FINANCIAL STATEMENT Adequate fundmg for the mstallatlOn of STOP SIgnS and associated
markmgs is mcluded m the Street Mamtenance Operatmg Budget
DESCRIPTION Carlow Way is an east-west residentlal street that runs between
Edenberry Street and Bandon Dnve Edenberry Street, also a residential street, extends from Ashford
Way to Bluebell Way, and contmues south as Edenberry Place for approximately 450 feet Bluebell Way
is a short residential street that connects Davona Dnve and Edenberry Street Currently, there is no posted
traffic control at the mtersectlOn of Carlow Way and Edenberry Street or at Bluebell Way and Edenberry
Street Accordmgly to Cahforma Vehicle Code SectIOn 21800 (b)(1), motonsts on the Carlow Way
approach or the Bluebell Way approach to each respective mtersectIon are legally reqUired to YIeld to
traffic on Edenberry Street because each is a termmatmg street and Edenberry Street is a contmumg street
ThiS mtersectIOn layout IS commonly referred to as a "T" mtersectlOn
A request was receIved m early November 2007 by a reSIdent at 8797 Edenberry Street to mstall measures
to address speedmg In the neighborhood As reported by the reSIdent, young dnvers are frequently
observed speedmg on Carlow Way, and on some occasIOns have attempted to carry passengers on the
extenor of their velucles The reSident followed up the next week after a motonst lut hiS parked velucle,
which was located m hiS dnveway Later the same afternoon, Sergeant Bruce Rank ViSited the location
where the mCident occurred and spoke With the reSident The colliSIOn occurred because a motonst
travelmg westbound on Carlow Way made a left turn onto southbound Edenberry Place at a speed greater
than the motonst could safely negotiate the turn The motonst lost control of the vehIcle and eventually

By mstallIng traffic control sIgns, the nght-of-way IS clearly communIcated to all motonsts By mstalling
STOP sIgns speCIfically, motonsts are legally reqUIred to stop even when there are no conflIctmg vehIcles
approachmg the mtersectlOn Because Carlow Way IS part of a route that connects Davona Dnve and
Bandon Dnve, both reSIdential collectors, thIS would be an appropnate location to mstall a STOP sIgn
SimIlarly, staff recommends the mstallatIon of a STOP sIgn on eastbound Bluebell Way because tlus
street also IS part of the route that connects Davona Dnve and Bandon Dnve
InstallatIOn of a STOP sign on Carlow Way could prevent motonsts m the future from tUflllng onto
Edenberry Street too fast, smce all vehIcles would be turnmg after commg to a complete stop As such,
thiS mstallatlOn IS believed by staff to be a safety enhancement
Proposed Chane;es
For the sake ofpubhc safety, Staff proposes to 1) mstall a STOP SIgn on Carlow Way at Edenberry Street
and on Bluebell Way at Edenberry Street, 2) mstall a lImIt lme and a STOP pavement legend at each
locatIOn, and 3) mstall a 50-foot centerline on Carlow Way from the limIt lme easterly and on Bluebell
Way from the hmit lme westerly
Pubhc Outreach
Because motonsts on Carlow Way and Bluebell Way are already legally reqUIred to YIeld to traffic on
Edenberry Street, thIS mstallatlOn IS a mmor moddicatIOn and not conSIdered to be controversial For thIS
reason public notIficatIOn was not prOVIded
Recommendation
Staff recommends that the City CouncIl adopt the ResolutIOn to mstall STOP SIgns on Carlow Way and
on Bluebell Way at Edenberry Street

AT EDENBERRY STREET
In the mterest of public safety, the CIty CouncIl of the City of Dublm does hereby RESOlL VE as
follows
Section 1 Pursuant to CIty of Dub 1m MUnICIpal Code Section 6 04 070, stop sIgn control IS
established on Carlow Way at the mtersectlOn wIth Edenberry Street and shall be added to SectIOn
6 16020 of the City of Dub 1m Traffic Code
Section 2 Pursuant to CIty of Dublin MumcIpal Code SectIOn 6 04 070, stop sIgn contralis
established on Bluebell Way at the mtersectIon wIth Edenberry Street and shall be added to Section
6 16020 of the CIty of DublIn Traffic Code
PASSED, APPROVED AND ADOPTED this 5th day of February, 2008, by the followmg vote
