Physical Features: Applicant proposes to utilize a portion of the shopping center parking lot to conduct amusement rides. Adjacent Area: Adjoining properties contain similar business uses. PLANNING CONSIDERATIONS: The proposed carnival operation would be located on business property, at the perimeter of the parking area for the shopping center. There is direct access from Regional Street, a major thoroughfare. The carnival would be isolated from nearby residential neighborhoods. Recommendations..of Alameda County Health Department, Alameda County Sheriff, and other agencies should be considered to determine possible detrimental effectE. FINDINGS REQUIRED: Is the use required by the public need? Apparently. Carnivals have been utilized in the general vicinity in the past to promote the community image. Will the use be properly related to other land uses and transportation and service facilities in the vicinity? Yes. Carnival would be located in a business district and adjacent to a major thoroughfare. Will the use, if permitted, under all the circumstances and conditions of this particular case, materially affect adversely the health or safety of persons residing or working in the vicinity, or be materially detrimental to the public welfare or injurious to property or improvements in the neighborhood? No. Not detrimental if operated so as to not cause traffic conjestion nor restricted parking for adjacent business uses. Will the use be contrary to the specific intent clauses or performance standards established for the District in which it is to be located? No. Not contrary as a temporary use in a business district. PRE-HEARING RECOMMENDATION: Approval subject to recommendations of referral agencies (County Sheriff, Health, and Road Departments) and restoration of the site to original condition by March 16, 1976.
