Amendment (approved December 2005).
The Project is a request for Site Development Review for 247 single-family residences on
approximately 72 acres and associated landscape features. Additionally, a Conditional
Use Permit is being proposed to increase the ground floor lot coverage for 18 lots in the
Salerno neighborhood of Positano from 45% to 50%. The CUP is requested to allow the
addition of second floor decks on the rear of the houses which will result in additional lot
coverage. The lot coverage increase will benefit the community by visually enhancing the
architecture and massing, adding interest, providing an alternative product design to the
neighborhood, and in general, improving the community. The affected lots are: Lots 76,
Y4, Y~, Y I, Y~, lU/, lUY, llU, 111, 1 L2, 113, 122, 123, 124, 12~, 13~, 157,216.

CERTIFICATION: I hereby certify that the statements furnished above and
in the attached exhibits present the data and information required for this initial
evaluation to the best of my ability, and that the facts, statements and
information presented are true and correct to the best of my knowledge and
belief.
A Tentative Map and Stage 2 PD for the property were approved in December 2005 and a
final map is being processed in conjunction with this project under a separate process.
Seventy-two of the lots are a minimum 43 feet by 80 feet (Neighborhood A or Cantara);
the remaining 175 lots are a minimum 50' x 100' (Neighborhood B or Salerno). This
project is the first phase of Neighborhood A and the only phase of Neighborhood B.
Signature
The project lies within the southwestern most area in the approved Braddock and Logan
at Fallon Village planned development and is west of the property's open space corridor
and north of the Jordan property boundary. Cantara lies between the Jordan property and
Upper Loop Road (to be called Positano Parkway). The borders of Salerno roughly
extend from Positano Parkway to Forino Drive and Montiano Lane (Streets F and G as
shown on the approved Tentative Map) and from Dublin Ranch's eastern boundary to La
Strada Drive (Street V), the major street for the neighborhoods north of Po sita no
Parkway. Primary access to the neighborhoods will be via Positano Parkway. A 2.8-acre
Semi-public site is located at the intersection of Positano Parkway and the main
residential street accessing Neighborhood A. The Semi-public site is part of this
neighborhood, but is not part of this SDR application. Additionally open space parcels
are included in the neighborhoods for water-quality, aesthetic and grading purposes.

Architecture/Landscape Site Development Review
The following findings relate directly to the specific questions listed under the written
statement section of the City's application submittal requirements for Site Development
Review (SDR). This SDR covers architecture and site plan review for Cantara and
Salerno at Positano, as well as frontyard landscaping and walls/fencing details. Other
landscape related SDR items were approved as part ofPA 04-040 (Braddock and Logan
at Fallon Village). For more information on the area and items covered here, refer to the
SDR drawing reductions in this section.
A. What type of business, activity or use are you proposing?

Review, hereinafter referred to as the SDR Area, proposes 247 single-family
residences on approximately 72 acres and associated landscape features. Seventy-

This project is the frrst phase of Neighborhood A and the only phase of
Neighborhood B.

West Cantara Drive. The Semi-public site is part of this neighborhood, but is not
part of this SDR application. Additionally open space parcels are included in the
neighborhoods for water-quality, aesthetic and grading purposes.

There are no planned activities or uses that will have a negative effect on the
health or safety of persons residing or working in the vicinity, nor which are
detrimental to the public health, safety or general welfare.

Describe how the design of the project including site layout, structures,
vehicular access, circulation and parking, etc. will provide a desirable
environment for the future development.
The Development Plan for this project proposes 247 units of Low Density
Residential homes on a site sensitively graded to mimic the historical topography
of the property. Seventy-two of the lots are a minimum 43 feet by 80 feet
(Neighborhood A or Cantara); the remaining 175 lots are a minimum 50' x 100'
(N eighborhood B or Salerno). This proj ect is the first phase of Neighborhood A
and the only phase of Neighborhood B.
The homes in Cantara and Salerno are of high-quality architecture with many
architectural elements decorating the fa9ades and wrapping around all sides of the
buildings. The massing of the buildings is stepped to avoid "boxy" homes and
provide an interesting streetscape. Landscaping within the community is
generous, with street trees lining the neighborhood streets in landscape strips. All
project streets and paths paralleling the street are shaded and enhanced by trees
and plantings in the median, landscape strips and the areas between the paths and
the community walls/units. Plantings and hardscape elements are used to create
attractive community and neighborhood entries. The community walls visually
unify the two neighborhoods along Positano Parkway. Views from the Salerno
neighborhood to the adjacent Dublin Ranch Golf Course are integrated into the
site plan through the inclusion of open-ended cul-de-sacs that open onto the golf
course property.
The project lies within the southwestern most area in the approved Braddock and

