MmgatJon measures should be Idennfied and findmgs should be discussed for state facllttIes Please see
tne Caltrans GUIde for the PreparatIOn of Traffic Impact Studies
Response A focused Tnggenng Analvsls was prepared for the wmdstar ProJect the hotel and retml
proJect to determme If any off sIte Improvements were necessary to serve the Project The hotel and
retail projects are not currently under revIew at thIS tIme but were revIewed to take mto account any off

conducted for each of these proJects m connectIOn with pnor CEQA reVleVl S and proJect approvals
The 2001 Dublm Pleasanton BART StatIOn and TranSIt VIllage ProJect Supplemental EnVIronmental
Impact Report (SEIR) (SCH#20000420:>8) mcluded a traffic study whIch analvzed a 210 reSIdentIal

threshold establIshed by the Alameda County Congestlon Management A.genc) for addItIonal revIew
The pnor traffic stIIdy was adequate to reVleVl Impacts related to the reSIdential proJect as updated by the

Impact
The entIre BART StatIon and TransIt \tIllage Project has been reViewed In several CEQA documems
most specIfica!h m the SElR, as detaIled In the MND The VVmdstar PrOlect IS part of a TranSit Onented
Development (TOD) which mcludes pedestnan access to public transit (mc]udmg a neVI BART StatIon)
retaIl entertaInment and commercIal uses and m the futIIre VIllI also mclude dddltlOnal office spac_
retaIl and housmg umts The BART StatIOn \\Ill be a transIt hub and Will have a bus pick up and orOD
off area for se\ era! bus Imes whIch can also De used by commuters m addItIon to the BART rail system
The \Vmdstar ProJect requests only an 1I1crease m the number of reSidentIal unItS It proposes no change
to the rest of the TOD that was prevIOus]) anahzed
Traffic Impacts related to the addltlonal dwellmg umts are expected to be mmor based on the proXlffiltv
of publIc tranSIt and the typical deSIre of occupants of a TOD to take advantage of transIt and pedestnaJJ
OpportunItIes m the area TODs typlcdlly nave fewer vehIcle mps than dwellmgs located more than 1/
mlle from transIt hubs De, elopment of a reSIdential proJect m thiS locatIOn represents smart growth IT)
that It WIll reduce vehicle mps whIch reduces congestIOn and illr qualIty Illlpacts IS an mfill
development whIch protects greenfields and places development where It can be served by eXIstm~
servIces and encourages walkmg blcvclmg or the use of public tranSIt
