DESCRIPTION : At the June 22, 1987 meeting of the
Dublin City~ Council, the Council authorized preparation of
construction documents for the renovation of the Fallon School
Multi-Purpose Room for use as a Senior Citizens Center.
The project provides for renovation of the entire building to
bring it into compliance with applicable State Codes. As part of
the renovation, the restrooms will be remodeled, doors and
windows will be replaced, the interior walls will be painted, a
handicapped lift for the stage will be installed and damaged
floor and ceiling tiles will be replaced.
The Architect's estimate to complete the work is $118,455, which
is approximately $12,955 over the appropriated funds for the
project. Staff met with the consultant to discuss potential
alternate bid items which could be deleted if the project bids
exceed the current budget. However, due to the nature of the
project, it is difficult to separate possible deductive
alternates. The items where the largest costs are estimated
involve code requirements related to handicapped accessibility.
Therefore, Staff would recommend that the City Council authorize
Staff to advertise Contract 87-10 for bids. The estimate
prepared by the Architect contains assumptions on the overhead
rates and the general bidding climate. Based on the bids
received, the City Council can determine whether to re-bid the
project or to budget additional funds. Construction documents
and specifications will be available for review at the meeting.

Notice is hereby given that sealed bids, subject to the
conditions named herein and in the Specifications therefor for
the Senior Center Remodel - Fallon Elementary School Multi-
Purpose Building addressed to the City of Dublin will be received
at the office of the City Engineer up to 2:00p.m., Wednesday,
December 2, 1987, at which time they will be publicly opened and
read.
A Bid Deposit equal to at least 10% .of the total amount of the
bid shall be placed in an envelope attached to the outside of the
sealed proposal. The Bid Deposft shall be in one of the
following forms: cash, cashier's check or certified check
payable to the City, or bidder's bond in favor of the City
executed by an authorized surety company.
Faithful Performance and Labor and Materials bonds as set forth
in the Standard Specifications will be required from the
successful bidders.
The right is reserved, as the interest of the City may require,
to reject any or all bids, to waive any informality in bids, and
to accept or reject any items of the bid.
The Council has ascertained the general prevailing rate of wages
applicable to the work to be done. A tabulation of the various
classifications of workers to be employed and the prevailing rate
of wages applicable thereto is on file in the City Clerk's office
and is available for inspection.
Plans and Contract Documents may be secured at the office of the
City Engineer at the following non-refundable costs: Plans and
contract documents $35.00 per set. If mailing is desired, an
additional non-refundable cost of $5.00 per set will be required.
The work to be done consists of Fallon Elementary School Multi-
Purpose Building, Larkdale Avenue, Dublin and doing all
appurtenant work in place and ready for use, all as shown in the
Plans, Specifications, Special Provisions and other Contract
Documents entitled as shown in paragraph 1 above now on file in
the office of the City Engineer, to which reference is hereby
made for further particulars.
Where work includes excavation of any trench or trenches or open
excavations five feet or more in depth, the bid shall contain
adequate sheeting, shoring, and bracing or equivalent method, for
the protection of life or limb, which shall conform to applicable
safety orders.
Pursuant to § 4590 of the Government Code, securities in an
amount equivalent to any contract retention shall be permitted by
the City.
Attention is directed to Section 2 of the Standard Specifications
(General Provisions) for detailed instructions regarding bidding.
The City Engineer has prepared an Engineer's estimate of the work
to be done. Such estimate is available for public inspection.

Must submit Certification by Proposed Subcontractor
regarding Equal Employment Opportunity. Approval of
the proposed subcontract award cannot be given by the
Owner unless and until the proposed subcontractor has
submitted the Certification and/or other evidence
showing that it has fully complied with any report
requirements to which it is or was subject.

Although the Bidder is not required to attach such
Certifications by propose~ subcontractors to his bid,
the Bidder is here advised of this requirement so that
appropriate action can be taken to prevent subsequent
delay in subcontract awards.
Drawings of the existing building are available for review at the
offices of the Architect. The Architect is Grossmann Design
Group, 151 Townsend Street, 2nd Floor, San Francisco, California
94107. These drawings are made available to Bidders for
information only. These drawings do not depict existing
conditions accurately and any use of these drawings for purposes
of estimating the scope of work is entirely at the risk of the
bidder. Neither the City nor the Architect warrants that any
information depicted on these drawings accurately represents
existing building conditions.
The Bidder is responsible for verifying to his own satisfaction
the existing conditions prior to submitting his bid. The City
will not pay additional monies or relieve any Bidder from any
obligations due to discrepancies between any drawing depicting
conditions as existing and existing building conditions.
A bidder's meeting will be held at the Fallon Elementary School,
Multi-Purpose Building, Larkdale Avenue, Dublin, California on
November 23, 1987 at the hour of 2:00p.m. At that time a
representative of the City and Architect will be available to
answer Bidders' questions. Bidders will be offered the
opportunity to inspect the existing building.
