FROM THE DECISION OF THE PLANNING DIRECTOR ON S- 397 Appeal from the decision of the Planning Director in approving a non-rotating freestanding sign with text saying "PAYLESS-ALBERTSONS CENTER" on each side, rather th;on the rotating sign requested with "PAYLESS CENTER" on one side and "ALBERTSONS CENTER" on the other, in the Sutter Hi 11 deveioped center in Dubl in. STATED REASONS FOR APPEAL: Desire to use established logos which would not be compatible on the same sign face. Excessive amount of text on any single face reduces print size and destroys legibility, which is the purpose of the sign. A single name on each side of the requested revolving sign would read more easi ly. REASONS FOR PLANNING DIRECTOR ACTION: The sign as submitted was in accord with the height and area requirements of both the Zoning Ordinance and adopted design policy. The design policy, however, in allowing only a single freestanding sign for each major development specifies that the text should be limited to the name of the center. The separate use of two center names makes this, in effect, two center signs mounted on a single pole. Approval of the two different center nameS could establish a precedent to allow all'of the larger tenants in each center (supermarkets and larger retail stores) to have what amounts to freestanding, identification signs. This could open the gates to th;ot proliferation of freestanding signs the design policy specifically seeks to avoid. STAFF RECOMMENDATION: Uphold the decision of the Planning Director which was based upon the recently adopted revisions to the Dublin Regional Center Design Policy.
