CITY OF Dum.;rN AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 8, 1994 SUBJECT EXHIBITS ATTACHED RECOMMENDATION~: FINANCIAL STATEMENT : : Dublin Fine Arts Foundation (DFAF) Loaned Arts Program Sculpture Agreement #4 Report By Diane Lowart, Recreation Director A. / Letter from Lynne Baer, DFAF Consulting Director; dated August 4, 1994 B. / Resume of Peter Voulkos, Artist C. /::Photo of "Sirius" D. ~Location Map E. ~proposed Agreement If the Council concurs with the conditions under which the artwork will be displayed, authorize the Mayor to execute the agreement and direct Staff to work with DFAF to complete the installation. DFAF shall pay all direct costs. Depending on the location, additional landscape maintenance expenses may be incurred. DESCRIPTION . One of the initial goals of the Dublin Fine Arts Foundation (DFAF) was to develop a "Sculpture Park" which would provide residents with an opportunity to experience different types of artwork. The Foundation has, on three previous occasions, made arrangements with recognized artists to loan large sculptures to the city of Dublin to be displayed at the DUblin civic Center. In the attached letter from Lynne Baer, consulting Director for DFAF, it is indicated that the Foundation would like to display a sculpture created by Peter Voulkos. The sculpture being considered for loan is a 47' by 18' bronze sculpture entitled "sirius". A resume of the artist and a photo of the sculpture are attached in Exhibits Band C. The proposed location for this sculpture would be on the rear grounds of the Dublin civic Center adjacent to the Dublin Sports Grounds. The general area under consideration is identified on the attached location map (Exhibit D). The piece was originally commissioned for the Napa Valley Corporate Park by Kemper Real Estate Management company (Kemper). The property has been sold and the buyers want the piece removed by the end of September. Consequently, a site is being sought to display the work until such time that it is sold. The cost of moving and installing the sculpture will be borne by Kemper. The proposed agreement (Exhibit E) is similar to previous agreements used for loaned artwork. Kemper will retain ownership of the sculpture and agrees to display it until such time that it is sold. In the event that the sculpture does not sell and the City desires that the sculpture be removed, Kemper will be responsible for removing it at no cost to the city. The agreement also provides that the Kemper would be responsible for the ~rovision of property insurance coverage in the event of a loss assoclated with the display. Staff recommends that the city council consider the proposal from DFAF and, if approved, authorize the Mayor to execute the agreement. --------~-~------------------------------------------------------ ITEM NO.~ COPIES TO: Linda Jeffery, DFAF President Lynne Baer, DFAF ConSUlting Director .. . The Foundation has been approached by a representative for the Kemper Real Estate Management Company to place an important and monumental work by the internationally known Bay Area artist Peter Voulkos on long term loan in the community of Dublin at their cost. Kemper needs a location to exhibit the work until they are able to sell it because the buyers of the property for which the work was originally commissioned want the large-scale sculpture removed by the end of September. Completed in 1990, "sirius" is the largest and most ambitious work in bronze undertaken by Voulkos in his long and illustrious career. Voulkos is best known for his ground-breaking work in ceramics. He was one of the first artists in the late fifties to create large-scale sculpture out of clay, a material that was once considered acceptable only for small utilitarian objects. In the late sixties, he began to work with bronze and has continued over the years to create large-scale bronze works for major museums and public commissions across the United States. In the Bay Area, his bronzes can be seen at the Oakland Museum, San Francisco Hall of Justice, and the University Art Museum in Berkeley. We feel this sculpture will be a positive addition to the Dublin Sculpture Park. The Foundation appreciates the continued support of the City council in our efforts to integrate art into public spaces of the community.
