Initiation of Proceedings - Landscaping and Lighting
Maintenance Assessment District 93-1

FINANCIAL STATEMENT: Per the City Council's direction, the total assessment per single
family home for this proposed landscaping and lighting
maintenance district is not to exceed $18.00 for Fiscal Year
1993-94. A City-wide assessment would raise an estimated
$165,400. The Stagecoach and Villages area assessment districts
already maintain portions of Amador Valley Boulevard,
Dougherty Road, and Stagecoach Road landscaping, and if these
two districts are levied a zero assessment for the new district, the
total new revenue would be reduced to $130,000.
The annual administration of a maintenance district would cost
about $10,000, including Staff time, data processing, noticing,
and collection. These costs would be paid by the assessment
district.
DESCRIPTION: At the March 22 meeting, the City Council reviewed potential cost cutting
measures as well as new revenue sources in order to continue to provide needed services while
anticipating a 1993-94 property tax reduction from the State in excess of $1,000,000.
One of the potential revenue sources that the City Council directed Staff to look into was formation of
a new maintenance assessment district to help pay the maintenance cost for park and street
landscaping. The City Council further directed that the cost should not exceed $18.00 per single-
family home for Fiscal Year 1993-94.
At the April 26th meeting, the City Council indicated a desire to proceed with the process of
establishing a landscaping maintenance assessment district so that, if needed, assessments could be
collected for Fiscal Year 1993-94. Adoption of the resolution attached as Exhibit I would designate
the City Engineer as engineer for the proceedings and authorize Staff to begin preparation of the
Engineer's Report. The boundary of the district is proposed to be the City Limit.
Once the report has been prepared, Staff would return to the City Council with a resolution of
intention to form the district. A public hearing date would also be set at that time. The decision on
how to handle the new assessments within the two existing landscape maintenance districts would be
resolved through the hearing process and final setting of assessments.
It should be noted that because of a new State Law, the City must now send each individual property
owner a 45-day notice of the public hearing which sets the levy of assessments, and two public
hearings are now required. This procedure must be followed for each assessment district on an annual
basis.
Staff recommends that the City Council adopt the resolution initiating proceedings.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
INITIATING PROCEEDINGS FOR CITY OF DUBLIN
LANDSCAPING AND LIGHTING MAINTENANCE ASSESSMENT DISTRICT 1993-1
WHEREAS, the City Council proposes to form an assessment district pursuant to the
landscaping and Lighting Act of 1972 (Section 22500 and following, Streets and Highways Code) for
the purpose of maintaining the following improvements:
The maintenance of landscaping within public rights-ofway, including street
landscaping, street trees, and park landscaping and related improvements.
WHEREAS, the proposed assessment district shall be designated Landscaping and
Lighting District No. 1993-1, City of Dublin, Alameda County, California, and shall include the land
shown on the map designated "Assessment Diagram, landscaping and Lighting District No. 1993-1,
City of Dublin, Alameda County, California, which map is on file with the City Clerk and is,hereby
approved.
NOW, THEREFORE, BE IT RESOLVED that the City Engineer of the City of
Dublin is hereby designated Engineer for the purpose of these formation proceedings, and that the
City Council of the City of Dublin does hereby direct the Engineer to prepare and file with the City
Clerk a report in accordance with Article 4 of Chapter 1 of the Landscaping and Lighting Act of
1972.
