The total cost of the first phase is $3,450 more than budgeted.
The Five-Year Capital Improvement Program provides for a two phase project
which includes not only curb, gutter and sidewalk, but also storm drains.
The first phase of the project was to be undertaken during Fiscal Year-
1983-84 and the second phase during Fiscal Year 1984-85. Staff anticipated
utilizing Community Development Block Grant funds for both project phases.

The Technical Advisory Committee has indicated that if the City would
contribute $45,000 to the project, the County would make available an
additional $53,950 in Block Grant funds for the project. This would be
consistent with the County's policy to require local financial partici- ~
pation. To complete both the 1st phase and 2nd phase of the Dougherty Road
Improvement Project, the revised engineer's estimate is $155,000. The
overall project funding would be as follows:

If the City Council decides to complete the 2nd phase of the project, the
City Council should authorize Staff to complete the plans and specifications
for the storm drains and authorize an additional appropriation from the
Street Improvement Reserve in the amount of $44,900 and authorize the
appropriation of $53,950 in CDBG funds.
The Housing & Community Development Program Staff has also indicated that
should the City decide to complete only the 1st phase, Block Grant funds
would be available to cover the $3,450 shortfall.

Subject: Request for Urban County Contingency Funds
At their February 16,- 1984 meeting, the Urban County Technical Advisory
Committee (TAC) reviewed Dublin's request for $98,950 in Urban County
contingency funds. Since all existing Urban County public improvement
projects have been leveraged with .local contributions, TAC recommended that
Dublin should also contribute to the Dougherty. Road Improvement Project as
part of the project expansion and allocation of contingency funds.
Therefore, Dublin has the option of applying a City contribution of $45,000
and receiving an additional $53,950 in HCD contingency funds to complete the
entire frontage of Arroyo_Vista, or only constructing the first phase of the
project. (1,400 feet) at this time, and resubmit the remaining construction for
HCD funding as a separate project in a future program year.
Modifications to this determination may be possible once you receive the
actual construction bids and can determine a precise budge,t. .- Please contact
