The budget for the 1986-87 Fiscal Year is zero, as it was
anticipated that all monies would be paid out during the 1985-86 Fiscal Year.
Expenses for this Fiscal Year are $4,883.37 (retention), plus $527.00 in
Engineering, for a total of $5,408.37. The approved budget for construction
was $49,000 including a $5,000 transfer when the bid was awarded.
This slurry seal project is part of the Street Maintenance
Operating Budget and was budgeted for the 1985-86 Fiscal Year. Because the
project was completed the last few days of the Fiscal Year, the retention was
not paid out of 1985-86 funds and was carried over into this Fiscal Year.
DESCRIPTION:
In May of 1986, the City Council awarded Contract 86-5, the Annual
Slurry Seal Program, to Valley Slurry Seal, Inc.
Slurry seal is a preventive maintenance technique used to prolong
the life of a street. It consists of a sand/oil mixture which seals cracks
and provides a new uniform wearing surface. The City streets are presently on
a five- to seven-year cycle depending upon the level of wear.
When this project was previously bid in the fall of last year,
only one bid of $56,365 was received. This bid from Valley Slurry Seal was
based on a unit cost of $0.0693 per square foot. This bid was rejected by the
City Council on October 14, 1985, for rebid in the Spring, hopefully to
receive a more competitive bid.

During the construction phase, it was noted that the surface of
the westbound lanes of Dublin Blvd. was becoming smooth, and this area was
added as a safety measure. The cost of design and inspection includes the
work involved in rebidding the project and the post -winter survey and markout
for base failure repair. In addition, work was done on Murietta Court to
repair a problem left by the overlay contractor and deducted from that
contract's final payment.
The City Engineer has reviewed the work on the project and
determined that it is complete and in accordance with the approved plans,
specifications, and modifications. Staff recommends that the City Council
accept the improvements and authorize the final payment in the amount of
$4,883.37.
