(\LA/'.r 1 FINANCIAL STATEMENT: A budget allocation of $1,720 would be necessary if it is the City Council's direction to establish membership with the NLC. There may be a need to increase travel and training budget because of the location of the conferences and events. DESCRIPTION: At the August 7, 2007 City Council meeting there was direction given to the Staff to follow-up, and supply additional information as it related to possible membership with the National League of Cities Organization. The City of Dublin has budgeted $26,956 in memberships. Those memberships allow the City of Dublin with the needed updates, training, and conferences in order to support the governing of the City of Dublin; League of California Cities; Associated Bay Area Government (ABAG); Conference of Mayors; and U.S. Conference of Mayors. The elements that were explored as it related to the National League of Cities were the annual cost of membership, benefits, cost and location of various National League of Cities (NLC) events, and NLC members in Alameda County. Annual Membership Cost Membership dues for NLC are based upon population statistics from the most recent U.S. Census (Dublin's population was 29,973 in 2000). Therefore, if the City were to join the League, annual dues would amount to $1,720, which would be in effect until the next census in 2010. The City's current population (41,907) would result in annual dues in the amount of $3,525. The current rate schedule for NLC membership is included as Attachment 1. COPY TO: Page 1 of2 1,~ ITEM NO. Benefits generally fit into five categories: networking, information sharing, leadership development, federal advocacy, and recognition for special achievements (a copy ofthe benefits brochure is included as Attachment 2). These benefits are briefly summarized below. · Networking: Opportunity to go to conferences, participate in email groups, and be involved in various councils and committees. · Information Sharing: Weekly newspaper, collection of city best practices, web casts, as well as other items to access information about issues that relate to local government. · Leadership development: Training is available through conferences and other seminars. · Federal advocacy: The League serves as a federal lobbyist for local governments, and provides local governments with judicial representation. Cities receive a biweekly federal update and action alerts when current items require action. · Recognition: Cities are able to showcase successful programs and receive awards for excellence. Locations and Cost for Conference and Events In reviewing the NLC website to gain insight on the various conferences and events, it appears that the locations for these events are concentrated on the East Coast and the Mid-West. The annual conference for the NLC is called the Congress of Cities and Exposition is scheduled to occur in New Orleans, Louisiana on November 13-17,2007. The cost for registration for first time attendees,is $360 dollars and for NLC members who have previously attended the conference the cost is $470, these cost do not include the cost for transportation, hotels, and meals. The other events like the Leadership Training Institutes are priced at $105 to $165 which is usually associated at the annual conference location. NLC Members in Alameda County In reviewing the NLC members in Alameda County there are only four cities Berkeley, Fremont, Livermore and Oakland that currently participate.
