DESCRIPTION:
In May, 1986, the City Council awarded Contract 86-4, the reconstruction
of Dublin Blvd. at Sierra Court, to Steiny and Co., Inc. The contract included
installation of a traffic signal, median islands, street lighting, and landscaping.
During the construction period, the City Council authorized extra design
work and c6nstruction improvements to create a left-turn pocket to access the Greg
Kent property and the neighboring property on Dublin Blvd. west of Sierra Court.
This work was carried out in exchange for right-of-way concessions from the two
property owners for future widening at a value far in excess of the $13,000 cost of
the left-turn bay. There were also modifications during preliminary engineering and
design due to the changes in site location between the Imperial Freehold project and
the future Civic Center.
The City Engineer has reviewed the work and determined that it is
complete and in accordance with the approved plans, specifications, and
modifications. Staff recommends that the City Council accept the improvements,
authorize retention payment to Steiny and Co., Inc., in the amount of $20,918.80, and
authorize a budget transfer of $3,757 from the Contingent Reserve.

DESCRIPTION:
Approximately two months ago, Mr. Greg Kent met with the City Engineer
to discuss Mr. Kent'S request to keep open a driveway facing Dublin Blvd. west
of Sierra Court when the new medians were installed with the sierra court
signal. In order to allow left-turn access in and out of the driveway, the
left turn staging lane would have to have been shortened for the eastbound
left-turn movement. Staff had TJKM review this situation, and they determined
that the length designed was necessary in order to preclude cars from backing
up into the eastbound through lane.

staff indicated they would review the feasibility of the change if Mr.
Kent and his next-door neighbor made the same dedication offer, subject to
review and approval of the City Council.
Mr. Kent and Mr. Eschen did deliver letters of intent to the City on
August 4, copies of which are attached.

The land area that the City would receive is approximately 4,600 square
feet and would complete all necessary right-of-way acquisition between
Dougherty Road and the Alamo Creek channel. The estimated cost of this area,
at the property owners' valuation of $15.00 per square foot, would total
$69,000. Since there are easements across this property, the realistic value
would probably be approximately 50% or $34,500.
The widening along this area is not presently in the five-year Capital
Improvement Pro~ram, as it would not create an additional traffic lane but
rather a parking lane. It would appear to be a sood exchange for the City,
assuming that the city would do this widening prior to property redevelopment,
in which case the developers would be required to dedicate right-of-way and
install their own improvements.
