DESCRIPTION:
At its meeting of May 27, 1986, the City Council authorized Staff to
advertise for bids for Contract 86-2, Amador Valley Boulevard, Village Parkway to
Dougherty Road, Street Reconstruction, Street Lighting, and Landscaping.
The City received a total of four bids (see attached bid summary) for
this project. The low bidder was Oliver de Silva, Inc., with a bid of $878,848.00.
The budgeted construction funds total $931,000. If there are excess FAU funds from
this project, they will be used for the San Ramon Road Phase II project to reduce the
General Fund expenditure for that project. Actual reimbursements for Contract 86-2
will be less than calculated using the budgeted construction cost as the lower bids
will be reflected in the portion charged to the Villages project.
Staff has reviewed the low bidder's proposal and checked the low bidder's
efforts to attain Disadvantaged Business Enterprise goals. The low bidder has
attained the Disadvantaged Business Enterprise goals set for this project, and Staff
has received verbal approval from the State of California to award the bid.
Staff recor~nends that the City Council award the bid to Oliver de Silva,
Inc., the low bidder.
