Greg Kent 2) Letter from Dublin Investments 3) Plan of Proposed Change RECOMMENDATION: ~ A 1 ) Receive Staff Report. Bear property owners if they wish to speak. Deliberate and give Staff direction as to redesign and negotiations with contractor -OR- leave the median as designed. FINANCIAL STATEMENT: If approved, the additional present cost to the City would be approximately $11,000 to $13,000. The estimated future savings to the City in rightpof-wa~ cost is $34,500. ,~ DESCRIPTION: ~-. ~ Approximately two months ago, Mr. Greg Kent met with the City Engineer to discuss Mr. Kent's request to keep open a driveway facing Dublin Blvd. west of Sierra Court when the new medians were installed with the Sierra Court signal. In order to allow left-turn access in and out of the driveway, the left turn staging lane would have to have been shortened for the eastbound left-turn movement. Staff had TJKM review this situation, and they determined that the length designed was necessary in order to preclude cars from backing up into the eastbound through lane. On Friday, August 1, Mr. Kent met with the City Attorney and the City Engineer and made a proposal which requested a left-turn, in-only, in exchange for the necessary dedication of right-of-way for the future widening of Dublin Blvd. [~.~., Staff indicated they would review the feasibility of the change if Mr. Kent and his next-door neighbor made the same dedication offer, subject to ~eview ~nd approval of the City Council ...... ,F~r. The estimated cost of this area, at the property owners' valuation of $15.00 per square foot, would total $69,000. Since there are easements acro~ property, the. realistic value//. would probably be approximately 50% or~$34.500.~ T-he g~ning along this area is not presently in the five-year Capital Improvement Program, as it would not create an additional traffic lane but rather a parking lane. It would appear to be a good exchange for the City, assuming that the City would do this widening prior to property redevelopment, in which case the developers would be required to dedicate right-of-way and install their own improvements. BOX 236 ALAMO, CALIFORN IA 94507 (415) 828-7810 August l, 1986 Honorable Peter Snyder, Mayor City of Dublin 6500 Dublin Blvd., Suite 101 Dublin, Ca. 94568 Dear Mayor Snyder: For Traffic Safety reasons that I have discussed with Lee Thompson, I have requested that the median improvements under construction on Dublin Boulevard be modified so as to provide a left turn only opening in front of the driveway which leads into my property and the adjacent property fronting Dublin Boulevard. Mr. Thompson has indicated that such design may be feasible. If the City is willing to modify its median design to accomadate the concerns of my neighbor Dublin Investments,(a Partnership)and me, we would be willing to dedicate to the City a strip of land fronting Dublin Boulevard for the future widening of that street. Specifically, I would dedicate a strip of land approximately 8 feet wide along the Dublin Boulevard frontages of the parcels owned by me on the east side of Sierra Court (Tri-Valley Herald Building) and on the west side of Sierra Court (California Custom Carpets and Dublin Office Supply Building). It is my understanding that Mr. Thompson would, if my proposal is accepted, prepare the necessary legal description for the dedicated land. It is also my understanding that the dedication would contain lanquage which would exempt me from any obligation to pay for the street improvements constructed when Dublin Boulevard is widened, and that consilderation would be given to combining the two existing drives that are on the common property line. The dedication would save the City a considerable sum in acquisition costs, as the current market value is approximately $15.00 per square foot.
