Draft Public Telephone Survey ~Provide Input on Draft Survey None DESCRIPTION: At the October 19 meeting the City Council approved a proposal for design of a community-wide assessment of art and heritage programming. A Request for Proposals was sent to qualified consulting firms and AMS Planning and Research was awarded the contract. The community- wide assessment of heritage and cultural arts is being conducted using two assessment methods: Focused Discussion Groups and a Random Digital Dial Sample Survey of 400 households. Included in the assessment is an examination of existing programs such as Art in the Parks, Art in the Schools, Public Art Policy, and the programs, use and physical space of the Heritage Center. With the information garnered from the assessment, the Heritage and Cultural Arts Commission will develop a long-term plan for heritage and cultural arts programming. The first phase of the assessment, the Focused Discussion Groups, was conducted in early March. Five Focused Discussion Group meetings were held and each group focused on a theme related to heritage and cultural arts. The five themes were: · Youth and the Arts · Programming for Heritage and Cultural Arts · The Heritage Center and Its Partners · Public Art · Support for the Arts and Heritage and Cultural Arts The average attendance per focus group meeting was eight. Data produced from the discussions was used as a basis for creating the Random Digital Dial Survey, which is the second phase of the assessment. The Random Digital Dial Sample Survey consists of telephone interviews conducted with 400 randomly selected Dublin households. A sample size of 400 will yield a margin of error of five percentage points at the 95 percent confidence level. Each interview averages between 10 and 15 minutes. The telephone survey is scheduled for the second week in April. The survey was reviewed by the Heritage and Cultural Arts Commission and approved with the proviso that the consultant review and consider the following suggestions: · INTRODUCTION - Strike the term "We're not selling anything today..." · QUESTION #16 - Add the following statement, "The City of Dublin should provide a more varied art and cultural experience". · QUESTION #2lB - Eliminate Alaska Native and add a category reflecting persons of Middle Eastern descent. · QUESTION #21D - Change the category "1 to 6" to read "6 and under". · QUESTION #21H - "What is your home ZIP Code?" should be asked in the introduction, thus eliminating any non-residents from the survey. Additionally, the Commission recommended the addition of the following questions. · Where do you get your information on events held in Dublin? · In one word or a short phrase, how would you describe Dublin? · What is your employment status (working, retired, etc.)? The Commission also recommended that the interviewer should make notes of interviewee comments and these notes should be included in the final report. Lastly, the Commission expressed concern about the advisability of Heritage and Cultural Arts Commissioners and members of the City Council participating as interviewees in the Random Digital Dial Survey. AMS Planning and Research has received a copy of the Commission's concerns and will address the comments along with any generated by the City Council. Two methods of analysis are being used, Focused Group Discussions and a Telephone Survey of 400 households. The group discussions were completed in March and we are in the process of finalizing the survey. AMS is pleased the Council will provide input to the survey. You have received from Bonnie Leonard the draft survey that was reviewed by the Commission. We will implement almost all of the recommendations of the Commission, as follows · We struck from the introduction the term "We are not selling anything." · We added to Q#16 another question: "The City of Dublin should provide more varied art and cultural experiences." In Q#21B, in inquiring about respondent's race/ethnicity, we added the choice "Middle Eastem descent." We did not strike "Alaska Native," because it is included in the US Census. · In Q#21D, we changed the age category from "1 to 6" to "6 and under" Although the Commission suggested that we strike "What is your home ZIP code" (Q#21H), we did not do it. It is necessary to ask this as a means of double checking that we are surveying respondents who live in the City of Dublin (Note that the sample has been selected using telephone listings for Dublin residents only.) · We have added a question probing where people receive information about events held in Dublin. We have not asked people to describe Dublin in one short phrase, for this is difficult to probe in the survey format being used. We have added the following question, "Do you have any additional comments regarding arts and culture in Dublin?" · We have added a question about employment/retirement status. Our experience is that respondents tire after about 15 minutes and may refuse to continue. The survey now takes about 18 minutes to administer. We are working to condense some of the questions regarding opinions about various aspects of arts and culture in the city (e.g., Q# 16) and will pre-test the survey to ensure that we are obtaining complete responses. · The Commission has also suggested that interviewers make note of interviewee comments while surveys are conducted. Information will be collected regarding refusals and other situations but recording comments throughout the interview is not possible. Arrangements can be made for Commissioners, staff and City Council to "listen in" by telephone as the surveys are conducted. The Commission has also commented that members of both the Commission and the City Council should not take the survey. It is highly unlikely that a random dial would reach either group.
