23, 2001 in the Dublin Civic Center City Council Chambers. Chairperson Johnson called the
meeting to order at 7:00 p.m.
ROLL CALL
Present: Commissioners Johnson, Musser, Jennings, Fasulkey and Nassar; Jeff Ram, Planning
Manager; Andy Byde, Senior Planner; and Maria Carrasco, Recording Secretary.
PLEDGE OF ALLEGIANCE TO THE FLAG
Cm. Johnson led the Commission, Staff, and those present in the pledge of allegiance to the flag.
The minutes from the September 25, 2001 and October 9, 200] meeting were approved as
submitted.

PUBLIC HEARING -
Continue the Public Hearing for PA 01-008 Dublin Security Storage Variance and Site
Development Review Project to a later date TBA.

Planning Commission 69 October 23, 2001
Regular Meeting
Jeri Ram, Planning Manager explained that due to illness, the Project Planner was not able to
finish the report. Subsequent to that, the Planner has been called to active duty in the military
for a year. The applicant would like to reschedule the hearing to November 27, 2001. She
recommended continuing the item to the November 27, 2001 Planning Commission meeting.
On motion by Cm. Fasulkey, seconded by Cm. Musser, by a 5-0 vote, the Planning Commission
continued the public hearing to November 27, 2001 Planning Commission meeting.

Continue the Public Heating for PA 01-025 Target Expansion to the November 13, 2001
Planning Commission meeting.
Ms. Ram advised the Planning Commission that a few issues need to be worked out with
Target's applicant. She recommended continuing the public hearing to November 13, 2001
Planning Commission meeting.
On motion by Cm. Musser, seconded by Cm. Jennings, by a 5-0 vote the Planning Commission
continued the public hearing to November 13, 2001 Planning Commission meeting.

Continue the Public Hearing for PA 01-013 Volkswagen Conditional Use Permit and
Site Development Review to the November 13, 2001 Planning Commission meeting.
Andy Byde, Senior Planner explained that the project is proposed for a new dealership at the
comer of Scarlett Drive and Scarlett Court. Staff has been working with the applicant on
landscaping and easement issues. Additional time is needed to reach a conclusion on these
issues. He recommended continuing the public hearing to November 13, 2001.
On motion by Cm. Fasulkey, seconded by Cm. Jennings, by a 5-0 vote the Planning
Commission continued the public hearing to November 13, 2001 Planning Commission
meeting.

PA 01-006 Fuddrucker's Restaurant Sign/Site Development Review to place signs on
the existing 6,842 Square foot restaurant in the Hacienda Crossings Entertainment
Village. The signs would consist of wall mural on the west elevation with animated
lighting using neon tubing. The east and south elevation would consist of various
signs with individual channel letters.
Cm. Johnson asked for the staff report.

Andy Byde presented the staff report. He explained that the proposed project consists of wall
and mural signs, which would be painted on the Fuddrucker's Restaurant. The restaurant is
currently under construction, and located within the Hacienda Crossings Entertainment Village.
The signs would consist of a wall mural on the west elevation with animated lighting using neon
tubing. The east and south elevation would consist of various signs with individual channel
letters. Staff encouraged the design to reflect a "whimsical" and "fun" design, and to reflect the
elements and activities of the Entertainment Village. The applicant returned with a design
similar to the design shown on Attachment 1 of the staff report. The west elevation of the
building will have signs, which consists of an actual truck, cut to 18" in width, with the front of
the truck wrapping around the building with working headlights. Painted directly on the wall
by an artist, will be a mural with various features such as a wheat field, a farmhouse, a
hamburger, milkshake, mountains and a sky in the background. The elements of the mural will
be highlighted with neon, which will then tie into the major entry sign on the southwest. The
southwest entry sign will have dimensional characteristics and consists of ribbons and stars.
The stars will be located randomly on all sides of the building. The stars, ribbons, and various
other features will be lit with neon at night.
The design of the proposed signs were reviewed by Staff and by the City's consulting architect
and have been found to be consistent with the Master Sign Program of Hacienda Crossings,
consistent with the overall design theme of the Fuddrucker's building, and consistent with the
surrounding buildings. Staff recommends the Planning Commission open the public hearing
deliberate and adopt a Resolution approving the Sign- Site Development Review.
Cm. Johnson opened the public hearing and asked if the applicant was available.
George Almeida, Owner of Fuddrucker's restaurant expressed his appreciation for Staff and all
their help with the project. He thanked the Planning Commission and was available to answering
any questions.
Cm. Johnson asked when the restaurant was planning to open.
Mr. Almeida responded the first week of December if everything goes fight.
Cm. Jennings asked the timing and sequence on the murals night lighting scheme.
Michael McClure, Project Manager stated the timing sequence is approximately five seconds for
the overall process. He stated the timing is adjustable.

Cm. Jennings said the section of the sign with the milkshake overflowing looks more like the
silhouette of a woman.
Mr. Byde asked Cm. Jennings to clarify the area of concern on the proposed plans. He
suggested minor modifications to remedy the issue.
Mr. McClure stated the background painting will be less visible at night and the neon lights will
help minimize any misconception that might be construed.
Cm. Johnson asked if there were any other quesfions or comments.
Cm. Musser asked if the marquee sign and stars were neon.
Mr. McClure responded yes.
Cm. Musser asked if the logo sign on the side of the building was also neon.
Mr. McClure stated it was not exposed neon. The Fuddrucker's letters are neon channel letters,
which are illuminated from the back. The stars have exposed neon.
Cm. Nassar asked if the energy consumption of the sign was reasonable.
Mr. McClure responded yes. It actually uses less energy because most signs are lit
continuously.
Cm. Nassar asked if the public had any negative comments on the existing signage at Hacienda
Crossings.
Mr. Byde responded not to his knowledge.
Ms. Ram explained that when the design guidelines were drafted for Hacienda Crossings, Staff
tried to encourage vibrancy and excitement.
Cm. Johnson stated Staff did an excellent job with Hacienda Crossings. He asked if there were
any other comments from the Commission; hearing none he closed the public hearing and
asked for a mofion.
On motion by Cm. Nassar, seconded by Cm. Fasulkey 4-1-0 with Cm. Jennings opposed the
Planning Commission adopted

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 01-06, FUDDRUCKERS SIGN SITE DEVELOPMENT REVIEW
NEW OR UNFINISHED BUSINESS
Ms. Ram advised the Commission of upcoming projects.
Cm. Johnson stated the construction of the library has impacted the parking for the Civic
Center. He suggested eliminating a few of the handicap spaces.
Ms. Ram stated the lack of parking was temporary and would check into his suggestion.

The meeting was adjourned at 7:35 p.m.
