HomeMy WebLinkAboutStaff Analysis 12/3/69 S-293 STAFF ANA L YS I S - DECEMBER 3, 1969 S-293 - SUTTER HILL DEVELOPMENT COMPANY Application for SITE DEVELOPMENT REVIEW on a parcel located on Regional Street between Amador Valley Boulevard and Dublin Boulevard, Dublin. STAFF RECOMMENDATION: Approval subject to all conditions of referral agencies and the design and conditions shown on "Exhibit B, S-293, dated December 3, 1969", Including the following special conditions: (I) Modifications of parking layout to improve access and maneuverability. (2) Elimination of some street access points. (3) All outside electrical, television service and distribution facilities to be installed underground. (4) Submittal of a precise landscaping plan subject to approval by the Planning Director before obtaining a-building permit for any part of this project. (5) Sign approval Is not a part of this Site Development Review. PERTI NENT FACTS: Proposed Development: The first phase of a possible future regional shopping center, the present proposal calls for a 60,000 sq. ft. Drug-Variety store, an 80,000 sq. ft. junior department store, a supermarket and a rental space for several unspecified retail and service uses. The total building area proposed is 206,000 sq. ft.t and 1145 parking spaces are planned. Site: A nearly level, treeless, undeveloped site of slightly over 20 acres, with 880' of frontage on Amador Valley Boulevard, 1300' of frontage on Regional Street and 700' of frontage on Dublin Boulevard. Adjacent Development: Across Amador Valley Boulevard to the north Is an existing neighborhood shopping center; to the west, across Regional Street, is open land with a service station on the north corner and a small retail building approved to be constructed immediately to the south of it; to the south and east, adjacent property Is undeveloped. Zoning: C-I (Retail Business) District. Alameda County General Plan: This area Is shown as the proposed regional shopping center site In the Pleasanton-Upper Amador Planning Area. (Three alternate sites are shown on the plan). SITE DEVELOPMENT CONSIDERATIONS: Building placement on the site is varied to provide architectural interest within limits imposed by project phasing and tenants' requirements. The parking and circulation system could use some modification to clarify parking, access and avoid frictions with maneuvering into parking spaces. Staff proposed "Exhibit BU includes provision for additional separated fee~er lanes within the western parking area to facilitate entry into various zones of the lnt, avoid conflicts at street entry points and reduce the length of parking coridors. Number of curb cuts should be reduced to provide only controlled, space access points to maintain traffic carrying function of abutting county roads. Flexibility for future expansion to the east is provided by the start of a shopping mall running east-west between the two major tenants. A third major tenant located at the eastern end of this mall could generate a strong comparative shopping interaction which would give vitaility to the expanded center. A specific planting plan'in agreement with generalized plan Including size and'type of planting and Irrigation system should be subject to approval by the Planning Director prior to issuance of building permits. In order to m~lntain a high visual quality throughout the development, all outside electrical distribution facilities should be placed underground. Approval of this development should be conditioned upon the prior improvement of Regional Street, which provides access and frontage to this project, In accord with the requirements of Road Petition No. 943. Preliminary drainage plan is in accord with drainage program prepared by Flood Control for the entire area.
