RECOMMENDATION: Accept improvements constructed under Phase I of Contract 88-1A. Authorize retention payment in the amount of $39,039.69 to B & B Concrete. FINANCIAL STATEMENT: Phase I Construction Cost (all completed within FY1988-89) Amador Valley Blvd. & San Ramon Rd. $264,062.60 *Arroyo Vista 128,584.32 Total: $392,646.92 *Reimbursed in the amount of $104,060 by Community Development Block Grant funds and $4,000 by the Dublin Housing Authority. As this project is not budgeted in phases, a full comparison of expenditures to budget will be made at the time of completion of the two soundwall contracts. The Capital Improvement Project for the soundwalls includes an additional $578,916 to complete construction of the masonry soundwall and for the entire wood soundwall. It is anticipated that these projects will be completed within the funds budgeted. DESCRIPTION: In April of 1988, the City Council awarded Contract 88-1A to B & B Concrete. The "Major Arterials Soundwalls" project combines two contracts, one consisting of the masonry wall along the east side of San Ramon Road, on Amador Valley Boulevard between Village Parkway and Stagecoach Road, and along Dougherty Road at the Arroyo Vista housing project, and the second being the replacement of wooden fences along San Ramon Road. During construction on San Ramon Road, considerable delay was caused by the existence of an underground telephone cable near the proposed footing for the new wall. Agreement was eventually reached that Pacific Bell would pay for the removal of the existing fence north and south of Shannon Avenue so that the block wall could be constructed on the property line rather than in the right-of-way. This decision entailed acquiring easements from the affected homeowners. The wall along Arroyo Vista, which is funded by CDBG monies, has been completed for several months, and the County staff which oversees the CDBG program has requested that the project be finaled. For this reason, and also in recognition of the contractor's timely completion of the portions unaffected by the utility conflict, the project is being divided into two phases for the purpose of acceptance. This first phase includes walls on Amador Valley, Dougherty Road, and on San Ramon Road between Bellina Street and the first house south of Vomac Road. The second phase includes the work near Shannon Avenue which is scheduled for completion by September. The total design and construction costs will be included in Phase II of the masonry soundwall project and in the wood soundwall project; those costs will be delineated during the acceptance of the final project. This financial statement shows construction costs only for the Phase I work. The City Engineer has reviewed work completed under Phase I of Contract 88-1A and determined that it is complete and in accordance with approved plans, specifications and modifications.
