FINANCIAL STATEMENT:
None
DESCRIPTION: On January 5, 1993, Dublin voters cast ballots
related to Measures A and B, a referendum and initiative related to a
General Plan Amendment and Specific Plan for western Dublin.
Out of 12,671 registered voters, a total of 4,087 ballots were cast at
this special election, which equates to a 32% voter turnout. As an
informational point, a total of 9,764 ballots were cast in the
November election, with 12,680 registered voters, which equated to a
77% voter turnout. On June 2, 1992, DUblin residents voted on a
ballot measure, and out of 10,504 registered voters, a total of 4,609
votes were cast, which equated to a 39% voter turnout. Because far
fewer people typically vote in a special election, precincts were
consolidated down from 16 to 9 polling places.

Because the referendum was successful, the City Council is prohibited
from approving the same or substantially the same plan for a period of
one year from the date of the election. Resolution No. 88-92 which
was adopted by the City Council on July 13, 1992 is therefore repealed
in its entirety.
Staff recommends that the City Council adopt the attached Resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

RECITING THE FACTS OF THE SPECIAL MUNICIPAL ELECTION
HELD ON JANUARY 5, 1993,
DECLARING THE RESULTS THEREOF AND
SUCH OTHER MATTERS AS ARE PROVIDED BY LAW
WHEREAS, a special municipal election was held and
conducted in the City of Dublin, County of Alameda, State of
California, on Tuesday, the 5th day of January, 1993, as
required by law; and
WHEREAS, the City Council requested that the Alameda
County Board of Supervisors allow the Registrar of Voters to
conduct said election; and
WHEREAS, the election was conducted in accordance with
the provisions of the Elections Code of the State of
California; and
WHEREAS, in accordance with Elections Code Section
17088, the County Registrar of Voters has canvassed the
returns of said election and has certified the results.
Said results are received, attached and made a part hereof
as "Exhibit A".
NOW, THEREFORE, the City Council of the City of Dublin
does hereby resolve as follows:
Section 1. That there were nine (9) voting precincts
established for the purpose of holding said election
consisting of consolidations of the regular election
precincts in the city of Dublin as established for the
holding of federal, state and county elections.
Section 2. That said municipal election was held for
the purpose of allowing voters to cast ballots on two
measures related to a General Plan Amendment and Specific
Plan for western Dublin.
Section 3. That the whole number of votes cast in said
City was 4,087. Measure A Yes Votes (937); No Votes
(3,041); Measure B Yes Votes (1,518); No Votes (2,514).
Total number registered voters = 12,671.
Section 4. That the number of votes given at each
precinct are as listed in "Exhibit A" attached.
Section 5. That the City Clerk shall enter on the
records of the City Council minutes of said city, a
statement of the results of said election.

passage and adoption of this resolution; shall enter the
same in the book of original Resolutions of said City; and
shall make an entry of the passage and adoption thereof in
the records of the proceedings of the City Council of said
City, in the minutes of the meeting at which the same is
passed and adopted.

State of California, having canvassed the returns of all votes
cast in the City of Dublin at the Special Municipal Election held
on Tuesday, January 5, 1993, do hereby certify the following to
be a full, true and correct Statement of ,the Results of all votes
cast at said election for and against the following measures:

A MEASURE A: Shall City Council Resolution No. 88-92, adopting a General Plan Amend-
