Adopt Resolution authorizing temporary street closures for the 2007 Day on the Glen Festival FINANCIAL STATEMENT: None DESCRIPTION: As part of the Day on the Glen festivities this year, the City will be continuing the celebration of Dublin's 25th Anniversary on Saturday, September 15th with a special performance by Garratt Wilken and the Parrotheads from 7:00 to 9:00 p.m., followed by a Fireworks Display from 9:05 to 9: 15 p.m. Since the Fireworks Display will be placed on the soccerlcricket field and will require a "FallOut Zone" of 350 ft. in all directions, the City Council is being asked to adopt a resolution to temporarily close a portion of Central Parkway on Saturday evening from 8:30 p.m. to 10:00 p.m. Both a portion of the south parking lot and a section of Central Parkway are within the "FallOut Zone" and must be vacated prior to the Fireworks Display. Vehicle Code section 21101, subdivision (e), provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." Attachment 1 is a resolution authorizing the temporary street closure for the Day on the Glen Festival. Following the adoption of the Resolution, Staff will prepare a direct mailing to all residents and businesses affected by the road closure. ------------------------------------------------------------------------------------------------------------- COPY TO: Page 1 of3 ITEM NO. g.7 G:\COUNCIL\Agenda Statements\2007\8-2 I Day on Glen Street Closures (2).doc FIREWORKS DISPLAY: The Fireworks Display for the Day on the Glen Festival will be set up on Saturday morning, September 15 in the center portion of the cricket/soccer field at the southwest end of Emerald Glen Park (Attachment 2). At the time of installation, a 150 ft. temporary barrier will be placed around the perimeter of the installation area and remain in place for the entire day. In order to have controlled parking near the fireworks area on Saturday, the 200 vehicle parking lot adjacent to Central Parkway will be partially closed in the area within the ultimate "Fall Out Zone". This will leave approximately 100 vehicle spaces that will be used as vendor, staff and public parking. From 7:00 p.m. to 10:00 p.m. a temporary barrier covering a 350 ft. radius will be placed along the "Fall Out Zone" and Security Guards and Staff will be strategically positioned around the perimeter to prevent participants from entering the restricted area. ROAD CLOSURES/PARKING PLAN: Staff from the Parks and Community Services Department has met with representatives from Police, Fire, Public Works and the City's Traffic Committee to review the road closures and traffic plans necessary to accommodate the Fireworks Display as discussed below. All Departments have indicated the proposed site for the Fireworks Display and the limited road closures are feasible for this activity. On Saturday from 8:30 p.m. to 10:00 p.m. Central Parkway from Persimmon Drive to Glynnis Rose Drive will be closed to westbound and eastbound traffic as well as Killian Street from Central Parkway to Belcarra Court. Traffic heading westbound on Central Parkway will detour south on Glynnis Rose Drive. Traffic heading eastbound on Central Parkway will detour north on Persimmon Drive. All residents affected by the road closure on the south side of Central Parkway will have access to their residences from Glynnis Rose Drive. All detour signs will be posted in advance of the closures to properly warn drivers. Leaflets with detour routes will be made available to the police officers and reserves to distribute to drivers during the closures. A No Parking Zone for 5:30 p.m. to 10:00 p.m. will be posted along Central Parkway in both directions within the "Fall-Out Zone" area on Saturday. At the intersection of Hacienda Drive and Central Parkway, signage indicating "Street Closed Ahead - No Vehicle Access to Emerald Glen Park" will be posted as well as additional signage directing traffic to the Park & Shuttle location at Carrl Zeiss Meditec building at Hacienda and Gleason Drive. On both Saturday and Sunday, the Emerald Glen parking lot (130 parking spaces) off Gleason Drive will be available for public parking. In order to provide additional attendee parking, No Parking Signs along the south side of Gleason Drive will be bagged to provide an additional 170 parking spaces. Staff has also met with and secured permission to advertise and direct attendees to the use the 640 vehicle parking lot at the Carrl Zeiss Meditec building, which is 2/3 of a mile from Emerald Glen Park. Additionally, the parking lots located at the Alameda County Public Works Agency maintenance building (80 parking spaces), the SPCA (45 parking spaces) and Animal Shelter (21 parking spaces) as well as 70 parking spaces on Barnet Blvd. (adjacent to the SPCA) will also provide additional parking spaces on both days for overflow parking. The Senior Center Van (14 seat capacity) will provide a continuous shuttle to the festival all day Saturday from the Carrl Zeiss Meditec building parking lot. Two additional shuttle vehicles (35 seat capacity each) will be made available during the peak hours surrounding the music performance and fireworks show from 6:00 p.m. through 10:00 p.m. Page 2 of3 On Sunday, September 16 the 200 vehicle parking lot along Central Parkway will be open and available to the public for attendee parking. Vendor parking will be available in the parking lot adjacent to the portable buildings. RECOMMENDATION: It is recommended that the City Council adopt the Resolution authorizing temporary street closures for the 2007 Day on the Glen Festival. Page 3 of3 li3 RESOLUTION NO. - 07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* AUTHORIZING TEMPORARY STREET CLOSURES FOR THE 2007 DAY ON THE GLEN FESTIVAL WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes: as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing"; and WHEREAS, the City annually celebrates the Day on the Glen Festival; and WHEREAS, the City wishes to conduct a Fireworks Display that will impact City streets; and WHEREAS, the City has determined that it is necessary for the safety and protection of the public to temporarily close City streets as follows; Central Parkway from Glynnis Rose Drive to Persimmon Drive Killian Street from Central Parkway to Belcarra Court Start: Saturday, September 15, 2007 at 8:30 P.M. End: Saturday, September 15,2007 at 10:00 P.M. WHEREAS, signs giving notice of the street closures will be posted at all road entrances; and WHEREAS, traffic control devices erected by the City to effectuate the road closures will conform to the uniform standards adopted by the State Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City of Dublin does hereby authorize the aforementioned temporary street closures for the 2007 Day on the Glen Festival.
