 2. Processing/Enforcement/Fees 3. BUSINESS ACTION PLAN The Task Force members individually proposed solutions to address the issue of 1) Dublin Image/ Access; 2) Processing Enforcement/Fees; and 3) Landi Building' Availability issues as the initial step in the development of a Business Action Plan. As part of the process, City Staff reviewed each solution and provided the Task Force with an evaluation of each solution proposed by individual Task Force members. This evaluation addressed the following areas. 1. Is the City or some other organization already addressing the proposed solution and to what extent? 2. Who has the ability to implement the solution and what action would be required? 3. What resources would be required to implement the solution? 4. What time frame would be required to implement the solution? City Staff then presented the Draft Business Action Plan to the Task Force to reach consensus as to which solutions should be recommended in the Final Business Action Plan. The Task Force reviewed the City Staffs analysis and identified those solutions and subsequent actions which should be recommended to the City Council. The Task Force believes that it is important that the City Council know which solutions the Task Force thoroughly reviewed but are not being recommended. Therefore, a copy of the Draft Business Action Plan is included with this report for Council review (see Exhibit E). A. Dublin Image/Access 1. Solution: Improve the appearance of commercial properties Recommended Action: a. Strengthen the City's Property Maintenance Ordinance with respect to Graffiti removal to shorten the time allowed to remove graffiti. 2. Solution: Improve signage identifying Dublin and directing visitors to Dublin Recommended Action: a. Improve directional signage on City streets. b. Identify potential locations to improve Freeway signage identifying Dublin and request Cal Trans to install signs. c. Develop & install signage in the City which is visible from the freeways and identifies Dublin. 3. Solution: Establish a Proactive Business Attraction Program Recommended Action: a. Hire an Economic Development Manager to develop Program. 4. Solution: Establish a Proactive Promotion Program for existing businesses Recommended Action: a. The Chamber of Commerce should sponsor proactive promotion programs with the cooperation of the City. 12 ,;.~r,;"." I I I I I I I I I I I I I I I I I I I 5. Solution: Improve access to 1-680 to Downtown Dublin Recommended Action: a. Pursue Cal Trans and Alameda County Transportation Authority to construct the 1-680 hook ramps as soon as possible. b. Complete parallel road south of Dublin Boulevard in conjunction with hook ramp construction. B. Processing/Enforcement Fees 1. Solution: Continue to streamline Planning/Building Permit Processing Recommended Action: a. Consider using part-time contract services in the Building and Safety Department when construction activity increases. b. Make certain the Planning Department has adequate staffing to keep up with the workload. 2. Solution: Continue to emphasize customer service in processing permits and enforcement of ordinances. Recommended Action: a. The City's Customer Service Program and accomplishments in streamlining it's permit process should be publicized and promoted. 3. Solution: Assist business community in understanding the flexibility in handicap regulations. Recommended Action: a. Provide educational seminars to the business community on handicap regulations. 4. Solution: Make certain that the cost of starting and maintaining a business in Dublin is competitive or less than other Tri-Valley cities. Recommended Action: a. Make certain Traffic Impact Fee Study is completed which would eliminate the need for new businesses to pay for individual traffic studies. b. Explore the feasibility of a Downtown Assessment District as one option in financing downtown street improvements. c. Communicate available tax and other financial incentives to businesses. d. The City and DSRSD should regularly review all fees to make certain fees are competitive with other cities. 13 I I I I I I I I I I I I I I I I I I I C. Land/Building Availability 1. Solution: Coordinate planning of Eastern Dublin with the existing business areas in the City. Recommended Action a. Focus on planning for existing and Eastern Dublin. 2. Solution: Proactively communicate with existing businesses/landowners to identify means to improve traffic circulation and modernize older buildings. Recommended Action: a. Continue regular communication with Chamber of Commerce on these issues and with' businesses through the permit process. 3. Solution: Provide the Chamber of Commerce with current information regarding land and rental space availability. Recommended Action: a. Hire an Economic Development Manager to work closely with real estate brokerage community and the Chamber of Commerce in providing current infonnation regarding land and rental space availability. IMPLEMENTATION STRATEGY The Task Force reviewed economic development structures in other communities and the proposals of Councilmember Burton and Council member Houston to establish a Business Commission. The Task Force believes that the City Council, City Staff, and the Chamber of Commerce are adequate at the present time to address those business and economic development issues which may face Dublin and that another City Advisory Commission is not warranted at this time. If the City Council would like additional input from the business community on a need that may arise in the future, it is recommended that the City Council reconvene another Task Force to address that issue. This will avoid the need to utilize valuable City resources to staff another Standing Commission or Committee, when those resources could be directly allocated to accomplishing tasks which enhance economic development and business in Dublin. The Task Force does recommend that an Economic Development Manager be hired on at least a part. time basis to undertake those recommendations identified in the Proposed Business Action Plan.
