FINANCIAL STATEMENT :
$122,960 is available in the Capital
Improvement Program for this project
DESCRIPTION : One of the high priority goals identified by
the City Council was to renovate the Heritage Center. A preliminary
scope of work for the renovation of the Original Murray Schoolhouse
and the Old st. Raymond's Church has been prepared by Staff and
reviewed by the Heritage Task Force. Although the Heritage Task
Force has not yet developed final recommendations on the operation of
the Heritage Center, they have recommended that the City proceed
with the renovation of the Heritage Center (Exhibit A).
Staff has prepared a Request for Proposals

At the November 4, 1993 meeting of the Heritage Task Force, the Task
Force reviewed the proposed scope of work prepared by city Staff for
the renovation of the Original Murray Schoolhouse and Old st.
Raymond's ehurch. The Task Force concurred with the proposed scope of
work and agreed that the City should proceed with the renovation of
the Schoolhouse and Church even though the Task Force has not yet
finalized it's recommendations with regards to the operation of the
Heritage eenter.

TO PROVIDE ARCHITECTURAL SERVICES
FOR THE RENOVATION OF THE
ORIGINAL MURRAY SCHOOLHOUSE AND OLD ST. RAYMOND'S CHURCH

BACKGROUND
The City of Dublin has recently acquired the historic Dublin Heritage
Center. The Heritage Center is located on Donlon Way in Dublin and is
comprised of the following three historical elements:
Dub~in Cemetery
The Dublin Cemetery was acquired from the Dublin Cemetery, Inc. in
October of 1993. Land for the cemetery (Catholic portion) was donated
by Michael Murray and Jeremiah Fallon, both of whom are buried in the
cemetery. The non-sectarian portion of the cemetery was donated by
James W. Dougherty, founder of Dougherty station, the town before it
became Dublin. The first internment in the pioneer cemetery, in 1859,
was Tom Donlon, who was killed in an accident during the construction
of the church. Jeremiah Fallon was one of the rescuers of the
ill-fated Donner Party.

The original Murray Schoolhouse was acquired from the Dublin
Historical Preservation Association in November of 1993. The Original
Murray Schoolhouse is a Point of Historical Interest (Reg. No.
Ala-029) in Alameda County. The building was the first.school built
in the Amador-Livermore Valley in 1856. It was built as a one room
schoolhouse by the original settlers of the valley, was later expanded
by addition of a second classroom and was used as a school for 95
years until its relocation to its present site in Dublin in 1951.
PROJECT DESCRIPTION
The proposed project provides for the renovation of the Original
Murray Schoolhouse and the Old st. Raymond's Church. The preliminary
scope of work is as follows: 1) Church - dry rot removal/repairs,
handicapped modifications, bell tower repairs, electrical upgrade and
exterior painting; 2) Schoolhouse dry rot removal/repairs,
handicapped modifications, porch repair/replacement, electrical
upgrade and exterior painting.

REQUEST FOR PROPOSALS - DUBLIN HERITAGE CENTER RENOVATION

Work to be undertaken as part of this project shall consist of the
following:
o Pre-design consultation with City staff
o Attendance at no more than two public meetings
o Coordination of work with other interested public and private
organizations as requested by the city
o Development and compliance with a reasonable time schedule for
the work specified
o Preparation of probable construction costs to be used as a
guideline in preparing construction documents
o Preparation of construction documents to include working draw-
ings and technical specifications setting forth in detail all
aspects of design, function and construction to be used for
securing bids for construction of the project
SELECTION PROCESS
Four copies of your proposal should be submitted to the office of the
City Manager by 5:00 p.m., Thursday, December 30, 1993. Proposals may
be hand delivered to the Dublin Civic Center, 100 Civic Plaza, Dublin
or mailed to P.o. Box 2340, Dublin, CA, 94568.
The following information should be provided as part of your proposal:
o Narrative describing how the project will be accomplished.
o statement of qualifications including a list of projects that
the firm/consultant has completed which are similar to the
project described above. Submittals should include reference
names and phone numbers.
o Timetable for completion of the project.
o Consultant fee schedule.
o Statement of professional liability coverage.
Following a review of the proposals received, the City may elect to
conduct interviews with qualified firms.
The following criteria will be used in evaluating proposals:
o Understanding of project
o Experience on similar projects
o Education and experience of key personnel
o Ability to meet schedules
o Quality of completed work
o Proposed timetable
The City of Dublin may reject any and all proposals.
