FINANCIAL STATEMENT: None
DESCRIPTION: The schematic design will establish the final design direction for the
new Civic Center Library. The consultant will be presenting plans, elevations, sketches, and building
materials for the Council's review and approval. The schematic design also addresses operational needs,
maintenance requirements and phasing. The purpose of the Presentation is to provide information on the
design direction for the building and the site, allow for Council input, public input and give the Consultant
direction and comments to move forward with the project.
Background
At the December 7~ Council Meeting the Architectural Consultant presented the Conceptual Plan of the
Library. The presentation included the Site Plan, Floor Plan, Phasing Plan and Massing Studies. The
plans were generated using the direction of City Council, the Preliminary Library Program, comments
from the Public, the Library Review Committee, and input from Library and City Staff.
At the February 15th Council Meeting the Library Programming Consultant presented the Final Draft of
the Library Program. The presentation provided an update on the Library Building Program, allowing for
Council and public input for the final report. The library program established the space needs for the
activities identified in the Library Task Force Study. The program also identified functional relationships,
operational needs, maintenance requirements and phasing.

The Schematic Design reflects the input from the December 7th meeting and the approved Library
Program Report recommendations that included several changes. The changes are: an increase in the
community meeting room size from 1550 Square Feet to 1850 Square Feet; an increase in Phase I from
28,000 Square Feet to 30,000 Square Feet with full build out to 37,000 Square Feet; an increase in the
entry area from 100 Square Feet to 200; and the recommendation for sustainable or "green" design.
Recommendation
It is the reCommendation of Staff that 'the City Council take the following action;
1 Receive presentation from the Consultant
2 Receive public comment
3 Approve Library Schematic Design or provide direction to Staff and the Consultant
