Veterinary Surgical Associates (VSA) was founded in 1992 and is the largest veterinary surgical referral practice in the United States with three current locations in Concord, San Mateo, and Campbell. We are nationally recognized for our excellent reputation of providing the San Francisco Bay Area with the highest quality veterinary care performed with consideration for our patients, their human companions, our referring veterinarians, and the community we serve. Our referral hospitals are beautifully designed with the absolute best for the care of companion animals including: physical therapy, computed tomography (CT), arthroscopy and joint replacement technology, ultrasound, and digital radiography. We have a close alliance with Veterinary Medical Specialists (VMS), founded in 2002 and which specializes in diagnosing and managing the most difficult internal medicine and critical care cases, along with their becoming a leading cancer center for companion animals in Northern California. The newly formed, but affiliated and co-owned, Tri-Valley Animal Emergency Center will provide emergency care for family pets during hours that most veterinary facilities are closed. Working 365 days a year during evening, weekend and holiday hours, few services are more important to the pet owning public. The second floor of our building will be used mainly for storage and a -750 square foot conference room used for monthly staff meetings. There is future potential for the utilization of some space upstairs for offices; however this would not increase our staff or client numbers. Our management team, administrative staff, and our financial office, are all located at our headquarters in Concord, therefore, minimal administrative office space will be needed in Dublin. b. How many employees will you have or propose to have? Our Dublin location will open with approximately 12 employees, and grow over future years to a total of perhaps 30 with no more than 15 present during any shift. c. What are your proposed hours and days of operation? VSA and VMS hours of operation are Monday-Friday from 7:30AM-6:30PM, with patient discharges occurring Saturday AM from 8 -10. The Emergency Center will operate during alternate hours with our referral hospital and generally be open M-F 6PM to 8AM, and 24 hours Saturday, Sunday and Holidays. d. Will your business, activity, or use target a specific segment of the community? Our services directly serve the more than 50% of the area's households that own one or more companion animals. Our specialty hospitals are referral based so will act as an extension of the services provided by approximately 75 regional general veterinary practices. The value of companion animals has been recognized, studied extensively, and celebrated in every form the last few decades. From improving our health, providing companionship, and teaching children critical life lessons - pet ownership has become an essential component of family life for the majority of Americans. Our practices provide the absolute best in veterinary care, at a level equal to or above veterinary colleges such as UC Davis. We serve the pet owning public, and also the family veterinarians who are the first line of healthcare provision for these pets. Through these efforts we also act as public health sentinels, monitoring and addressing any potential zoonotic disease concerns. We are widely recognized as being an excellent employer and community member, interested in promotion of the area's businesses, neighborhoods, values. f. Are there ways in which your business, activity, or use may disrupt the peace of the surrounding residents or businesses? No. g. Will your business, activity, or use have any negative effects on the health or safety of people residing or working in the vicinity? No. h. Will your business, activity, or use create any negative impacts on property, transportation systems, or existing improvements in the neighborhood? No. i. Our project involves the development of a specialty veterinary referral practice (Veterinary Surgical Associates and Veterinary Medical Specialists) at 7159 Amador Plaza Road. Veterinary Surgical Associates (VSA) was founded in 1992 and is the largest veterinary surgical referral practice in the United States with three current locations in Concord, San Mateo, and Campbell. We are nationally recognized for our excellent reputation of providing the San Francisco Bay Area with the highest quality veterinary care performed with consideration for our patients, their human companions, our referring veterinarians, and the community we serve. Our referral hospitals are beautifully designed with the absolute best for the care of companion animals including: physical therapy, computed tomography (CT), arthroscopy and joint replacement technology, ultrasound, and digital radiography. We have a close alliance with Veterinary Medical Specialists (VMS), founded in 2002 and which specializes in diagnosing and managing the most difficult internal medicine and critical care cases, along with their becoming a leading cancer center for companion animals in Northern California. The lot size is 0.74 acres and encompasses one building of 16,716 square feet. VSA & VMS will share a total of -12,700 s.f. (though most of the 2nd story -1,700 s.f. will be used primarily for storage) and an affiliated emergency veterinary facility will occupy the remaining -4,000 square feet of the building. There are no residential dwelling units on this property. There are currently 36 parking spaces and even though this is more than adequate for our business (staffing and client flow), we are exploring the possibility of a reciprocal parking agreement with the neighboring property owner. Concerning scheduling, VSA and VMS hours of operation are Monday-Friday from 7:30AM-6:30PM, with patient discharges occurring Saturday AM from 8 -10. The Emergency Center will operate during alternate hours with our referral hospital and generally be open M-F 6PM to 8AM, and 24 hours Saturday, Sunday and Holidays. Traffic Data Our specialty hospital has a fairly low traffic volume evenly distributed between the hours of 7:30A-6:30P. There is frequently a slight increase in client flow for patient admission between the hours of 8-9A and again during common discharge hours between 4P-6P. We are open on Saturday mornings with minimal staff from 8A-10A specifically to discharge hospitalized patients. The emergency clinic will be operational M-TH 6P-8A and they are open on the weekends from Friday at 6P until Monday morning at 8A- all hours during which the specialty hospital is closed. Emergency clinics typically have their highest client flow between 6-8P, following closure of general practices, and 6-8A prior to our specialty hospital's opening.
