A budget transfer will not be needed this year even though the bid is almost
$120,000 over the budgeted amount. The $65,000 budgeted for Kimball Avenue
soundwalls will not be used this year; and a good portion of the $96,000
budgeted for construction of the wooden soundwalls will extend into the next
fiscal year.
DESCRIPTION:
At its meeting of January 25, 1988, the City Council authorized
Staff to advertise for bids for Contract 88-1, Major Arterials Soundwalls.
This project is a combination of portions of two projects in the
Capital Improvement Program budget, one being the masonry wall along the
east side of San Ramon Road and the replacement of wooden fences on Amador
Valley Boulevard, the second being the masonry soundwall along the Arroyo
Vista housing project frontage on Dougherty Road.
When the project was first bid, the two bids received were
substantially in excess of the amount budgeted for construction; therefore,
the bids were rejected and the project re-advertised.
Changes were made in the project by lowering some of the walls
by 8" and allowing the panels to step in less than 8" increments; an
allowance to change the dark brown fluted blocks te split-face accent
blocks; a reduction in the required Minority Business subcontractors; and an
allowance for the contractor to be able to subcontract out over one-half of
the work. The low bid this time is $17,929.44 less than the first bid.
In checking with the two precast contractors that we expected to
bid on the project, Staff was told that one has a personal problem in which
some assets were frozen, reducing his bonding capacity. The other claims
that he could not beat the price the City received on the first bid.
The only alternative to accepting this bid would be to reject
both bids and include a new wall design within the San Ramon Road Phase III
project. This new design would be a precast concrete wall which would
require periodic painting to keep the two contrasting colors on the wall.
The City received a two bids (see attached bid summary) for this
project. The low bidder was B & B Concrete with a bid of $510,478.91.
Staff has reviewed the low bidder's proposal and checked with
references and recommends that the City Council award the bid to the low
bidder.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT 88-1 MAJOR ARTERIALS SOUNDWALLS
TO B & B CONCRETE
WHEtLEAS, the City of Dublin did, on March 30, 1988, publicly
open, examine, and declare all sealed bids for doing the work described in
the approved Plans, Specifications, and Modifications for Contract 88-1A
Major Arterials Soundwalls, authorized by the City Council on January 25,
1988, which Plans, Specifications, and Modifications are hereby expressly
referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has
recommended that the bid hereinafter mentioned is the lowest and best bid for
doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby award City of Dublin Contract 88-1 to the lowest
responsible bidder therefor, to wit B & B Concrete, at a bid of $510,478.91,
the particulars of which bid are on file in the office of the City Engineer.
