14, 2001, in the Dublin Civic Center City Council Chambers. Chairperson Johnson called the
meeting to order at 7:00 p.m.
ROLL CALL
Present: Commissioners, Johnson, Musser, Fasulkey and Nassar; Jeri Ram, Planning
Manager; Jonelyn Whales, Associate Planner; and Maria Carrasco, Recording Secretary.
ABSENT: Cm. Jennings
PLEDGE OF ALLEGIANCE TO THE FLAG
Cm. Johnson led the Commission, Staff, and those present in the pledge of allegiance to the
flag.
The minutes from July 24, 2001 were continued to the August 28, 2001 meeting due to the
absence of Cm. Jennings and the lack of quorum to approve those minutes.

PUBLIC HEARING

PA 01-019 Nohr's RV Center Conditional Use Permit to operate a boat and recreational
vehicle sales and storage facility. The Applicant is relocating an existing business,
Nohr's RV Center from 6451 Scarlett Court to a larger facility at 6490 Sierra Court.
This facility will also provide administrative services for Nohr's Repo Connection, Good
Times Promotions Inc., and RV Promotions.
Jonelyn Whales advised the Commission that Michael Nohr, of Nohr's RV Center is requesting
approval of a Conditional Use Permit to operate a boat and recreational vehicle consignment
sales and storage facility at 6490 Sierra Court. The new storage facility would contain 6,400
square feet of warehouse space, including office space, plus an existing 5,000 square-foot

outdoor storage area. This area would contain recreational vehicle accessories, RV
promotional items, and other automotive supplies.
The site is located in the M-1 Light Industrial Zoning District. The use in which Nohr's RV
Center operates under is defined as "Automobile/Vehicle Storage Lot" which requires the
approval of a Conditional Use Permit.
The project complies with the City's parking ordinance as it relates to vehicle storage lots. The
Zoning Ordinance requires automobiles to be stored behind a 6-foot high solid wall or fence.
The project complies with this requirement in that the proposed outdoor storage area has a
solid 8-foot masonry wall on the northeast side, which has an enclosed inner entrance on the
south side of the wall. Furthermore, this area can be accessed via a chain link gate that
doubles as an entry point for the adjacent tenant's storage area. Potential security violations
can occur with this type of arrangement. Possible preventive measures to discourage visitors
from entering the area would be to lock the gate or install a second gate to secure the vehicles.
The draft resolution includes a condition of approval that the applicant shall prepare a fencing
detail showing the height of a proposed gate for review and approval by the Community
Development Director.
Staff finds that the project is consistent with the Dublin General Plan because the project
would allow the existing RV Center auto sales occurring at 6590 Scarlett Drive to continue
operation at a new location within the City.
Cm. Johnson asked if the Applicant would like to make any comments.
Michael Nohr thanked staff for working on the project.
Cm. Fasulkey asked if there were any issues that require fencing for the site.
Ms. Whales stated the fence requirement is based on police activity of the site.
Cm. Nassar asked the basis for the gate.
Ms. Whales responded the gate would separate Nohr's outdoor storage and the adjacent site.
Cm. Johnson asked if there were any other questions or comments; hearing none, he closed
the public hearing and asked for a motion.
On motion by Cm. Fasulkey, seconded by Cm. Nassar, by a vote of 3-0-2, with Cm. Musser
abstained and Cm. Jennings absent, the Planning Commission adopted

PA 01-020 Hair Quarters and More Conditional Use Permit to operate a therapeutic
massage and skin care service in an existing beauty salon located at 7059 Village
Parkway
Ms. Whales advised the Commission that Jennifer Livergood, of Hair Quarters and More, is
requesting approval of a Conditional Use Permit to operate a massage establishment within an
existing beauty salon at 7059 Village Parkway. The salon will provide therapeutic massages
and skin care treatments in a 145 square feet room within a 1,160 square foot tenant space in
Village Green Shopping Center. There will be one licensed massage therapist providing these
services by appointment during the same hours of operation as the beauty salon. The hours of
operation of the beauty salon are from 10 AM to 8 PM, Tuesday through Thursday, 9 AM to 7
PM on Friday and 8:30 AM to 4 PM on Saturdays.
The site is located in the C-2 General Commercial Zoning District. The Dublin Municipal Code
requires massage establishments and services to obtain a permit from the Dublin Police
Department. The applicant is requesting approval of a conditional use permit to operate a
massage service before submitting a formal application to the Dublin Police Department. The
proposed extension of personal care services, including massage and skin care within an
existing beauty salon will satisfy a community need for these type of services. The proposed
layout of the new massage therapy room and adjacent personal service rooms in the beauty salon
is generally harmonious and functional. The project is consistent with the General Plan, Specific
Plan and Zoning Ordinance.
Staff recommends that the Planning Commission adopt the Resolution approving the
Conditional Use Permit to establish a massage establishment within an existing beauty salon.
Cm. Fasulkey stated there have been police enforcement issues related to massage facilities in
the newspaper. He asked if any of the issues were related to this project.
Cm. Musser stated the newspaper articles were on the massage facility located at San Ramon
Road and Alcosta Boulevard.
Cm. Johnson asked if the Applicant would like to make any comments.
The Applicant responded no.
Cm. Johnson closed the public hearing and asked for a motion.
On motion by Cm. Musser, seconded by Cm. Nassar, by a vote of 4-0-1, with Cm. Jennings
absent, the Planning Commission adopted
