Receive Staff report /k,/'/x/'- 3/,9 . d>/2: Confirm Mayor's appointments to the Task Force Direct staff to schedule Task Force meetings with appointed Task Force members FINANCIAL STATEMENT: An amendment to the existing contract with Singer Fukushimo Evans, Inc. for meeting facilitation and design work with the Task Force related to the downtown monument is discussed as a separate item on this agenda. The funding for the consultant's work with the Task Force during FY 2001-2002 is proposed to be appropriated from existing funds included in Capital Improvement Program Project #94060. An appropriation for the work to be performed in FY 2002-2003 will be added to the Capital Improvement Program (CIP) budget to be considered by the City Council on June 24, 2002. DESCRIPTION: On March 5, 2002, the City's consultant for the implementation plan for the Downtown Streetscape Improvement project, Dave Evans of Singer Fukushima Evans, presented the final design of the first monument to be constructed at the intersection of Dublin Boulevard and Village Parkway to the City Council. At that time, the City Council approved the design of the monument and instructed the consultant to proceed with preparation of the construction bid documents. Following the March 5th meeting, some Council members received input from the public on the design of the monument and requested that Staff bring the item back for reconsideration at the April 2nd meeting. In reconsidering the monument design on April 2, 2002, the City Council determined that a Task Force should be established to assist and review an appropriate design for the initial downtown monument, and that past members of the Downtown Task Force which was active in 1998 to 1999 should be contacted to serve on the new committee. G:kDOWNTOWN 2002\CC sr TaskForceappt .doc Task Force Selection And Meetings: At Council's direction, Staff sent letters to the past members of the Downtown Task Force requesting their participation in the Task Force to develop a new monument design. Ten past committee members have shown an interest in serving on the new Task Force for the monument design, five other community members have also requested that they be able to participate on the committee, and the Mayor has added one resident from the eastern Dublin area. The list of those interested in serving on the Task Force is included in Attachment 1 with the interest forms that were received attached. Mayor Lockhart has indicated that she wishes to appoint all of the interested persons'on the list to the Task Force for the redesign of the monument. It is anticipated that the first meeting of the Task Force will be held on June 28, 2002, and the meetings would conclude at the end of August 2002 or early September. Following the task force meeting process, Staff will bring the new design for the downtown monument back to the City Council for consideration. This is anticipated to occur in late September. Additional Consultant Services: Staff will need assistance from Singer Fukushima Evans, Inc. to facilitate the Task Force meetings and work with' the committee to redesign the preferred monument. A modification to the consultant's contract is necessary prior to the initiation of Task Force review process, and a separate item addressing that issue is included in this agenda. The funding for the consultant's work with the Task Force during FY 2001-2002 (estimated at $5,000) may be appropriated from existing funds included in Capital Improvement Program Project #94060, as all funds in that account have not been expended for this fiscal year. An appropriation of funds for the remaining work to be performed in FY 2002-2003 would be added to the Capital Improvement Program budget to be considered by the City Council on June 24, 2002. Expenditures associated with the Task Force work will occur in late-June through early September 2002. CONCLUSION: It is Staff's recommendation that the City Council confirm the Mayor's recommended appointments to the Task Force for the redesign of the downtown monument at this time. RECOMMENDATION: Staff recommends that the City Council receive Staff report; confirm the Mayor's appointments to the Task Force, and direct staff to schedule Task Force meetings. The committee will review various design alternatives during meetings with a design consultant in order to make a recommendation on the final design of the gateway monument to the City Council. This group is being reassembled to provide input to the City Council in the first phase of the Downtown Streetscape Implementation Plan program which was developed following the adoption of three Downtown Specific Plans in December 2000. The Task Force will be comprised of citizens,' property owners, tenants and City Staff. The first meeting will be held in May 2002, and should conclude with a recommended design for the gateway monument in July 2002. Previous Task Force members and other parties interested in serving on the above committee should sign the attached statement and remm it to the Community Development Department at the address below. If you have any questions regarding the Task Force or the SPecific Plans please call Janet Harbin of the Community Development Department, at 833-6610.
