AGENDA STATEMENT
City Council Meeting Date: January 25, 1988
SUBJECT: Proposed Soundwall for Arroyo Vista
EXHIBITS ATTACHED: None. The Dublin Housing Authority will view slides
at its meeting of January 25th prior to the City
Council meeting and will make a recommendation to the
City Council regarding type of soundwall to be
installed along Arroyo Vista's Dougherty Road
frontage.
RECOMMENDATION: Approve the recommendation of the Dublin Housing
Authority and one of the following:
(1) If the recommendation is to install a block wall
to match the one proposed to be constructed along the
east side of San Ramon Road, direct Staff to include
the construction of the Arroyo Vista wall with the San
Ramon Road/Amador Valley Blvd. wall project and
authorize Staff to solicit bids as soon as plans and
specifications have been integrated (approximately one
week) ; or
(2) If the recommendation is to install a wall other
than one matching the San Ramon Road wall, direct
Staff to complete the plans using the recommended wall
pattern and request authorization at a future meeting
to solicit bids as a separate project.
FINANCIAL STATEMENT: The present Engineer' s construction estimate is
$106,000 (budgeted was $105,600) based on a masonry
soundwall similar to that proposed for San Ramon Road.
It is anticipated that the City of Dublin will pay for
the project through Community Development Block Grant
Funds as a 1987-88 Capital Improvement Project.
DESCRIPTION:
The City Council approved the soundwall construction along the
residential portion of the Arroyo Vista Housing Development as part of the
1987-88 Capital Improvement Program. It was also anticipated that the cost of
the wall would come from the General Fund. The Community Development Block
Grant program has been extended, and Dublin will be receiving these funds over
a three-year period. As Arroyo Vista qualifies as an "impacted" area under
the CDBG program, it is anticipated that City Staff will recommend that Block
Grant funds be used for this Arroyo Vista soundwall.
The original CIP estimate of $128,000 (including Engineering and
Inspection) was based on the installation of a masonry wall, with the comment
that a wood soundwall could be built for approximately one-half the cost.
The Housing Authority Staff has advised City Staff that clearing of a
four-foot-wide path for the wall in the landscaping fronting the development
would be done by the Housing Authority in one of two ways: (1) If the cost of
the work were within the allotted expenditure limit, the Housing Authority
would contract for the work; or (2) if the cost of the work were over that
limit, the Housing Authority would request that the City contract for the work
and would then reimburse the City.

The Dublin Housing Authority will receive a presentation on this same
item prior to this City Council meeting and will have made a recommendation as
to the type and style of soundwall to front the residential portion of the
Arroyo Vista project (not to include the administration/clubhouse which backs
onto Dougherty Road).
The Housing Authority Staff has also recommended that the City close off
the sidewalk access to Dougherty Road except at street intersections
(Monterey, Ventura, and North and South Mariposa) to keep children from
wandering out next to traffic when lanes are constructed directly adjacent to
the curb. This action would close off the access stairways recently
constructed by the City at the request of the Pleasanton Housing Authority
before the project was turned over to the Dublin Housing Authority. A
discussion of this item will be held at the Housing Authority meeting and
results communicated to the City Council during the oral presentation of this
Staff report.
Staff recommends that the City Council approve construction of the wall
according to one of the two options, per the recommendation of the Housing
Authority.