the Jordan property and Positano Parkway (formerly known as Upper Loop
Road). The borders of Salerno roughly extend from Positano Parkway to F orino

Map) and from Dublin Ranch's eastern boundary to La Strada Drive (Street V),
the major street for the neighborhoods north of Positano Parkway. Primary access
to the neighborhoods will be via Positano Parkway. The layout of the streets will
permit easy access to the future parks and school adjacent to Neighborhood A
either by car or on foot.

F.
Is the site physically suitable for the type and intensity of development
proposed?
The Project Area is physically suitable for the type of residential use proposed.
The hillsides of the site are best suited to lower density residential uses and few
trees exist in the area. The residential neighborhoods will be sheltered from noise
generated by traffic on the freeway.
The project will not adversely affect the health or safety of persons residing or
working in the vicinity, or be detrimental to the public health, safety and welfare
for numerous reasons. No uses that produce noxious odors, hazardous materials,
or excessive noise are permitted. Any landslide areas that may potentially impact
development would be avoided, stabilized or removed as required to allow for
safe development. According to the Flood Insurance Rate Map, panel 115 of 325
(community-panel number 060001-01 15C) for Alameda County, California, dated
revised September 17, 1997, no portions of the Project Area are within the 100-
year flood plain.
Aii traffic impacts of the Project that might affect the pubiic, heaith, safety or
welfare have been analyzed and mitigated for, as needed.
This project's proposed land use plan is consistent with that indicated in the
General Plan and Eastern Dublin Specific Plan. The project will mitigate impacts
on the environment, including wildlife and its habitat. All applicable local, state
and federal regulations concerning the protection of these elements will be
adhered to.
G.
Describe how the proposed development may impact views.
The site is currently being mass graded. The disturbed areas are being graded to
transition smoothly and conform to existing slopes and will be hydro seeded with
native grasses and other landscaping to quickly vegetate the hillsides so no long-
term visual impacts will occur.
The views from the A5 and A 7 neighborhoods of Dublin Ranch Area A and the
Dublin Ranch Golf Course would change as the undeveloped land transforms into
urban development, as envisioned by the Eastern Dublin Specific Plan and the
General Plan. Grading has been designed to be sensitive to views from the
Dublin Ranch neighborhoods, and to avoid deep gullies and razorback ridges.
Views from Fallon Road along the Jordan Property will be altered by this project,
as the southernmost proposed homes and slope banks will be visible to motorists
as an interim condition before the development of the Jordan property obstructs
views of the lower portion of the site. The site is more than 700 feet from Fallon
Road, outside of the City's scenic corridor area for Fallon Road, and will not
block views of the protected primary ridgeline to the north and east.

