Developer Reimbursements Barratt 25,000 Bordeaux Estates (3 tracts) 40,698 Kaufman & Broad (4 tracts) 49,309 Castle Construction 20,504 JMH frontage improvements 49,289 SUBTOTAL: $ 355,370 GRAND TOTAL: $ 2,247,750 DESCRIPTION: In August, 1986, the City Council awarded Contract 86-6 San Ramon Road Phase II Street Reconstruction, Traffic Signal, Street Lighting, and Landscaping, to Gradeway Construction, Inc. This project widened San Ramon Road between 1-580 and Silvergate Drive, upgraded the signals at Dublin Blvd. and at Amador Valley Blvd., constructed a signal at Silvergate Drive, and constructed medians and landscaping. This project was an extremely complicated roadway project. The funding included Federal Aid monies from three different funds, offsite improvement fees from four different private developments, and contributions from parcels within the San Ramon Road Specific Plan Assessment District. Among the public agencies involved in the review and approval process were State Fish and Game for work on Martin Canyon Creek, Caltrans as a conduit for the FAU process and for encroachments into the State right-of-way, and FHWA approvals for FAU funding. Some of the existing street roadway from side to side as well as the entire Silvergate Drive and Amador Valley Boulevard intersections required reconstruction in multiple traffic phases. The work at the San Ramon Road/Dublin Boulevard intersection had to be performed within an intersection with the highest traffic load in the City. The City contracted with a private security company to aid traffic into and out of the local businesses to try to minimize impacts on these businesses. After the contract was awarded, Staff redesigned some of the drainage system to reduce the cost of the project, because the low bid was substantially over the engineer's estimate. Additional savings were made in some areas where a cement treated base was found under the existing asphalt. In these areas, some of the grades and the structural section were redesigned to utilize this base. These savings offset other additional costs for unforeseen conditions that arose during construction. An additional two street lights were replaced on Dublin Boulevard west of San Ramon Road (double sodium vapor lights replacing single mercury vapor lights). A revision was made adding an additional right turn lane northbound off San Ramon Road to eastbound Dublin Boulevard. This required revisions to the signal system and pavement striping. The need had been identified through TJ¥~ studies on the Downtown Plan and the studies at the west end of town. The two banner poles were also painted to match the brown street light poles. The City Engineer has reviewed the work and determined that it is complete and in accordance with the approved plans, specifications, and modifications. Staff recommends that the City Council accept the improvements and authorize release of securities held in lieu of retention.
