Background
Pnonty Development Areas
In June 2007, the AssocIatIOn of Bay Area Governments (ABAG) m conjunctIOn WIth the Metropolitan
Transportation CommiSSIOn (MTC), the Bay Area Air Quality Management Dlstnct (BAAQMD) and the
Bay Conservation and Development CommiSSIOn (BCDC) began acceptmg applicatIOns from local

JUrIsdictions for Identification of Pnonty Development Areas (PDA's) throughout the nIne-county San
FranCISCO Bay Area regIon The desIgnation of Pnonty Development Areas IS an effort to focus the
regIOn's growth In areas which can accommodate mIxed-use, Infill development near transit and job
centers wIth an emphasIS on hOUSIng
At the June 19,2007 CIty CouncIl meetIng, the CIty Council adopted Resolution 106-07 (see Attachment
1) In support of Staff submIttIng three applications for Pnonty Development Area (PDA) designatIOn 1)
West DublIn BART SpeCIfic Plan Area, 2) Dublin TranSit Center, and 3) Town Center Planmng Subarea
In the Eastern Dublin SpeCIfic Plan Area
In December 2007, Staff was notified by ABAG that all three applicatIOns had been approved for PDA
deSignations All PDA's are elIgtble to apply for $7 5 million In plannIng grants through the Metropolitan
Transportation CommIssIon's StatIOn Area PlannIng Program
Metropolitan Transportation CommISSIon StatIOn Area PlannIng Program
The Station Area PlannIng Program IS an Imtiative to finance plannmg efforts that Will result In land use
plans and poliCies that mcrease tranSIt ndershIp around public tranSIt hubs and bus and raIl comdors In the
nme-county San FranCISCO Bay Area The key goals of the program are to
1) Boost tranSIt ndershIp and reduce vehIcle mIles traveled by station area reSIdents, employees and
VISItors,
2) Increase walkIng, bIcycling, carpoolmg, carshanng, local tranSIt and other transportatIOn optIOns
for reSIdents, employees and VISitors wlthm the station area,
3) Increase the housmg supply WIthIn station areas, particularly affordable housmg for low-mcome
reSidents,
4) Increase jobs m station areas and proVIde access to jobs elsewhere along tranSIt comdors, and
5) Locate key services and retaIl wItlun station areas
At thIS time, Staff IS seekIng the CIty CouncIl's support for two projects that could be funded by tlus
grant Both projects are wIthm the deSIgnated West Dublm BART SpeCIfic Plan Pnonty Development
Area
West Dublin BART SpeCific Plan
The West Dublm BART SpeCIfic Plan area was deSIgnated a PnorIty Development Area In 2007 and IS
now part of a larger plannmg effort whIch mcludes the consolidatIOn of five eXIstmg SpecIfic Plans wIthm
the downtown area of Dublin Staff IS seekmg the CIty CounCIl's support to submit an applicatIOn for
fundIng through MTC's StatIOn Area Plannmg Program to aSSIst With the preparatIOn of the new SpeCIfic
Plan and to help offset the cost of envIronmental reVIew should an EnVIronmental Impact Report (EIR) be

Dublin Boulevard/Amador Plaza Road IntersectIOn Improvements
Staff IS also seekmg to apply for grant fundmg for a preCIse plan for the Dublin Boulevard/Amador Plaza
Road mtersection Improvements As part of the Downtown Traffic Impact Fee Study (TIF), thIS

mtersection was Identified as expenencmg IncreasIng congestion and IS expected to Increase further with
the constructIOn of the West Dublin BART Station The 2006-2011 Capital Improvement Program (CIP)
Identified a need for a detaIled engmeenng study to determme the precise plan of the proposed
Improvements and to Identify the nght-of-way needed to Improve thIS mtersection
Dublm TranSIt Center
The Dublin TranSIt Center was also deSIgnated a PrIonty Development Area m 2007, however, Staff
would not be submIttmg an application for a Planrung grant for thiS area Plannmg grants are lImIted to
projects WhICh reqUIre the preparatIOn of plans and the environmental reVIew assocIated WIth the
development of those plans The master plan for the Dublin TranSIt Center was adopted In 2002 along
With certIfication of an EnVIronmental Impact Report The project IS currently m the Implementation
phase With a number of high denSIty reSIdential and mIxed use projects currently under construction The
Dublm TranSIt Center would be eligible for capital grants should fundIng become aVaIlable m the future
Town Center Plannmg Subarea (eastern Dublm)
The Town Center Plannmg Subarea m eastern Dublin was the thIrd area to receive deSIgnatIOn as a
Pnonty Development Area, however, SimIlar to the Dublin TranSit Center, plannmg efforts have already
been completed and Implementation IS underway WIth a number of projects currently under constructIOn
The Town Center Plannmg Subarea would be elIgIble for capital grants should fundmg become avaIlable
m the future
NEXT STEPS
MTC has allocated $7 5 mIllion m plannIng grants for the Station Area Plannmg Program m FY 2007-08
to fund station area plans A mmImum of $1 00,000 and a maXImum of $750,000 are avaIlable per grant
Local jUnSdIctions are reqUired to prOVide a local cash match of20% of the total project budget
Applications for grant fundmg are due February 29, 2008 Successful grantees would enter mto fundmg
agreements WIth MTC m early Summer 2008 Funded projects would need to be completed wIthm 18-30
months from completIOn of the fundmg agreement
Should the CIty CounCIl express support of the applicatIOns for grant fundmg under MTC's Station Area
Plannmg Program, Staff would submIt two applicatIOns by the due date of February 29, 2008 The first
application would be for the Downtown Dublin SpeCIfic Plan, and the second for a precIse plan for the
Dublm Boulevard/Amador Plaza Road mtersectIon Improvements

WlHIEREAS, the ASSOcIatIon of Bay Area Governments and the MetropolItan TransportatIOn
COmmISSIOn m accordance WIth the Bay Area AIr QualIty Management DIStrICt and Bay ConservatIon and
Development COmmISSIOn (collectIvely, the "regIOnal agencIes") are undertakmg a regIOnal plannmg
IrutIatIve called FOCUS, and
WlHIERlEAS, FOCUS program goals support a future regIOnal development pattern that IS
compact and connected, and
W1HDEREAS, the regIOnal agenCIes seek local government partners to create a speCIfic and shared
concept of where growth can be accommodated (Pnonty Development Area) and what areas need
protectIOn (pnonty conservatIon area) m the regIon, and
WlHIERlEAS, a Pnonty Development Area must meet all of the follOWIng cntena (a) WIthm an
eXIstIng commurnty , (b) near eXIstIng or planned fixed tranSIt (or served by comparable bus servIce) and
(c) IS planned, or IS plannmg, for more housmg, and
WHJEREAS, local governments m the nme county San FranCISCO Bay Area are elIgIble to apply
for deSignatIon of an area WItlun theIr commumty as a Pnonty Development Area, and
WlHIEREAS, the regIOnal agenCIes are comnlltted to secunng mcentIves and proVldmg techrucal
asSIstance to deSIgnated Pnonty Development Areas so that pOSItIve change can be achIeved m
commurntIes workmg to advance focused growth
NOW, THlERElFORlE, BE iT RESOlLVlED that the CIty CouncIl of the CIty of Dublm
authonzes SubmIttIng an applIcatIOn to deSIgnate the West Dublm BART SpecIfic Plan area, TranSIt
Center Planrung Subarea and Town Center Plannmg Subareas WIthm the CIty of Dublm as Pnonty
Development Areas