H.
Describe the physical characteristics of the site including existing slopes and
topographic features.
The topography of the Project Area is comprised of gentle to steeply rolling hills,
with slopes exceeding 30% in some places. The lowest elevation of the Project
Area is at approximately 470 feet above sea level, while the highest elevation is at
approximately 660 feet. No trees meeting the City's definition of a heritage tree
exists on the properties. Non-native vegetation has been removed, as currently
the site is being mass graded.
I.
Describe the architectural design/theme of the development including
character, scale and quality of the design, and explain how the project will
relate to and be compatible with the existing site and the character of adjacent
buildings, neighborhoods and uses.
Cantara at Positano brings the old European village sensibility to Fallon Village
through several distinct architectural styles (Monterey, Tuscan, Spanish Colonial,
and Itaiianate). Each architecmrai styie has unique forms and nch detaIls
representing its style such as custom shutter details, ornate wrought iron details,
and rich stone veneer. These features will wrap around the house, so not just the
front elevation is enhanced by these elements.
Five floor plans have been created for Cantara, ranging in size from 1,942 to
3,027 square feet. The design of the homes has allowed the architects to create an
upstairs family room that can serve as private play area for children separate from
the more formal and public first floor family room, a feature rarely found in
homes in the area. Plan Three includes an upstairs granny unit to be used as an
affordable unit. The five plans are all at least two-story, with Plans Three and
Five including a half-story tower that includes a den/office. Garage doors are set
back at least 18 feet from the street and all plans have covered shading structures
such as loggias and patios at the front entry to de-emphasize the garage. These
features soften the architectural mass, in addition to presenting a pedestrian-
friendly face and human-scaled element to the street.
Salerno at Positano is envisioned as an upscale hillside residential community
with four floor plans ranging in size from approximately 2,750 s.f. to 3,550 s.f.
Each home has been designed for distinct buyer profiles and to create varied
massing to the street for a diverse streetscene. The Plan One is a master down
plan with "nested" upper level to present a one-story profile to the street. Plans
Two and Three have a third level option, which introduces a tower element very
appropriate to the hillside setting. Plan Four has a mid-home courtyard to open the
middle of the plan and allow for alternate roof forms. Most of the plans have been
designed to create usable private open space opportunities in front and sideyards,
as well as large rear yards. The garages have been deemphasized with
architecture-forward plans, varied setbacks, 12" recesses and upgraded garage
doors with varied configurations and optional glass panels.

Each floor plan will have three distinct exterior elevations chosen based on
appropriate massing from a palette of compatible themes found in Dublin. The
styles include Cottage, French County, Italianate, Spanish and Tuscan. The use of
multiple styles will increase the custom feel and diversity of the streetscene with
varied roof forms, pitches and overhangs; window shapes and break-ups; shutter
configurations; trim profiles; gable treatments; exterior materials; and style
specific details. Each style will have two to three different color palettes for a
total of 12, which will provide an additional layer of diversity to the exteriors. The
quality of the architecture will be carried to the sides and rears. Rear balconies,
front courtyard walls and third level options further tailor the homes to their
buyers needs and customize the exteriors. The quality of the forms and details and
the compatibility of the styles will create a cohesive, upscale neighborhood.
The homes in Cantara and Salerno share some architectural styles and many
elements and will be visually compatible with each other. Likewise, the homes in
Salerno and Dublin Ranch Neighborhoods A6 and A 7 are similar in style and size
and will be visually compatible. The homes work with the grading plan, which

topography. The undeveloped areas around Cantara and Salerno are zoned for
similar housing types and will mesh well with the homes propose as part of this
project.
J. Describe how the landscape features have been designed so as to insure visual
relief and an attractive environment for the public.
Cantara and Salerno will be an oasis in the rolling grasslands as it is designed to
be reminiscent of rural villages of the Mediterranean. The design character for
the landscape system builds upon this agrarian Mediterranean theme, emphasizing
the contrast between the verdant, tree-lined streets and the surrounding dry natural
grasslands. The proposed development physically and visually connects to the
surrounding hills and provides pedestrian and open space linkages into these areas
with open space corridors and trails. As with the architectural styles, landscape
elements have been selected to enhance and continue the Mediterranean character.
The resulting impression is of a compact village nestled into the topography with
distinctive streetscapes, architecture, neighborhoods, and gateways defined by
architectural and landscape monumentation.
Two installations of public art are associated with this project. The first art piece
is located at the southeast comer of the intersection of Fallon Road and Positano
Parkway at the southern end of the community entry feature. The second piece is
located along Positano Parkway, where the street first enters the neighborhoods.
The piece is located on the south side of the Parkway, directly south of the Semi-
public parcel. The City and the project applicant have agreed upon these

locations and the future art design process will follow the City's Public Art
Ordinance.

Is the proposed project located on a hazardous waste and substances site? (A
list is of these sites is available in the Planning Department).
An Environmental Site Assessment has been conducted on the property.
According to the Assessment, there are no registered hazardous waste or
substance sites known to exist on the Project Area. Copies of this report have
been submitted to the City.
Site reconnaissance and records review of the Environmental Site Assessment
performed for the property yielded no evidence of contamination or nearby
leaking underground storage tanks. Various chemicals were found to be stored
on-site, but no contamination had occurred. Additionally, no friable asbestos
containing materials were found at the site. Prior to the initiation of mass grading,
all chemicals, materials, buildings and other structures were removed per the
recommendations of the environmental/hazardous material report.

CONDITIONAL USE PERMIT
The proposed use and related structures is compatible with other land uses,
transportation and service facilities in the vicinity.
Introduction
The Project includes a Conditional Use Permit (CUP) accompanying an SDR application.
This CUP would increase ground floor lot coverage for 18 lots in the Salerno
neighborhood of Positano from 45% to 50%. The CUP is requested to allow the addition
of second floor decks on the rear of the houses which will result in additional lot
coverage. The lot coverage increase will benefit the community by visually enhancing the
architecture and massing, adding interest, providing an alternative product design to the
neighborhood, and in general, improving the community. The Salerno neighborhood is
comprised of 5.000 square foot minimum Low Densitv Residential lots. Chanter
8.32.080 of the Zoning Ordinance says that a CUP - approved by the Pla~ing
Commission may be used as a means for approving minor amendments upon a fmding
that the amendment substantially complies with and does not materially change the
provisions or intent of the adopted Planned Development Zoning Ordinance for the site.
The Salerno neighborhood was approved as a part of the Stage 1 Planned Development
Plan, Stage 2 PD and Vesting Tentative Map for the Braddock and Logan at Fallon
Village project in December 2005 (PA 04-040).
The proposed second floor decks are compatible with the surrounding low density
residential neighborhoods and will have no effect on public service provision or
transportation facilities. These decks and the associated coverage of the ground floor area
will provide additional variation and interest and will be entirely contained on the
individual lot.
It will not adverse~v affect the health or safety of persons residing or working in the
vicinity, or be detrimental to the public health, safety and welfare.
The increase in lot coverage of residential uses by incorporating an allowance for these
second fioor decks will not adversely attect publ1c health, satety or weltare as there wIll
still be adequate rear yard area for the individual residents. There will be no impact to off
site uses.
It will not be injurious to property or improvements in the neighborhood.
Permit Allowances
The permission to exceed lot coverage will not be injurious to property or improvements
in the neighborhood. The structures will not be located in the public right-of-way and
will not affect public improvements adversely. Adequate provisions have been made
through the Stage 2 Planned Development Plan to assure adequate setbacks from adjacent
properties so as to not impact off site uses.
The Conditional Use Permit shall allow:
For the following 18 lots in the Salerno neighborhood of Positano, the ground floor lot
coverage would increase from 45% to 50%: Lots 76, 94, 95, 97, 98, 107, 109, 110, 111,
112, 113, 122, 123, 124, 128, 138, 157,216.
There are adequate provisions for public access, water, sanitation, and public utilities
and services to ensure that the proposed use and related structures would not be
detrimental to the public health, safety, and welfare.
The provision of the second floor decks allowed by this Use Permit would not require
additional public access or public utilities than those already identified and provided.
These structures would not adversely affect public access, water, sanitation or public
utilities.
The subject site is physically suitable for the type, density and intensity of the use and
related structures being proposed.
The minimum 5,000 square foot residential lots that are subject to this permit can
physically accommodate an increase in lot coverage without creating a nuisance for
neighbors or harming the architectural integrity of the individual homes or the
neighborhood.

It will not be contrary to the specific intent clauses, development regulations, or
performance standards established for the zoning district in which it is located.
The 5% additional lot coverage increase is not contrary to the intent clauses, development
regulations or performance standards for the subject lots. In fact, the lot coverage
increase will benefit the community by visually enhancing the architecture by improving
building massing and interest, providing an alternative product design to the
neighborhood, and in general, enhancing the character of the community. The setbacks
found in the Stage 1 PD and Stage 2 PD development standards (P A 04-040) for the
neighborhood and in Chapter 8.40 of the Zoning Ordinance will still govern placement of
the accessory structures.
It is consistent with the Dublin General Plan and with any applicable Specific Plans.
The slight increase of lot coverage within this low density residential land use
designation is consistent with the Dublin General Plan and the East Dublin Specific Plan.
